CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to
order by Chairman Jacobs on Monday, January 14, 1980 at 7:37 P.M.

MINUTES
The minutes of the December 10, 1979 meeting were approved as mailed.
AGENDA
C. Mink moved for approval of the agenda, amended as follows: (1) report by C. Harvey
on "Short Course for Planning Commissioners"; (2) League of California Cities
Planning Commissioners Institute; (3) report on property at 1534 Albemarle Way;
(4) study item added: special permit by Golden Gate Gales; and (5) remarks by
C. Taylor.
APPLICATIONS FOR ACTION
1. SPECIAL PERMIT TO CONSTRUCT A 10,800 SF OFFICE BUILDING IN THE C-4 DISTRICT AT
411 AIRPORT BOULEVARD, BY RAISER ARCHITECTURAL GROUP FOR COMMUNICATIONS WORKERS
OF AMERICA
CP Yost reviewed this application to construct a 10,800 SF office building in the C-4
District. He noted code requirements and the City's development policies/design
guidelines for projects in the Anza area. He also reported on processing with the
State Clearinghouse. Reference staff report dated 1/9/80; Initial Study revised
December, 1979; project plans dated August 13, 1979; Negative Declaration ND -225P
posted January 3, 1980; May 29, 1979 letter from Joseph Kent, AIA, Raiser Architectural
Group and sheet giving Project Data; December 19, 1979 letter.from Leslie H. Grimes
of the State Lands Commission; December 19, 1979 letter from Robert F. Schoeppner
of the San Mateo County Mosquito Abatement District; January 9, 1980 letter from
the San Francisco Bay Conservation and Development Commission; Alternate B, Site Plan
received January 10, 1980; and "Plan 4", the City's development plan for the Anza
area. Staff recommended approval with six conditions as listed in the staff report.
At the request of the Chm., CP Yost discussed Alternate B which incorporated a minor
adjustment in the plans. Joseph Kent, Raiser Architectural Group was present. Chm.
Jacobs opened the public hearing. David H. Keyston, Anza Shareholders' Liquidating
Trust, representing the adjacent property owner, spoke in support of the project.
There were no further comments and the public hearing was closed.

During Commission discussion it was determined: the project is substantially in
compliance with the recently adopted Bayfront Design Guidelines; the City is
responsible for maintaining the channel and has a 10' easement along both sides
for this purpose; the proposed parking meets code requirements. It was noted the
Project Data on page 7 of the Initial Study should show the district as C-4, rather
than C-2. The architect's contacts with BCDC were discussed; it was the CP's
opinion that this project did provide the maximum feasible public access to the
channel, consistent with the site size and proposed office use.
C. Mink moved for approval of this special permit with the following conditions:
(1) that all construction and site improvements be consistent with the plans and
Initial study (dated December, 1979) or Alternate B (received January 10, 1980)
filed with this application by Raiser Architectural Group; (2) that vehicle access
be from the private street which will connect Site J to Airport Boulevard (over a
portion of Parcel C of the 1977 parcel map), such road improvements to be provided
by the project sponsor at his expense, with the final design and construction
specifications to be approved by the City; (3) that the portion of the site adjacent
to the channel be developed for public use, with the final landscaping and irrigation
plans to be approved by the City prior to the issuance of a building permit;
(4) that the two conditions of the December 19, 1979 letter from the Mosquito
Abatement District be met satisfactorily; (5) that a site development fee be paid
to the City for off-site road and intersection improvements consistent with
Ordinance No. 1151; this fee is presently estimated at $2,646; and (6) that prior
to the issuance of a building permit by the City of Burlingame, all permits required
from other responsible agencies shall be obtained, such permits to include (but not
be limited to) the Bay Conservation and Development Commission. Second C. Harvey
and approved 7-0 on roll call vote. Appeal procedures were advised.
At this point in the meeting Chm. Jacobs introduced Helen Towber, new Zoning Aide
in the Planning Department.
2. FENCE EXCEPTION TO ALLOW A 6' FENCE IN THE FRONT SETBACK AT 1049 EL CAMINO
REAL. ZONED R-3. BY AZKANAZ MACKITARIAN
CP Yost reviewed this application to allow a 6' high redwood fence which was constructed
without a building permit in June, 1979. He reviewed the fences on adjacent properties
and code regulations. Reference staff report dated 1/9/80; December 21, 1979 letter
to the Planning Commission from the applicant with attached site plan; photographs
of the site; and City Attorney's November 28, 1979 letter to the applicant. Staff
believed the application failed to establish exceptional circumstances or
unnecessary hardship upon the applicant, and that a 6' fence at this location was
inconsistent with City policy. Denial was recommended.
Azkanaz E. Mackitarian was present and briefly discussed his application. Chm. Jacobs
opened the public hearing. There were no comments and the hearing was closed.
Discussion included: the matter of permits; the age of the building on this lot;
how this fence violation had been discovered; other 6' fences which had been allowed
and the reasons for their approval; and procedures for abatement of an illegal fence.
C. Taylor found that the applicant had not met the requirements of the code under
Sec. 25.78.050 to allow approval of this fence exception. He therefore moved that
the fence exception be denied. Second C. Sine; application denied on a 7-0 roll
call vote. Appeal procedures were advised.

3. REQUESTED AMENDMENT OF 9/28/77 SPECIAL PERMIT CONDITION REQUIRING A WASH RACK
BE INSTALLED AND OPERATING AT 1530 GILBRETH ROAD BY 12/12/79; BY AMERICAR
RENTAL SYSTEM
CP Yost reviewed this request that the wash rack condition be eliminated, noting
the applicant's reasons for this request. Reference staff report dated 1/10/80;
January 8, 1980 letter from Charles G. Mayo of Americar Rental System; December 27,
1979 letter from the General Services Administration to Americar with copy of
contract; staff listing of special permit and amendments granted Americar from
9/28/77 through 9/12/79; September 1 and October 26, 1977 letters from Charles G.
Mayo to the Planning Department; site plan; and February 7, 1978 letter from
Charles G. Mayo to the Planning Department. In view of the proposed changes to
this business, staff had no objection to deletion of the wash rack condition.
Charles G. Mayo of Americar Rental System was present. It was determined that the
bulk of Americar's vehicles would be on government contract and stored, cleaned
and serviced at a yet -to -be -located site outside the City of Burlingame; the
applicant wished to maintain only a small office in this city for his local contacts.
Chm. Jacobs opened the public hearing. There were no comments and the hearing was
closed.
C. Mink moved that the requested amendment be approved subject to review in a further
90 days to allow a full report from Mr. Mayo on his new government contract location.
Second C. Francard and all aye voice vote.
CONSENT CALENDAR - At the request of C. Sine, Chm. Jacobs declared these three items
would be considered separately.
4. TENTATIVE AND FINAL PARCEL MAP TO COMBINE TWO LOTS INTO ONE PARCEL WITH 100 FEET
OF FRONTAGE AT 1417 AND 1419 BURLINGAME AVENUE (FOX MALL), BY TED FARLEY
C. Sine requested more explanation of the reason for this parcel map. CE Kirkup
reviewed the history of City actions with the two previous owners and the present
owner, this map being a requirement for compliance with the terms of an agreement
between the property owner and the City Council. Staff recommended approval. The
public hearing was opened; there were no comments and the hearing was closed.
Chm. Jacobs and C. Sine stated their difficulties with this application.
C. Harvey moved for approval of this tentative and final parcel map. Second
C. Cistulli and approved 6-1 on roll call vote, C. Jacobs dissenting.
5. TENTATIVE AND FINAL MAP TO COMBINE THREE LOTS INTO A SINGLE PARCEL AT 1440 CHAPIN
AVENUE, FOR CHAPIN COURT ASSOCIATES
CE Kirkup reviewed this map, noting the active special permit for an office building
approved by the City; one of the conditions of approval was that a map be filed to
combine the three parcels. Staff recommended approval. Chm. Jacobs opened the
public hearing; there were no comments and the hearing was closed. There was some
Commission concern expressed regarding implementation of the special permit and the
possibility of the present owner selling the lot. Staff noted Parking District
regulations and code requirements that assure City control.
C. Mink moved for approval of this tentative and final parcel map. Second C. Taylor
and all aye voice vote.

6. TENTATIVE AND FINAL MAP TO REALIGN THE COMMON REAR PROPERTY LINE OF TWO LOTS
AT 1805 LOYOLA DRIVE AND 2640 TROUSDALE DRIVE, FOR MYRON MOSKOWITZ AND ARTHUR PAPE
CE Kirkup reviewed this application by Myron Moskowitz to increase his property by
a minor amount. There are no code violations and both property owners are in agreement.
Staff recommended approval. Chm. Jacobs opened the public hearing. There were no
comments and the hearing was closed.
C. Taylor moved for approval of this tentative and final parcel map. Second
C. Mink and all aye voice vote.
APPLICATIONS FOR STUDY
7. SPECIAL PERMIT TO ALLOW A NURSERY SCHOOL/DAY CARE CENTER FOR UP TO NINE
CHILDREN AT 6 ARUNDEL ROAD, ZONED R-3, BY FLORA M. HOLOWATY
Withdrawn at the request of the applicant.
The following applications were set for hearing January 28, 1980.
8. SPECIAL PERMIT TO OPERATE AN AUTO SERVICE CENTER WITH BODY SHOP AND RELATED
AUTO RENTAL AND LEASING AT 824-826 COWAN ROAD, ZONED M-1, BY ALCALA CHEVROLET
Provisions for additional parking to be discussed with staff and transmitted to
Commission for the public hearing.
9. SPECIAL PERMIT TO OPERATE A SANDWICH DELI IN THE M-1 DISTRICT AT 1530 ROLLINS
ROAD, BY TED D. AJLUNI

OTHER BUSINESS
9a. C. Harvey reported on the "Short Course for Planning Commissioners" which he
and Chm. Jacobs attended in December. Chm. Jacobs suggested a date be set
for Commissioners to visit projects approved during the previous year.
Commission concurred and Saturday morning, February 23, 1980 was tentatively
agreed.
9b. Announcement was made of the League of California Cities Planning Commissioners
Institute in San Diego, February 27-29, 1980.
9c. Chm. Jacobs referred to the matter of a third rental unit at 1534 Albemarle
Way in the R-2 District. CA and CP discussed the history of this use and
the difficulty of abating it.
9d. C. Taylor reported an apparent used car lot operating on Bayshore Highway;
-' he did not believe a special permit had been granted for this use. Staff to
investigate.
9e. Chm. Jacobs requested staff prepare a Planning Commission list of priorities
for 1980.

CITY PLANNER REPORT
CP Yost reported the following:
10. City Council adoption of the Housing Element of the General Plan on
December 17, 1979.
11. Design Guidelines for Bayfront Development adopted by City Council on
December.17, 1979.
12. Metal storage buildings in residential districts. Communication for Commission
information: January 10, 1980 letter from City Planner to the property owners
at 788 Willborough Place regarding an existing storage shed. Code requirements
for location of an accessory building were noted.
13. Sidewalk signs. Staff noted the increased incidence of such signs; other
illegal signs were discussed. Abatement notices will be sent in the near future.
:COUNCIL REQUEST
14. BAYFRONT DIRECTIONAL SIGNS: JANUARY 9, 1980 COUNCIL REQUEST FOR COMMISSION
REVIEW AND RECOMMENDATION
CP Yost reported City Council had requested the Planning Commission review new
drawings for the proposed bayfront directional signs and submit recommendations.
Several concerns were listed in the staff report dated 1/10/80. Reference
January 3, 1980 letter to City Council from David H. Keyston; Location Plan for
the proposed signs; and drawings No. 1, 2, 3a, 3b, 4, 5a, 5b and 6.
David H. Keyston, Anza Shareholders' Liquidating Trust discussed the progress of
this proposal and the new drawings for directional signs. He noted the interest
among the hotels and restaurants and stressed the increased tax income to the City
from business establishments in this area. Commission concerns: size of the signs,
number of names and style of copy, colors, potential traffic hazards. The
regulations of the existing Sign Code were noted. Suggestions: a report from the
Traffic Engineer regarding proposed locations; the possibility of a central location
for one small directory sign, with adjacent parking, and all restaurant names on a
coordinated map for easy direction.
Chm. Jacobs requested CP Yost express Commission's appreciation for this referral
and convey Commission's comments to the City Council.
ADDITIONAL STUDY ITEM
15. GOLDEN GATE GALES, PROFESSIONAL SOCCER CLUB
CP Yost referred to a special permit application received this afternoon from
the Golden Gate Gales, a professional soccer club, to use Burlingame High School
Stadium for professional soccer games between April 15, 1980 and August 31, 1980.
Reference Golden Gate Gales' letter of January 14, 1980 distributed to Commission
this evening. CP reviewed the approximate number of games, possible length of the
lease, and the expected attendance of approximately 5,000 to 7,000 people. It was
staff's opinion an Environmental Impact Report should be required; Commission
concurred and staff was directed to so inform the applicant.

advising the Hyatt Burlingame would limit change of messages on its message center
to no less than once every six seconds.
