RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AFFIRbIING AN AMENDMENT TO
THE LAND USE ELEMENT OF THE BURLINGAME GENERAL PLAN TO
CHANGE THE DESIGNATION OF THE PROPERTIES FRONTING ROLLINS ROAD
BETWEEN TOYON DRIVE AND BLOOMFIELD ROAD FROM
COMMERCIAL USE — SHOPPING AND SERVICE TO
RESIDENTIAL USE — MEDIUM HIGH DENSITY
RESOLVED, by the City Council of the City of Burlingame:
WHEREAS, the Burlingame General Plan has provided that shopping and service uses might
be allowed in the area fronting on Rollins Road between Toyon Drive and Bloomfield Road; and
WHEREAS, the area behind these properties is for low density, single-family homes to
which commercial uses would be an unreasonable burden in noise, light, and activity; and
WHEREAS, this area is being used and can be effectively used as medium high density
residences that would provide a buffer and transition between the freeway and the single-family
neighborhood, while providing valuable housing resources for the community; and
WHEREAS, a negative declaration has been prepared in conformance with the California
Environmental Quality Act, there are no potential significant environmental impacts from this general
plan amendment, and the City Council has considered that declaration in adopting this resolution; and
WHEREAS, the Planning Commission of the City of Burlingame held a properly noticed
public hearing on February 28, 2000, at which time the Commission reviewed and considered the
staff report and all other written materials and testimony presented to the Commission on this
application; and
WHEREAS, the Planning Commission recommended approval of this general plan
amendment; and
WHEREAS, the City Council held a duly noticed public hearing on April 3, 2000, at which
time the Council received and considered the staff report and attached documentation, and all other
written materials and testimony that any interested person wished to present prior to the close of the
public hearing; and
WHEREAS, notice of the Council hearing on April 3 on the proposed amendment was not
mailed to property owners, and even though State law does not appear to require such notice, it was
appropriate to provide such notice for a further hearing on April 17, 2000, to receive any additional

comments or documentation; and
WHEREAS, the City Council is familiar with the area and general vicinity; and
WHEREAS, this General Plan Amendment is consistent with the remainder of the
Burlingame General Plan and is in the public interest; and
WHEREAS, this proposed General Plan Amendment is the fust general plan amendment to
the land use element of the City General Plan adopted in 2000,
NOW, THEREFORE, IT IS RESOLVED:
1. The general plan amendment changing the land use designation of the properties
fronting on Rollins Road between Toyon Drive and Bloomfield Road, Burlingame, California, from
shopping and commercial to medium high density residential, as generally shown in Exhibit A hereto,
as approved and adopted on April 3, 2000, is affirmed.

foregoing resolution was introduced at a regular meeting of the City Council held on thei-7 day of
