W �v• BROADWAY PLANTERS/MAINTENANCE JURISDICTIONS PARKS DIVISION ❖ "Street trees and sidewalk cutouts" under trees (pruning trees, Star Jasmine plantings in cutouts, maintenance, bubbler irrigation) — Jane Gomery (PW) approved the BID putting Crushed Granite or Gold Fines in empty sidewalk cutouts where the star jasmine can not be sustained. ❖ Corner "bulb outs" (plantings, maintenance, and irrigation) — Parks has weeded and is purchasing new plants, and will try to maintain consistency in plant selection. ❖ Irrigation only in "small round planters" on north and south sidewalks of Broadway, near the curb (approximately 40). If any changes or repairs are needed for irrigation, please contact the Parks Division office at (650) 558-7330. MERCHANTS ASSOCIATION/SHOP OWNERS/PUBLIC WORKS • "Permanent" flower boxes attached to the buildings are the maintenance and watering responsibility of the individual shop owners; • 7 "large" planters are the maintenance responsibility of the merchants associationBID with watering agreements from nearby shop owners. • "Small round planters" are the maintenance responsibility of the shop owners across from the planters. Irrigation is the Parks Division responsibility. Kevin Osborne is giving it his all, trying to get people to renew their adoptions and trying to find someone with a truck to water. This program was first started by CBB, having been given approval by the Beaut. Comm. over 5 years ago. It costs $500 for the first year and $400 for subsequent years, and a plaque is placed on the adopted planter. Some planters are difficult to plant, some are easy; some are in full shade, others in full sun; most have mature trees in their 4' x 7' spaces, some of which sucker aggressively and need monthly trimming. Or we could always go out on Burlingame Avenue and physically plant few times during the growing season. It's easy, and we could put on invite others to join us. Bobbi when needed or trim a a good show and 1 t*'*N el) I -- STAFF REPORT To: Burlingame Beautification Commission DATE: May 27, 2009 FROM: Bob Disco, Park Supervisor SUBJECT: 1812 Easton Dr. Cypress Removal BACKGROUND: Ms Schneider originally requested remove of this cypress in front of her home at 1812 Easton Dr in December of 2005 due to the damage and financial burden the roots are causing to the driveway, fence and sidewalk. After evaluations by Staff and Independent Arborist, the tree was determined to be healthy and not in danger of falling. Ms Schneider appealed this to the Beautification Commission in July 2006 where it was denied (6-0-1) based on "health". This decision was brought forward to the City Council where they determined at the September 2006 Council meeting " that the appeal was held over until a recommendation comes from the BBC on the Easton Drive Long Range Reforestation Plan". Ms Schneider has asked for removal again as stated in the attached letter dated April 2009 and the following documentation. The request is being forwarded to the BBC for consideration as determined by the City Council. (See Attachment) Considerations for the Beautification Commission: 1. The health of the tree is relatively the same as indicated by the evaluation in 2006. (Eval. Attached) 2. The driveway and sidewalk damage has slightly increased due to the growth of the roots and root flare. (Pictures Attached) 3. Is this particular situation unique to any other situation on Easton or in the area as not to set a precedent? 4. Typically, Cypress trees have little or no regenerating growth once pruning has occurred, specifically roots will not generate new growth when cut. 5. Parks Superintendent Richmond and Secretary Harvey MINUTES — The Minutes of the August 3, 2006 Beautification Commission Meeting, were approved as submitted. Ri+ PORTq — Superintendent 1. Costa Rica removals —presented Supervisor Disco's arborist reports and pictures re: the scheduled removal of 6 black Locusts on Costa Rica. 2. Tree Crew is continuing to work on Bayside Eucs as it is able. .� 3. Tree Contract with Timberline was approved by Council, the Notice to Proceed has been issued. Work has begun on Skyline Blvd. Early emphasis will also be on stump grinding. 4. Bayfront Cleanup is September 16. Assembly points are Embassy Suites and El Tonto, 5. Renunder from Mayor and City Manager to the Commissions of the importance of attendance and punctuality in serving on City Commissions. Any ideas from the Commission as to the location or for - any new elements that might be added to the event should be considered and discussed. 8. PG&E Arborist will join us in November, she's on vacation now. 9. Fall tree planting will begin shortly. Grandcolas — Vice -Chair Grandcolas stated he viewed the CalTrans safety video for the Adopt -A - Highway program. He also reported that he received a call from a local newspaper reporter asking questions regarding the Easton Drive Long Range Reforestation Plan and that the reporter was under the impression that the plan was to remove the Eucalyptus lining the drive and replace the trees. Grandcolas attempted to make it clear to the reporter that "the plan" was "long range" and that removal of any one of the Eucalyptus on Easton Drive would only occur when it was at the end of it's natural life span and/or was in decline or determined to be unsafe. Lahey - Commissioner Lahey stated that she is glad to be back after a brief time away. City of Burlingame 850 Burlingame Avenue Burlingame, CA 94010 Re: 1812 Easton Avenue Dear Mr. Disko: At your request, on Friday, April 7 and again on Tuesday, April 18, 2006, I visited the above site. The purpose of my visits was to inspect and comment on the large cypress tree in front on the City planting strip. Observations: The Monterey cypress, Cupressus macrocarpa, has a diameter at breast height of 49.8 inches. The tree is approximately 45 feet tall, with a spread of 50 feet and is 6 inches from the driveway. The foiiar color is good but the shoot growth is below normal. Several scars on the trunk exhibit exposed xylem (sapwood). Pruning History: The cypress has been well maintained in the past and is well balanced. The tree was topped in the past; this may have been done to remove a dead top. In addition, the limbs were shortened to reduce the chance of limb drop. Damages Caused By This Tree: The sidewalk was repaved in 1992 and has since been lifted by the tree. Asphalt has been placed in areas to relieve the trip -hazard. The driveway has had a 3 foot section removed and replaced with pea gravel to help reduce root damage. Brick pillars which hold the gates have been lifted and are no longer plumb. The remainder of the drive- way has been lifted. e) Burlingame Parks & Rec. Dept/Disko 4-25-06, Pg. 2 Tests: A mallet test was performed to hear any hollow spaces in this tree. This is a test which helps identify cavities in a tree and, in this case, no cavities were detected. A drill test was performed in the area approximately 4 feet above ground where xylem has been exposed due to cankers or injury by equipment. The test results were that a solid, dead core was found approximately 6 inches below the live bark edge. This is the location of the exposed xylem and the wood at that point is solid, but dry (common with this species). Root crowns were inspected by cutting into the bark with a chisel and inspecting the tissue beneath. Some decay was noted, but most tissue was alive and solid. Summary: This large Monterey cypress is an over -mature tree. This tree will continue to decline and is a good candidate for replacement as a reforestation project. This cypress has caused property damage for years on this site. However, it is a part of the tree -lined street which gives Easton Drive its distinction. The tree does not appear to be an immediate hazard as it is large -bottomed and has a fairly small foliar canopy. Surface roots do have decay; however, I believe this is an equipment injury and not a disease - caused problem. Location of the tree is also problematical. Removal is not an immediate need, but this should be one of the first trees removed. I believe this report is accurate and based on sound arboricultural principles and practices. Age: 100+ , Height: 50 DBH: 52" Tree Location: 1812 Easton Dr. Date : Feb. 1. 2008 , Cir: ',Crown: 70' Title: Park Supervisor 1. Assignment: Issue a report on the health, structure and history of the Monterey Cypress at 1812 Easton. Homeowner would like it removed because it is damaging surrounding hardscape. 2. Observations: Structural Defects: Heavy lateral limbs. Heading cuts. Topped in past. Soil/Root Condition: Growing in a large planting strip surrounded by concrete sidewalk and drive and asphalt street. Roots are lifting sidewalk and damaging brick fence. Section of driveway is had to be removed to allow vehicles to enter without scraping bottom of car. Driveway was replaced with gravel to allow for growth of root. Root is now being driven on daily. Injuries: 2 scars on trunk. Topped at one time. History of tree/site: See attached. Evaluation also done in Feb. 2006. Criteria for tree removal done in Dec. 2007. Independent arborist report done in Oct. 2007 3. Analysis / Testing: All analysis and testing were done visually without any injury to tree. 3. Conclusions and Discussion: This tree was rated "fair" (65%) by an independent arborist in 2007. It has a hazard rating of 7 out of a possible 12, mostly because of the large lateral limbs that could fail. This tree is nicely tapered and a low probability for whole tree failure. Greater probability for lateral limb failure. Sidewalk is lifted in 2 areas and is patched with asphalt. Permanent solution would be to root prune and or ramp. There was no noticeable change in S/W damage from March 2006 to Feb. 2008 Driveway is cut away and filled with base rock to allow grown of root. Root cannot be cut because it is too close to root flair. Ramping, pavers, or asphalt are all options. Brick fence is leaning because of growing roots. Fence can be rebuilt, and roots may be pruned if a qualified arborist inspects roots once they are exposed. Similar situations occur at other locations on Easton Dr. (1715 Easton). My recommendation is to deny removal. Consideration must be given to other homeowners on Easton with similar situations. Homeowner may appeal this decision to the Beautification Commission Every effort should be taken to repair hardscape in a way that would cause the least damage to tree roots. Since this tree was rated "fair", staff should continue to evaluate this tree every 2 years and if a noticeable decline in health is apparent then the tree should be removed. Homeowner is encouraged to obtain their own Arborist report to support their need for removal. After my second request was denied, Randy Schwartz assured me that after "Tom" was taken down, mine would become the next priority for the City of Burlingame to remove. Since that time, more damage has affected my home and car. The decreased value of my home is a direct result of the invasive roots and width of the tree. Your efforts in trying to resolve this problem with no results would also have to be disclosed. When I drove by the home, I observed the drive -up appeal has been compromised by this tree. It appears to be located in a place that it would very difficult place to either drive or park a car in the driveway. All of these issues would greatly affect the value of your home and most buyers would not want to purchase the home with these problems. The decision was based on the findings that the tree is in decline, and a unique situation in that root pruning is not an option because Cypress tree roots will not generate new growth once cut. However, as part of the motion, the Commission required that the homeowner be responsible for the cost of the stump removal as well as the cost of a 24" box size Eucalyptus citriodora replacement tree (in keeping with the reforestation plan on Easton Drive). Anyone may appeal the Commission's decision to the City Council in writing by June 22°d . Such letters of appeal must be accompanied with a $255 fee (made payable to the City of Burlingame) and delivered to the Parks & Recreation Department, 850 Burlingame Avenue, Burlingame, CA, 94010. There were no appeals received in this office by June 22°d therefore the process to remove the Cypress tree can now begin. To clarify, the Commission's decision to approve the removal of the city -owned Cypress tree was based on the condition that the property owner would contract and be responsible for all costs related to the stump removal, as well as covering the cost for the City crew to plant a 24" box size Eucalyptus citriodora tree. • Our department will issue you a "no fee" permit for you to contract with a stump removal company of your choosing to remove the stump once our crews have removed the tree. • The permit will be effective through September 30, 2009. • In October, a 24" box size Eucalyptus citriodora tree will be planted by City crews. • You will be billed $200 after the tree has been planted. Please make arrangements at your earliest convenience to secure the permit by calling the Parks office at (650) 558-7330. The removal of the tree will be scheduled once the permit has been signed and executed.
