BURLINGAME PARKS & RECREATION DEPARTMENT
O+pORl1T[D MEMORANDUM
DATE: FEBRUARY 25, 2002
TO: BURLINGAME BEAUTIFICATION COMMISSION
FROM: TIM RICHMOND, PARKS SUPERINTENDENT
RE: APPLICATION OF PROTECTED TREE ORDINANCE.
As mentioned at the February meeting, the March agenda will include a discussion of the
application of the Protected Tree Ordinance when Commissioners make on site inspections.
Included in your packet are two documents that apply to this discussion: highlighted copies of
the Ordinance and the City Arborist's guidelines for his reviews of removal applications. Please
review both documents carefully. Also remember that the City Arborist's guidelines are his
approach to assessing applications. They do not have the force of law except where they
correspond directly with the Ordinance.
The agenda item is a discussion/information item. It is not an action item. The purpose is to
give Commissioners the opportunity to share their approaches to analyzing appeals. It is also an
opportunity to share concerns that frequently arise.
The intent will be to first review the reasons for which the Ordinance allows removal permits.
We can then exchange thoughts on how to apply those features of the Ordinance.

RE: APPEAL OF THE DENIAL TO REMOVE ONE YEW TREE @ 2111 EASTON DRIVE -
BURLINGAME
Dear Mr. and Mrs. Adler:
At it's March 7, 2002 meeting the Burlingame Beautification Commission voted 4 - 0 - 2
(abstentions)-1(absent) to deny your appeal for the removal of one Yew tree at the above address.
The Commission's decision was based on the potential loss of both the Camperdown Elm and the
American Elm (due to the susceptibility of Dutch Elm Disease). The Commission also believed that
the unusual and mature evergreen Yew tree could be pruned in such a way to open up sunlight to
the Camperdown Elm.
This decision can be appealed to the City Council in writing within 10 days of receipt of this letter.
If you have any questions, you may contact our office at (650) 558-7330.
Sincerely,
Tim Richmond
Parks Superintendent
