Roll Call/Introduction Mayor Joe Galligan convened the meeting at 6:00 p.m. Council members and Commissioners introduced themselves. City Council: Mayor Joe Galligan, Vice Mayor Cathy Baylock, Terry Nagel and Rosalie O'Mahony. Beautification Commission: Vice Chairperson Mark Grandcolas, Jeanne Carney, Laura Hesselgren, Jill Lauder, and Geraldine O'Connor. Staff: City Manager Jim Nantell, City Attorney Larry Anderson, and Parks Superintendent Tim Richmond. Guests: Dan Andersen, John Root, and Mike Stallings. II. Comments from the Floor. There were no comments from the floor. III. Tree View Policy/Ordinance. Mayor Galligan asked for a summary of the work that the Commission had done. Vice Chairman Mark Grandcolas, who also served as Chair of the Tree View Policy/Ordinance Committee summarized the work of the Committee. He noted that the Commission had recommended against an ordinance and is in the process of making a recommendation for a Bay View Policy. He discussed the contents of the draft policy with Council. Mike Stallings commented on the need for any policy to include City -owned trees in its scope. Mayor Galligan asked that Council members review the draft policy and comment further at a later date. IV. Long Range Reforestation Plan for Easton Drive. Mayor Galligan said that the minutes from the Beautification Commission have reflected the on going discussion of a reforestation plan for Easton Drive. He asked for further comment. Commissioner Jill Lauder summarized the work of the current committee which is studying the issue. She discussed species alternatives, the need for public comment, and decisions about the nature of a new canopy for the street. Various comments were voiced, including the affirmation of the El Camino reforestation model using elm trees, single versus multiple species, setting a time line for phased replacement, and publicizing a special meeting on the matter. There was general agreement that November would be the earliest reasonable time for a special meeting on Easton Reforestation. Mayor Galligan requested a letter to CalTrans asking that it expedite its El Camino reforestation plan. Mayor Galligan closed the meeting by thanking Commissioners for their work. He also thanked past Chairperson Laura Hesselgren for her participation in the quarterly meetings of Commission Chairs with the Mayor and Vice Mayor.
