Commissioners M STAFF REPORT `� �lRLINGILME „ Anew .lYKa TO: Beautification Commission SUBAErrrED BY Bob Disco DATE: August 23, 2007 FROM: Parks Division SUBJECT: Helen D'Arcy Fragrance Garden BACKGROUND: In 1981, the fragrance garden was dedicated in memory of Helen D'Arcy who was an active citizen that spearheaded programs for the blind throughout the community. Donations were made from various individuals and groups including the Garden Study Club of the Peninsula which started the donations toward the garden. The original plan included a new irrigation system, picnic and park benches, pathways and an annual flower garden. Park Staff at the time drew up a plan and selected dozens of specimens whose main feature was not color but fragrance. Over the years, the Park Division has received donations to refurbish the garden which has help in the purchase new plants. Recently, the D'Arcy family met with Park Staff asking that the City renovate the garden to its original state. Staff has redesigned the garden, and is making an effort to plant as many of the same plant varieties from the original design as possible. Over the past year the Park Division has cleaned the garden and removed dead and overgrown vegetation. Staff has also planted 40 new species last fall and will continue to plant until the garden is once again in its original state. This fall a large Paulowina tree will be removed that is showing signs of decay. New trees will be incorporated into the garden as well as a number of vines, and fragrant shrubs and perennials. On going maintenance will include weeding, annual pruning and deadheading as needed. A new park bench may also be incorporated into the plan. You may appeal the Commission's decision -to the City Council in writing by October 29th. Such letters of appeal must be accompanied with a $255 fee (made payable to the City of Burlingame) and delivered to the Parks & Recreation Department, 850 Burlingame Avenue, Burlingame, California, 94010. Mr. Michael Bova from Davey Tree Expert Company suggested it would be better to have a different type of tree in place of this sycamore tree. I have included Davey's initial report. Michael can be reached at (415)468-9180 for more information on his observations. I have enclosed 3 photos for your review. 1) tree under power line 2) physical location of sycamore tree 3) damage of concrete on wall, and cracks on steps and leading to lower level of wall. We are not against having trees located on the sidewalk in front of our home. We would just like to have a different type of tree that would hold out much longer before doing any type possible type of damage to our property. Age: 50+yrs. , Height: 20 ft, DBH: 4', Cir. ', Crown: 18' 1. Assignment Issue a report on the health, structure of City owned Sycamore in front of 260 Crescent. Homeowner request removal based on roots damaging wall of stair case. 2. Observations: Structural Defects: Tree is structurally sound and healthy. This tree is growing under power lines and therefore has been severely reduced to keep limbs from touching wires. It shows no sign of stress, and upper canopy looks healthy. Leaves show signs of anthracnose and mildew, but nothing unusual. Soil/Root Condition: This sycamore is growing in a 3 ft planting strip surrounded by a concrete sidewalk, asphalt street and brick pavers. All of the roots are covered with pavement. Sidewalk is not damaged or lifted. Injuries: No significant injuries that will have detrimental effect of tree. History of tree/site: See attached. 3. Analysis / Testing: All analysis and testing were done visually without any injury to tree. Conclusions and Discussion: There is damage to the adjacent stair case wall but, in my opinion, not enough to warrant removal of this tree. Roots can be cut in the planter box adjacent to wall and root barriers can be installed along sidewalk to slow roots from growing toward stair case. The "Criteria for City Street Tree Removal" form was filled out and totaled "55". 100 would require removal. There are no ADA related issues for the sidewalk and the health and structure of tree are minimal. Future cost to homeowner may be significant. This sycamore is an inappropriate species for this size planting strip. Good morning Mr. Schwartz: I currently reside at 260 Cresecent Av. and I was hoping to schedule an appt. for someone to come out to our property to check out the cracking on the side of the stairs (leading to the bottom part of our home). I want to confirm if the cracking is caused by the roots of the tree in front of our house or by the bush/tree just outside our fence next to the stairs. Root pruning and/or root barriers have already been suggested to you as an option. If you wish to appeal the supervisor's decision, you must do so in writing to the Burlingame Beautification Commission, 850 Burlingame Avenue, Burlingame. The Commission meets the first Thursday of every month in Conference Room A of City Hall at 5:30 pm. If you wish to pursue an appeal, you may wish to submit your letter with an arborist report, or any other documentation supporting your request. Your information will be presented to the Commission at the September 6t' meeting. The Commission will then conduct site inspections and render a decision at the October 4t' meeting.
