RE: OCTOBER BEAUTIFICATION AGENDA
At the October meeting there are several items that require additional information.
Tree View Ordinance. Chairperson Hesselgren will formalize the appointment of
the committee members who will study this issue and report back to the
Commission. This meeting will give non committee members a final opportunity
to make brief statements as to the direction that they would like the committee to
take. Directions may include historical background for this issue in Burlingame,
study of existing ordinances in other cities, methods for fact finding in
Burlingame, description of the scope of the task, and many other possibilities. If
you have a clear direction statement that you wish to make to the committee,
please come prepared to do so.
2. Spring Garden Seminar. After the last seminar, the Commission did not have a
clear direction about how to proceed in 2005. If a seminar is to be held in 2005, it
is imperative that it take shape very quickly. Speakers are often unavailable when
they are approached too close to the meeting date. The Commission needs to
elect whether or not to hold the seminar. If it chooses to, it needs to begin
soliciting presenters in short order.
3. The Commission recently chose to approve all volunteers working on park related
projects, whether they be groups or individuals. Bob Disco has been working
with Robert Curincita, who volunteered to prune the camellias in Washington
Park. In fact, he has been performing that service for several years. Camellias are
his hobby. Bob is very pleased with his work. Your approval of his volunteer
work is recommended.
4. Street Tree Removal policy. Since our last meeting Council (via Director
Schwartz) requested that the Commission make a recommendation on a policy for
street tree removal during sidewalk repair. The recommendation will assume that
approved removals will be the financial res
in
owner. The Commission is being asked to n consider sibility conditions f the stunderrwhich
removals will be approved. In formulating its recommendation the Commission
will need to carefully think through many factors; it will need to consider various
models for considering removal. Factors may include species, cost of repair,
future financial obligations, cost of removal, character of neighborhood, value of
tree to property owner, nature of sidewalk damage.
The commission may wish to establish weightings for various factors. It may
wish to develop a cost model. It may wish to describe an array of factors and
establish a threshold beyond which removal would be permitted.
This task will require more than one meeting. Please come to the meeting with
your ideas and models for approaching this issue.

RE: APPEAL OF THE DENIAL TO REMOVE A PROTECTED CEDAR TREE @
1805 RAY DRIVE - BURLINGAME
At its meeting of September 2, 2004, the Beautification Commission voted 6 - 0 -1 (absent) to deny
your appeal of the denial to remove one protected Cedar tree at the above address. The decision
`' was based on the Commission's belief that the tree is healthy, and the concerns expressed could be
mitigated by pruning the tree.
You may appeal the Commission's decision to the City Council in writing by September 27th. Such
letters of appeal must be accompanied with a $250 fee (made payable to the City of Burlingame)
and delivered to the Parks & Recreation Department, 850 Burlingame Avenue, Burlingame,
California, 94010.

Above is just a sample model of perhaps how we can come up with criteria for removal of
a tree due to sidewalk repairs. Please come with ideas on what to add and what is
missing. If you have a different model or idea that would work better, please bring it to the
meeting. This is just a model based on what Tim came up with at the last meeting.
Perhaps we could say if the total adds to a particular number, then it's ok to remove or
something to that effect. Anyway, please come prepared to discuss and act on. Thanks.

Dear Mr. Hannay,
Thank you very much for meeting with City Arborist Steve Porter concerning
replacement tree plantings on the Rector Motor property. Mr. Porter spoke highly of the
cooperative and productive quality of the meeting.
Mr. Porter said that your team settled on the Chanticleer Pear as the tree of choice. It has
proven to be an excellent tree for Burlingame. Three years ago we planted the entire
west side of California Drive from Broadway south with that species. It has clean lines
and it seems to be non disruptive to the businesses in that area. It is our hope that the
trees will enhance your enterprise.
Thank you again for the positive meeting and for your continuing efforts to make
Burlingame an outstanding business and residential city.
