STAFF REPORT To: Beautification Commission Date: August 7, 2008 From: Greg Foell, Park Superintendent Bob Disco, Park Supervisor Subject: Consideration of Commission and Council recommendations for Street Tree policy changes: Official Street Tree Lists, Establishment of Themed Streets and Corresponding Policies Attachments: Official Street Tree List Draft Themed Streets/Blocks List Recommendation Review and approve the revised Official Street Tree List. Review the draft Themed Streets/Blocks list and provide inputto staff. Review the draft policy on establishing new themed streets and provide input to staff. Background In April, the Burlingame Beautification Commission heard a proposal from two interested citizens on modifying S4.' the City's current street tree planting practices. The proposal included discussion on the following topics: width of available planting areas, altering current planting lists, changing how street trees are selected by district/block/neighborhood, (re)introducing the concept of dominant species, updating the tree inventory, and potential elimination of tree categories from planting plans (ornamentals and evergreens). In May, Director Schwartz facilitated a discussion between the Commission and community members and as a result of that discussion the Commission made the following recommendations to the City Council. • Retain existing "themed" streets in the City of Burlingame by replacing with existing specie, if the dominant tree on the street is a tall tree even if it disrupts sidewalks • Do not create "themed" streets where they currently do not exist and allow the property owners to choose off of the appropriate tree list • Revisions be made by staff to the official street tree lists to contain trees that only have the tallest, most significant canopies • Retain "ornamentals" and "evergreen" tree species that have the tallest, most significant canopies on the official tree lists • Include some larger species from 6' planter strip list to the 3-6' planter strip list where possible or change dimensions of planting strip requirements • Create larger planting spaces throughout the City where possible • Only remove and replace trees when an existing tree must be removed • Tree planting should begin as soon as possible The City Council heard the agenda item at the June 6 Council Meeting. There was general consensus for all of the above items. As a result of the Commission action and Council consensus, the staff has prepared the following documents to help guide future decisions in regard to the administration of the street tree program in Burlingame. Revised Street Tree List The Official Street Tree List was revised by staff and adopted by the Beautification Commission at the June 5, 2008 meeting. The revised list is divided into four different lists based on planter width dimensions and overhead utilities. The revision retained the tree species that have the tallest, most significant canopy. The lists contain 32 different tree species that have proven to do well throughout the City. 14 tree species were eliminated from the old list because they were not good performers, maintenance was too costly, or they were too small in stature. Five new trees were added to the list that have large canopies and should perform well. After further review, staff is proposing the addition of several small revisions to Official Street Tree List. These revisions have been incorporated into the document included in the Commission agenda packet. The proposed changes include: Change the 3' and under planter dimension to Under 4' Wide, and the 3' to Under 6' list to 4' to Under 6'. This more appropriately aligns the trees with their minimum planter width and helps eliminate public confusion in regard to planter strip width and the selection of a tree species. Pyrus calleryana was removed from the 4' to Under 6' tree list due to the lack of canopy size. Magnolia grandiflora "Little Gem" was removed from the 3' and Under list due to having a similar species, Magnolia grandiflora "St. Marys", on the list. Staff recommends that the Commission approve the proposed changes to the Official Street Tree List. Themed Streets/Blocks in Burlingame Staff began the process of establishing a draft list of themed streets by identifying streets/blocks that have more than 50 percent or more single species. Each street/block was evaluated based on the following factors: the percent of predominant tree species, health and disease tolerance of the species, amount of tree diversity, mix of species, age, aesthetic look on the block, current tree canopy, future canopy potential, width of the street, and the �. width of planter strips. Attached is a draft list of streets/blocks that staff recommends establishing as themed streets within the City of Burlingame. The themed street list was created without consideration for planter width dimensions as recommended by the Commission. A total of 120 themed blocks were identified. Staff is recommending that 92 of themed blocks be maintained with the same species. The remaining 28 blocks are planted with trees that have poor structures or serious health issues and are no longer considered as appropriate street trees. As trees are removed, these blocks would be replanted with different species that will maintain the aesthetic feel and canopy of the original dominant species. Staff recommendations for replacement trees are listed in the right column of the Themed Street/Block List. Establishment of Additional Themed Streets The Commission considered the community proposal for changes to the tree policy at the May 7, 2008 Beautification Commission Meeting. At that meeting the Commission established several consensus points to help articulate the policy direction. One of the points stated the following: • Do not create "themed" streets where they currently do not exist and allow the property owners to choose off of the appropriate tree list At the June 5, 2008, Commission meeting, this consensus point was modified during the review of the minutes. The consensus point was amended in the Commission minutes as follows: • Parks division staff will not create themed streets, but the majority of property owners on a block may petition to have a themed street, choosing from the appropriate themed street tree list. Staff recommends consideration of the following policy to guide the Commission in establishment of a themed street. 2 The Beautification Commission will determine "Themed Streets/Blocks" within the City of Burlingame. To petition the Beautification Commission for a new themed street a homeowner living on a particular block must gather the signatures of 2/3 of the homeowners on their block. Signature forms will be available at the Parks and Recreation Department Office. The block representative can then petition the Beautification Commission for the block to be established as a themed street. If approved by the Commission, City staff will determine the appropriate species in collaboration with the homeowners. All homeowners on the proposed theme street will be notified of the Beautification Commission meeting when the item will be considered. It is the City policy that healthy trees will not be removed without cause and the existing tree removal criteria will remain in effect and will not be circumvented to establish themed blocks. On February 14, 2008, the property owner at #15 Clarendon Road (Mr. Steve Ching), submitted to the Parks Division a Protected Tree Removal Permit Application to remove Trees #1 and #2 due to their location being in conflict with "future", yet to be submitted, building projects as a justifiable reason to remove healthy trees; criteria used for approval is based solely on tree health, stability, and or significant property damage caused by the tree. Upon site inspection, I found these trees to be healthy, stable specimens, therefore the application was denied. However, since denial of the initial application, on March 4, 2008 I received and have since reviewed building plans for a new house project at the above address. The building plans indicate the location of a new garage showing Tree # 1 to be within the footprint of the proposed garage. Also the foundation of the proposed garage is very close to Tree #2. Severe root cutting will be required if Tree #2 were to remain. Upon my second inspection for building plan review, I still found the trees to be healthy and stable, but due to the close proximity to each other and competition for space and light, the trees had incurred some minor, but correctable, limb and canopy balance issues. It is apparent that Trees #1 and #2 have been affected most from this situation. Tree #3, while also having some of the same issues, can be correctively pruned and will continue to thrive for many years to come. Therefore, after further consideration and review of the building plans, I approved the removal of Tree #1 and Tree #2. Upon approval of the building permit for this project, the "Conditions of Approval" will contain language requiring the replacement of 2-24" box size trees, as well as requirements for the protection and preservation of Tree #3. Following the aforementioned approval of the removal of Tree #1 and Tree #2, letters of appeal from the property owners at 17 Clarendon Road and 18 Clarendon Road were received on April 5'h, requesting instead, that Tree #1 and Tree #3 Live Oak trees be removed (allowing Tree #2 to remain and flourish) because, Tree #3 significantly shades the yard at 17 Clarendon Road causing great difficulty for the property owner to grow his own vegetables. Response to the notification of the removal of three (3) redwood trees @ 2504 Easton Drive — Burlingame We live at 1309 Castillo Avenue, having resided here since January 1977. We are delighted that our neighbors at 2504 Easton have petitioned the removal of these three (3) trees. I recently contacted the Parks and Recreation Department to inquire about our rights since these trees are causing damage to our property on the other side of the shared fence. We are also disappointed that the arborist did not recommend the removal of all the trees as requested. The problem is greater than just the health of trees, involving property damage and the ongoing costs to repair property damage over time. We encourage the Park and Recreation Department to authorize the removal of all three (3) trees before they totally take over the very small lot at the back of 2405 Easton Drive, and continue to destroy and damage their property as well as neighboring properly. California. redwoods need ample room because they grow to monstrous heights and circumferences, making them inappropriate for small urban backyards. The lot at 2405 Easton is definitely "forested" by these redwoods, but I am sure the owners would be willing to plant new trees that would "reforest" their backyard with species more appropriate in a small urban setting that will provide ample shade and privacy. The roots have lifted and cracked our driveway. Several years ago we had to dig up the driveway in front of our garage to remove roots, the size of an adult's arm, which were lifting our driveway so that we were unable to open our garage door. Now that a number of years have passed, we are once again having difficulty with our garage door. We would hike to replace our damaged driveway and garage, but hesitate because the roots are so invasive that they will continue, over time, to damage the new surface and structure. We have also consulted an arborist for a long-term solution which is a costly root barrier. Our neighbors on the corner of Easton and Castillo have ongoing plumbing problems, which may also be the result of the invasive root structure of these giant redwoods. As a tree grows, its root structure must spread out to balance the height of the tree so it will not blow over. We believe that, as these redwood trees have continued to grow, their root structure has begun to damage not only our driveway, but the decking surrounding our pool as well — we are observing lifting and cracking similar to our driveway. Potentially, over time, the foundation of our house may also be compromised if the trees are allowed to remain. As indicated in the attached documentation, all the trees are well under the size designating them as "protected trees". The former owner of 2504 Easton, who originally planted the trees, was a landscaper who changed his backyard regularly as a showcase for potential clients. When he moved, he left the trees to flourish with little regard to the fact that they would eventually take over the backyard. The purpose of my visa was to inspect and comment on the redwood trees at the rear of the house and to discuss the possibility of root pruning or removal of these trees. Method I determined the diameter of each tree by measuring 54 inches above the natural grade. The height and canopy spread were estimated to give the approximate dimensions of each tree. Good form. Observations & Discussion The three redwoods on this report are located in the rear yard of the home. The yard is approximately 24 feet deep by 48 feet wide. As you face the house, tree #3 is located along the left side of the property near the rear left comer. It is growing in an elevated area and is partially buckling the fence located on the property line. Trees #1 and #2 are located along the rear fence at a distance from the fence of 2 feet and 4% feet respectively. There are an abundance of surface roots from these trees in several areas in the rear yard. Both of these trees have been side pruned in the past by PG&E to clear the high -voltage lines. • The planting of these trees in their respective locations has led to several significant problems such- as: • Interference with power lines and the possibility of falling limbs making it necessary for PG&E to side prune these trees annually. • The abundance of surface roots in the backyard that causes tripping hazards. • The amount of usable space in the backyard has been significantly reduced as the trees have grown. • The fence along the left side is starting to buckle and break. OR 2504 Easton Dr., Burlingame - 3 - March 21, 2008 Conclusion Although these trees are in good condition, they have been placed in unsuitable locations. The current problems associated with these trees will only worsen with time causing larger problems and making the backyard unusable. Root pruning of trees can sometimes be an option, but with trees as large as these, the increase in the possibility of tree failure associated with root pruning. is an unacceptable risk. Therefore, I am recommending removal of the two redwoods along the rear fence, trees #1 and #2. These trees should be replaced with smaller, more appropriate trees, e.g. pittosporum, English laurel, podocarpus, or Brazilian pepper, would create a pleasant green barrier while allowing the space to become more user friendly. I believe this report is accurate and is based on sound arboricultural principles and practices. Now with all the new letters I am writing so that all the trees are not cut down. I think they are beautiful please leave at least one of them, I do not care which one. Is it possible to move the garage up further on the property and leave all the trees? The decision was based on findings that the trees are healthy and root barriers could mitigate any concerns. You may appeal the Commission's decision to the City Council in writing by July 8, 2008. Such letters of appeal must be accompanied with a $255 fee (made payable to the City of Burlingame) and delivered to the Parks & Recreation Department, 850 Burlingame Avenue, Burlingame, California, 94010.
