MEMORANDUM =v AWL
To: Beautification Commissioners
From: Randy Schwartz, Parks & Recreation Director v` A

Date: August 30, 2006
Re: STREET TREE PLANTING IN VACANT AREAS
At the August 2006 Beautification Commission meeting, in conjunction with City Council direction, the
Commissioners discussed the subject of developing a plan to add street trees in areas with few or no
existing trees. The Commissioners agreed that adding street trees would be beneficial to the community
and would be willing to assist by exploring funding options and working with home owners to begin a
proactive approach.
Current Status
The City currently adds street trees upon request from a home owner with a vacant planting area. If there
is no street tree currently, no cost is assessed to the home owner. If this is a request for an additional tree,
the home owner is charged $75. At the present time, the Department budgets for and receives
approximately 25 such requests each year.
Staff informed the Commissioners at the August meeting that a proactive plan would require additional
funding to be successful. Whether the request is for a first or additional tree, staff time involved includes
working with the home owner to verify the site and select the desired variety, ordering from the nursery,
tagging the trees upon arrival, planting and long term maintenance. It is estimated that to fully cover the
time and material demands of a larger program would require approximately $120 per tree.
Plan to Add Street Trees in Vacant Areas
After receiving Commission input, staff is recommending the following steps be incorporated into a plan
to add street trees in vacant areas:
• Request funding from the City Council to begin the program
• Commission to identify and prioritize areas of Burlingame that would benefit from additional
street trees
• Letters to residents of prioritized areas informing them of the project and how to participate
• Commission to look for additional funding sources (donations, grants, etc)
Staff Recommendation
Staff recommends that the Beautification Commission review the above information and make a
recommendation to the City Council on details for a plan to add street trees in vacant areas.

RE: CITY OF BURLINGAIvE STREET TREE PLANTING
In an attempt to beautify and replenish the vacant planter strips in the City of Burlingame, the Parks
Division plants and replaces trees three times each year in the City planter strips and rights -of -way. Each
single family residence is entitled to one street tree at no charge. If an address already has a City street
tree, and if space is available, additional trees may be requested and planted at the resident's expense.
`-- If you would be interested in having the City tree crew plant a tree at your address, we will need a
response from you by October 30, 2006, for our January 2007 tree planting. Property owners are given
the option of choosing a tree from the Official Street Tree list, or having our qualified staff choose a
suitable variety for you.
We look forward to hearing from you. Please call the Parks Division at (650) 558-7330 with the
selection of your tree or, if you wish, to further discuss the City's tree planting program.
Sincerely,
Karlene Harvey
Admin. Secretary
