Campos 212 Stanley Road Burlingame, CA 94010 RE: REQUEST FOR THE REMOVAL OF A CITY LIRIODENDRON TREE AT 212 STANLEY ROAD The Commission read your letter and heard your concerns at the June 3, 2004 meeting regarding the Liriodendron tree at the above address. Following the hearing, the Commission moved 6-0-1(absent) to table the decision to grant removal of the tree to see if the current merit injection process will work through the summer months. The Commission will revisit your request and render a decision at the August 5, 2004 meeting. The Commission meets at 5:30 p.m. in Conference Room "A" at the City Hall should you wish to attend and address the Commission regarding your request. BACKGROUND: Over the years, individuals have occasionally approached staff with offers to volunteer their services towards parks projects. These offers typically come'from youth seeking an Eagle Scout project or a school citizenship points. They have either proposed a specific project or staff has suggested a task. Examples of these projects include landscape maintenance, improving signage, mapping trees, etc. Earlier this year, a community organization, Citizens for a Better Burlingame (CBB), proposed to relandscape the planters on Burlingame Avenue; the first proposal from an organization in recent years. Recognizing that projects proposed by organizations would be substantially larger in scope than those proposed by individuals, Staff asked CBB to present the proposal to the Commission and in order to receive Commission input. At the same meeting, Staff asked the Commissioners to consider a policy for working with volunteer requests in the future. OPTIONS: In giving direction to Staff, Commissioners can recommend Commission involvement at any of the following levels: A. Approval required for all volunteer efforts; proposed by individuals and by organizations B. Approval required for volunteer projects proposed by organizations C. Staff will notify Commission, but no Commission approval required for any project D. Due to the July 4' holiday, the July Commission meeting has been cancelled. Your appeal will be placed on the August Sth agenda of the Beautification Commission meeting. The Arborist has advised me that I must petition your Commission regarding the removal and replacement of this tree. As you can see in my letter, the tree is a safety hazard along with being an eyesore. I have received complaints from pedestrians and from the Postal delivery persons. One has even filed a complaint with the Postal Supervisor regarding the safety hazard I am asking that your give thought to my request and approve the removal of this tree. Thank you, Maureen IC Chenette 1115 Bayswater Avenue Burlingame, CA 94010 (650) 344-9558 June 8, 2004 Street Arborist City of Burlingame City Hall Burlingame, CA 94010 Dear Arborist: I reside at 1115 Bayswater Avenue and have a City of Burlingame walnut tree on my property, at curb edge. The purpose of this letter is to ask that the City of Burlingame remove and replace the tree. The tree presents an ongoing problem. When the tree produces the walnuts during the spring/summer, the walnuts continuously drop to the sidewalk and street, quite often with the aid of the squirrels, and this poses a safety hazard to the many pedestrians. Prior to the spring/summer production of the nuts, the tree drops an abundance of pollen pods, which again poses a hazard to the many pedestrians, not to mention an unsightly appearance to the street. Then later in the year, in the fall, the tree deposits leaves, leaves, leaves all over the sidewalk and front yard. Again, with the combination of the leaves, moisture and the rain, a safety hazard exists. I am an older person with limited physical capabilities and limited financial resources. In the past I have had a gardener rake pollen pods, nuts and leaves but I cannot continue to pay for these services on an on -going basis. In addition, I can have the nuts/leaves raked only to have the front yard and street full of nuts/leaves within hours. I have, in the bast, had a complaint from one of the Post Office delivery persons about the hazardous problem of the walnuts on the front sidewalk. I ask that you give consideration to my problem and to the numerous pedestrians who walk by my house daily and for any liability that the City of Burlingame may incur. Thank you, Maureen K.
