CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order by
Chairman Galligan on Monday, January 9, 1995 at 7:30 P.M.

MINUTES - The minutes of the December 12, 1994 meeting were unanimously
approved.
AGENDA - The order of the agenda was approved.

There were no public comments.
ITEMS FOR STUDY
1. VARIANCES FOR LOT COVERAGE, DECLINING HEIGHT ENVELOPE
AND FLOOR AREA RATIO FOR FIRST AND SECOND FLOOR ADDITIONS
AT 732 NEWHALL ROAD, ZONED R-1 (DAVID & WILLA THOMSON,
PROPERTY OWNERS AND DALE MEYER, ASSOC.. APPLICANT,
Requests: Sheet A2, the rear corner of the den has openings within 2' of property line must
they be closed; Sheet A4, declining height - southwest elevation - one side has line with note
and opposite side has line with out notation - is that the declining height line; explain why the
declining height envelope cannot be met; sheet 1 shows garage as 561 SF is this old or new
figure; what is size of proposed garage; describe how much of the house will remain after
demolition; address findings for FAR Variance since equation allows proportionately more FAR
on smaller lots, please address for variance application. Item set for public hearing January 23,
1995.

2. PARKING VARIANCE FOR A NEW RESTAURANT AT 346 LORTON
AVENUE, ZONED C-2, SUB AREA B (DON SABATINI, PROPERTY
OWNER AND ALI MOUSANI, APPLICANT).
Requests: Provide site map to scale; based on tables and chairs accommodate 22, if fire code
allows 32, where does he intend to put additional people in 5 years; parking study based on
existing demand; what will the impact be when El Fornaio and the micro brewery open for
business; how will the basement be used; shows one-way on Donnelly, will Traffic Safety &
Parking Commission be asked to do this, if so, would like to wait to act until that decision is
made; packet needs floorplan to scale; previously grocery store, no seating, so eating
establishment not an existing use; estimate realistic number of customers on a daily basis, 25
seems unrealistic, needs to be reassessed; if restaurant is sold not guaranteed relatives who
commute together will be workforce, please address; show number of tables with seats on
premises. Set, pending information received, for public hearing January 23, 1995.
3. NEGATIVE DECLARATION, CONDOMINIUM PERMIT, PARKING
VARIANCE AND TENTATIVE MAP FOR A TWENTY (20) UNIT
CONDOMINIUM PROJECT AT 1733 CALIFORNIA DRIVE, ZONED C-1
(CALIFORNIA DRIVE PARTNERS, PROPERTY OWNER AND RICO HUO,
ACT DEVELOPMENT CORP.. APPLICANT!.
Requests: Why ask for parking in front when not required and needs a variance; clarify east
elevation landscaping; what is unusual about the property; where will overflow guests park given
high volume of traffic on California and adjacent Police Department; what are the species of
pine trees and are they healthy; how will sound insulation be accomplished given proximity to
Caltrain and maybe BART. Item set for public hearing January 23, 1995.
ITEMS FOR ACTION
4. SPECIAL PERMIT AMENDMENT TO EXPAND OLYMPIAN DAY CAMP
AT 1131-1151 VANCOUVER AVENUE, ZONED R-1 (BURLINGAME
SCHOOL DISTRICT, PROPERTY OWNER AND OLYMPIAN DAY CAMP,
APPLICANT),
Reference staff report, 1/9/95, with attachments. CP Monroe discussed the request, reviewed
criteria, Planning Department comments, and study meeting questions. If approved 6 conditions
were suggested.
Chm. Galligan opened the public hearing. Len Beatie, of Olympian Day Camp explained the
need for expansion. He maintained the vans would not be parked overnight or on the weekend
since the drivers take them home or they are serviced over the weekend. James Quinn, 1116
Vancouver Avenue, had questions and comments for himself and some neighbors who were

unable to attend due to the weather. The concerns he expressed were the existing traffic
problems and overnight van parking which exceeded the current permissions in the present
conditional use permit. He asked that the parking of the vans be distributed so that they do not
cluster at the corners or park opposite to narrow street. The vans parked overnight and after
program hours seemed to disappear about 10 days before the city's public hearing. Mr. Quinn
related an incident where the resident at 1204, Judy Baker, was unable to drive into her
driveway because of way the vans were parked on either side of her driveway and across the
street. Kathy Petto, 1160 Vancouver voiced concern about the line of site problems at the
corner of Vancouver at Broadway when the vans are parked to close to the corner in tandem.
It was noted by the neighbors there were 48 children enrolled and the permit allows 44. It was
also noted that there seemed to be a discrepancy between the staff report on the number of vans
to be used with the expansion and the number discussed at the neighborhood meeting. Mr.
Beatie explained that state licensing allows 44 students on site at any one time; there are 48
enrolled, however, they do not ever have more than 43 on site at any one time. Kindergartners
leave early and those slots are filled in with the older children. Mr. Beatie also noted that they
would need 3 vans daily to transport the larger enrollment; plus more vans two days a week to
take students on field trips. There were no other comments and the public hearing was closed.
C. Jacobs noted this project will not be detrimental to the neighborhood and is a needed service,
she then moved approval of the this application, by resolution, with the following conditions;
1) that the project shall be built as shown on the plans submitted to the Planning Department and
date stamped November 15, 1994; 2) that the 2,552 SF of classrooms (Rooms #6 and #8 and
kindergarten room) shall be used for after school day care from 12:30 P.M. to 6:00 P.M.,
Monday through Friday throughout the regular school year (September through June) for a
maximum of 60 students and a maximum of 5 employees, and no parent meetings shall be held
in the evenings at this location; 3) that the students shall be brought to the site in 3 vans five
days per week, and one additional van shall be used two days a week for field trips, and that
all these vans plus one employe vehicle shall be parked on the street during program hours
(12:30-6:00 P.M., Monday through Friday) and that no vans or other vehicles associated with
this use shall be parked on the school site at any time; 4) that any change to the number of
students, hours of operation, area of building used, number of months or time of year this
program operates, the method of transporting students, number of vans, or any change to the
operation of this program at this site shall require an amendment to this use permit; 5) that this
use permit shall be subject to review in one year (January, 1996), thereafter upon compliant for
compliance with these conditions; and 6) that the project shall meet all the requirements of the
Uniform Building and Uniform Fire Codes as amended by the City of Burlingame.
Motions was seconded by C. Deal and approved on a 6-0-1 (C. Mink absent) voice vote.
Appeal procedures were advised.
