Dear Easton Residents,
After the large turnout for our last meeting at OLA on Thursday, April Oh' the
Beautification Commission took note of your concerns and wishes.
Our sub -committee has been in contact with knowledgeable professionals in the field of
eucalyptus trees. We would like to schedule a follow up street tree meeting on Thursday,
October 5tn at 7:30 pm in the Lower Hall at OLA. At that time, we will share a suggested
list of appropriate eucalyptus species that address your concerns about height, stability
and those that do not disturb the surrounding hardscape.
We look forward to your attendance. Please encourage all of your neighbors to attend this

STREET TREE AT 10 CLARENDON AVENUE
BACKGROUND
The Ligustrum lucidum (Glossy privet) at 10 Clarendon Avenue is a healthy mature City
Street Tree (planted in 1979). This tree species was once on the City's Street Tree
planting list. It was removed in the late 1980s or early 1990s. There is no documentation
indicating the reason for removal. There are a limited number of these trees currently
planted as Street Trees. The tree is relatively free of pests in this area. The tree does
produce large quantities of small berries. The berries do stain. The berries can be toxic if
ingested in very large quantities, but the berry extract has also been used as a remedy in
Chinese medicine for hundreds of years.
The Street Tree ordinance does give the Director the discretion to remove "objectionable
trees, which may include "...those which by their nature drop fruit, seed pods or debris
which create hazards to pedestrians or vehicular traffic" (11.04.010, 11.04.020) The
Commission has on occasion supported removal of specific trees which drop staining or
objectionable fruit. The primary trees removed in the past have been Olives and fruiting
Gingkos. All removals have been considered on a case by case basis.
In denying the removal request Supervisor Disco recognized the staining quality of the
fruit. He denied the removal request, however, because the tree is healthy and well
structured for that species.
RECOMMENDATION
Staff recommends that the Commission focus on the berry issue, since it is the only one
cited in the appeal that is referenced in the Ordinance.
The Commission may among other choices:
1. Deny the appeal, since the tree is healthy.
2. Uphold the appeal because of the noxious fruit complaint (or other findings) and
recommend that removal and replacement be scheduled by City crews.
3. Uphold the appeal because of the noxious fruit complaint and recommend that a
permit be given to the Property Owners to remove and replace the tree from the
Street Tree list at their expense.

LIGUSTRUM TREE @ 10 CLARENDON ROAD - BURLINGAME
We are in receipt of your letter appealing the denial for the removal of a City -owned Ligustrum tree
at the above address. Your appeal will be forwarded to the Burlingame Beautification Commission
and will be placed on the September 7, 2006 agenda.
Third parry expert opinion may be helpful to the Commission, as it deliberates this case. Please
submit any such documentation in advance of the meeting to our office at 850 Burlingame Avenue,
and it will be distributed to the Commissioners.
The Commission meets at 5:30 PM at CityHall, 501 Primrose Road, Burlingame, (Conference Room
A) should you wish to attend and address the Commission regarding this matter.

10 CLARENDON ROAD - BURLINGAME
At its meeting of September 7, 2006 the Beautification Commission voted 5-0-2 (absent) to uphold
the appeal for the removal of the City -owned Ligustrum tree at 10 Clarendon Road, because of the
noxious fruit complaint, and recommended that a permit be issued to the Property Owners to remove
the tree and replace with a tree from the Official Street Tree list at their expense.
This decision or any of the conditions can be appealed to the City Council within 10 days. If no
appeal has been received by September 25, 2006, you can make arrangements for the permit to be
issued by calling our office at (650) 558-7330.
