Street Tree Inventory Summary • 16,250 trees have been inventoried in the City of Burlingame and will be included in the new tree inventory/management system in the Parks Division. The new inventory identifies 256 Distinct Tree Species, "phenomenal" for a City the size of Burlingame and includes a good "age range" of trees categorized as 11,254 Street Trees, 846 Available or Vacant Planting Sites, 1549 Park Trees, 238 City Facility Trees, 93 Parking Lot Trees, 1,532 Right Of Way Trees, 79 Open Space Trees, 556 State Trees (ECR), and 103 Median Trees. • 86% of the trees inventoried were rated from fair to excellent, 14% were rated dead to poor with 25% of this latter rating located in ROW's and Open Space (Mills Canyon). • "Condition" ratings used to identify overall health of trees was adapted from the rating system established by ISA (International Society of Arboriculture) but does not take into consideration the maintenance frequency or pruning techniques established by an agency. • The City of Burlingame inspects and maintains the City's Street, Park, Median, and Parking Lot trees on a 4-5 year cycle, with the exception of the residential Eucalyptus groves, which are inspected and trimmed every 3-4 years. The appeal will be forwarded to the Burlingame Beautification Commission and a hearing will be scheduled for the meeting on Thursday, June 2"d . The Beautification Commission meets at 6:00 PM at City Hall, 501 Primrose Road, Burlingame, (Conference Room A) should you wish to attend and address the Commission regarding this matter. The appellant and adjacent property owners are also being sent copies of this letter, pursuant to City Ordinance, so they may attend the Commission meeting and make any comments if they wish to do so. Oppose Removal ofAcacia Tree in Easement Between 1411 Vancouver Avenue and 1408 De Soto Avenue, Burlingame Attention: Brian Disco, Parks Supervisor This letter is to oppose the permit for the removal of the Black Acacia tree located in the easement between 1411 Vancouver Avenue and 1408 De Soto Avenue. We have several reasons for wanting the tree to remain and have had it assessed by two separate professional arborists. In both cases, independent of each other, they have recommended maintenance and in their opinion there is no reason to have the tree removed. Enclosed are copies of the assessments from Davey Tree Expert Company and Mayne Tree Expert Company. In addition to their recommendations, we would like it to be known that we have lived in our home for the past six years and this tree has not been an issue. The Black Acacia in question provides a screen for the massive utility pole, which is located in the easement directly behind our property. If the tree is removed, the utility pole and wires will be completely exposed and an eye sore from our property. Our concern is that that this will decrease the value of our property and our quality of life. In addition to masking the utility pole, the tree also provides a great deal of privacy between our backyard and the backyard of the property at 1408 De Soto. We take great pride in maintaining our property and we spend a majority of our time in our backyard. On May 7, 2011, Mr. Benn, the resident at 1408 De Soto Avenue, approached me to discuss his intent to replace his existing fence and landscape his backyard. It was during this conversation that he stated his reason for possibly having the tree removed was due to his wife being allergic to the tree. Unfortunately, there are a number of Black Acacias located on other properties adjacent to both of our properties. As a good neighbor, my wife and I would be willing to work with Mr. Benn and the City of Burlingame in resolving this matter in a way that will suit all of our needs. As noted above, my wife and I take great pride in the conservation of our property. Burlingame has been our home for over 15 years and we have always felt that the preservation of a healthy tree is important not only to the environment, but the city itself. Risk assessment involves extensive evaluation and is conducted as a separate work item at an additional charge. We will be identifying a work zone (may be the entire back yard, for example) and the owners are not allowed to enter it without permission. This oak has a history of clearance pruning from the nearby utility lines, this pruning has caused the canopy to develop an asymmetrical form. It is recommended to maintain this tree by regular pruning, every 3-4 years, to manage long ends and issues related to end weight. Currently the tree appears to be in fair health, displaying typical leave size, color, and density per the species. There are the presence of water sprouts along the larger scaffolding limbs which is believed to be a response to the line clearance pruning. There is also the presence of brown leaves and lip die -back, this is believed to be associated with the abnormal seasonal patterns and is not problematic at this stage. I would suggest managing this tree with regular, proper pruning every 3-4 years. The canopy is very asymmetrical due to it's location in relationship to the overhead utility lines. The foliage shows no evidence of disease or pest concerns. I would also suggest keeping the base of the tree clear of leaf litter and organic debris to manage issues with basal / root rot which may contribute to premature tree failure. Realyvasquez 1411 Vancouver Avenue Burlingame, CA 94010 RE: APPEAL OF THE APPROVED REMOVAL OF ONE BLACK ACACIA TREE (IN THE EASEMENT) BEHIND 1408 DE SOTO AVENUE At the meeting of June 2, 2011, the Burlingame Beautification Commission voted 5 in favor — 1 (recused) — l (absent) to uphold the appeal of the property owners at 1411 Vancouver Avenue, and denied the issuance of a permit for the removal of a Black Acacia tree in the easement, directly behind 1408 De Soto Avenue. The Commission agreed that the tree provides a screen from the utility pole and other options such as pruning, cabling and bracing could be implemented. As part of the motion the Commission also recommended that the tree be maintained by mutual agreement of the property owners involved. This decision can be appealed to the City Council by July 5, 2011. Such letters of appeal must be accompanied with a $255 fee (made payable to the City of Burlingame) and delivered to the Parks & Recreation Department, 850 Burlingame Avenue, Burlingame, CA 94010.
