The regularly scheduled meeting of the Beautification Commission was called to order at 6:00 p.m. by Chairperson
McQuaide.
ROLL CALL
Present: Chairperson McQuaide, Carney, Dittman, Hinckle, Hunt, Lahey, and Wright
Staff: Supervisor Disco, Administrative Secretary Harvey
MINUTES Minutes of the April 7, 2011 meeting were approved as corrected (misspelling of "absence').
None
PUBLIC COMMENT
There were no public comments.
The order of agenda was changed because Commissioner Hunt needed to leave early.
NEW BUSINESS
Review of Beautification Commission Meeting "Start Time"
Commissioner Lahey stated she thought making the meeting later might help to generate more interest for people
who may want to be involved but that a 7:O0pm time might be too late. Commissioner Dittman stated 6:OOpm does
seem to be too early and Commissioner Hinckle noted that when she considered serving on the Commission, the
6:OOpm time was a stopping point for her, but changed her work schedule so she could serve. She added that a
6:30pm time would make it more spacious, but not too late. Chairperson McQuaide stated, when the meetings for
many years were scheduled at 5:30pm, it never seemed to be a problem for the public or the commissioners to make
the 5:30 meetings.
Following the discussion, Commissioner Hunt moved that the Beautification Commission meeting time be
changed from 6.00 to 6.30 pm in order to make the meeting time more convenient for the working public and
commissioners; seconded, Commissioner Carney. Motion carried unanimously.
OLD BUSINESS
Landscape Award 2011— (Commissioners Dittman, Hunt, and Lahey)
a) Award Recipient Eligibility Status
The Commission discussed whether a business could receive the landscape award more than once. Following the
brief discussion, the Commission agreed that there was nothing in the guidelines that would prevent a business
from receiving the award more than once.
b) Review of the Landscape Award Timeline/Schedule
Committee Chair Dittman stated she would like the Commission to consider combining the review of the criteria
compliance by the Landscape Award Committee with the Commission conducting the site visits of the qualifying
entries. She stated this would allow for the selection of the Award recipient to occur in May rather than June, and
then would provide an additional month for the artist to do the rendering of the business. After a brief discussion, it
was a consensus of the Commission, that the Committee's review of the criteria compliance and the Commission's
site visits both be conducted in April, so the selection of the award recipient could be held at the May Commission
meeting instead.
c) Report on Nominations Received
Committee Chair Dittman reported that 6 entries had been received and all meet the criteria compliance and noted
the Commission will conduct the business site visits for the selection at the June meeting. Administrative Secretary
Harvey read the list of nominees to the Commission and will email the list of nominees to the Commission.
Joint Beautification Commission/Council Meeting
Commissioners Lahey and Dittman reported that 4 Commissioners were in attendance at the joint session and that
most of the meeting time was spent discussing Commission having input and review of preliminary landscape plans
for large commercial developments and business district landscapes/streetscapes. In general, it was concluded that
at the discretion of Supervisor Disco (who reviews preliminary landscape plans for the Planning/Building
Department), the Commission could have input and review of the preliminary landscape plans for large commercial
developments such as the Millenium project (the old "drive in" property) and the Burlingame Avenue Streetscape.
The Council also agreed it would be beneficial for Commission to investigate the benefits of a "Tree Foundation",
but felt the Commission not serve as liaison to the Community Garden at this time.
Art -In -The -Park Booth Consideration
The Commission briefly discussed having a booth at the 2011 Art -In -The -Park. It was a consensus of the
Commission that they not participate in this year's event, but to instead discuss at the June meeting, participating in
the upcoming Broadway Pet Parade.
REPORTS — Staff
1) A new Memorial Bench was installed in the back of Washington Park, behind the recreation center.
2) The final grant tree planting of 130 trees was completed and ends the project with 499 trees planted
in vacant planting sites throughout the City, which included 33 Elms planted on El Camino Real.
3) Data collection for the new Street Tree Inventory has been completed. Final revisions and staff
training the end of June will complete the project. Transition to the new program will begin July 1,
2011.
4) A $500 donation to the City's tree fund was received from Jennifer Pfaff primarily intended for the
purchase of 'Accolade' Elms to be planted on El Camino Real.
5) Staff is continuing to work with the City Attorney to resolve tree planting requirements at 1812
Easton Drive.
6) CCC's will be conducting renovation of trails in Mills Canyon that were damaged or washed away
by winter storms.
Commissioner McOuaide
Chairperson McQuaide invited the Commission to the May I O'h Community Garden meeting at the Library.
Commissioner Wright
Commissioner Wright stated she noticed a City truck and she presumes a City employee sweeping and cleaning on
Broadway and wondered who that might be. Supervisor Disco responded that the Public Works Department is
responsible for trash pickup in the parking lots and an employee who was specifically hired for maintenance of
Broadway/Burlingame Avenue; the Parks Division staff is responsible for the landscaping of the "bulbouts" on
Broadway and the City trees. Commissioner Wright stated she noticed a volunteer sweeping on Paloma Avenue
and asked who is responsible for maintaining the side streets off of Broadway/Burlingame Avenue and if street
sweeping could be done more effectively. After a brief discussion, Commissioner Hinckle stated she would contact
the Public Works Department with regard to street sweeping/trash pickup in those areas, and report back to the June
Commission meeting.
There being no further business, the meeting adjourned at 7:02 pm.
