HomeMy WebLinkAboutReso - CC - 022-2000RESOLUTION NO. 22-2000 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME ADOPTING FEES FOR THE USE OF THE CITY'S AQUATIC CENTER, AUTHORIZING AQUATIC STAFF JOB DESCRIPTIONS, AND SETTING PAY SCHEDUL WHEREAS, pursuant to California Government Code, the Burlingame City Council is empowered to set fees for the delivery of City services and to establish job descriptions and salaries for part time employees, and WHEREAS, the City of Burlingame and the San Mateo Union High School District have entered into a joint use agreement for the construction, maintenance and operation of the Burlingame Aquatic Center and such agreement permits the City of Burlingame to charge fees for the public use of the Aquatic Center during such time as the City is in control of the facility, and WHEREAS, the City will offer public recreational swimming at the Aquatic Center in exchange for payment of user fees, and WHEREAS, the City is required to staff the Aquatic Center to insure the safety of the public during such times as the Center may be under the City's operational control, and WHEREAS, the City Council wish to establish job classifications and set salaries for the part time Aquatics Staff personnel who will operate and supervise the Aquatic Center, NOW, THEREFORE, the City Council of the City of Burlingame does hereby resolve, determine and find as follows: 1. The fees to be charged by the City for public recreational swimming in the Burlingame Aquatic Center shall be as described in Exhibit A hereto. 2. The part time employee job descriptions for Aquatic Center staff shall be adopted as described in Exhibit B. The part time employee salary ranges for Aquatic Center staff shall be adopted as described in Exhibit C. t), - 0 Mayor I, ANN T. Seasonal position: Summers and vacation dates. Duties • Able to learn cash handling procedures • Operate cash register • Use computer to take class registration • Display a high level of professionalism and maturity when dealing with the public • Inform the public on pool rules, schedule changes and programs • Supervise swimming assistants and Junior Guards • Assist pool manager in maintaing order in the office • Answer phone • Attends all necessary training and staff meetings Qualifications/Experience • Minimum age of 15; work permit required if under 18 • Experience in customer service • Basic knowledge of computers • Team Player Burlingame Parks and Recreation Department 850 Burlingame Avenue Burlingame, CA 94010 EXHIBIT B - 2 Lifeguards/Swim Instructors (Salary: $9.00 - $10.94/hourly) Under supervision of the pool manager, is responsible for preventative guarding procedures for daily running of Lap Swim, Recreation Swim, and scheduled pool rentals & events. Lifeguards hired for summer will be expected to instruct (will train). Duties • Maintain constant observation of swimmers in and around pool assuring that deck rules are observed and safety is maintained • Report suscipicious activity to manager immediately • Administers disciplinary action for violation of rules by swimmers • Notifies pool manager of any dangerous or broken parts of pool facility • Conducts swim lessons for various age & skill levels in accordance with Red Cross guidelines • Supervise swimming assistants and Junior Guards • Display a high level of professionalism and maturity when dealing with the public • Administers first aid and/or CPR as required • Occasional lifting may be required • Various light maintenance as needed • Attends all training and staff meetings • Cashier duties Qualifications/Experience • Certified in Lifeguarding, (First Aid & CPR for the Professional Rescuer are included in all Lifeguarding courses) • Minimum age of 15 • Ability to maintain a high level of concentration and alertness • Recognize accidents before they happen and have the ability to evaluate an emergency situation and act decisively and effectively • Swim instruction experience a plus • Knowledge of pool rules and safety regulations • Knowledge of swimming sports and games • Understanding of objectives of swimming program • Ability to function effectively in supervisory and leadership roles • Experience in customer service Burlingame Parks and Recreation Department 850 Burlingame Avenue Burlingame, CA 94010 EXHIBIT B -3 Water Safety Instructor (Salary: $9.85 - $11.97/hourly) N __ Under general supervision by the Pool Manager and Aquatics Supervisor, instructs aquatic safety and swim classes with the safety standards and procedures set by the Red Cross Duties • Instructs "Learn to Swim" classes • May instruct additional aquatics classes (i.e., diving, water exercise or parent & me) • Completes necessary forms and cards for the American Red Cross • Provides in -water supervision during all lessons • Assists with In -Service training • Lifeguards when needed • Supervises and trains aides or jr. guards as assigned • Attends all training and staff meetings • Displays high level of professionalism with the public and wears proper uniform to work Qualifications/Experience • Current Lifeguarding, Standard First Aid and CPR for the Professional Rescuer • Current Water Safety Instructor Certification • Minimum age of 17; work permit if under 18 • Lifeguarding or lesson aide experience Burlingame Parks and Recreation Department 850 Burlingame Avenue Burlingame, CA 94010 Pool Manager (Salary: $12.00-$14.59/hourly) IC Under general supervision of the Aquatics Supervisor, the pool manager supervises on-site pool staff of guards, jr. guards, swim instructors and cashiers, schedules staff and oversees the daily operations of a 50 meter pool located on a high school campus. Duties • Supervises and schedules full aquatics staff • Plans, organizes, directs and supervises swim instruction, lap swim, recreation swim ans assists with special events and in-service training • Supervises health and safety factors of the pool and its surrounding ( i.e. chemical readings, hazardous waste disposal, equipment safety and site clean-up) • Teaches swim lessons as needed • Lifeguards as needed • Maintains records and makes necessary reports to supervisor • Responsible for lesson content and proper teaching of Red Cross Lessons • Establishes and maintains good public relations with community and school district • Responsible for daily deposits and supervision of cash handling • Promotes positive staff relations • Conducts staff meetings • Responsible for development of ongoing staff training • May instruct Lifeguarding and Rescue Classes (qualifications are a plus!) • Works with department coordinators on special events • Liason with Masters, Swim Teams, and Red Cross • Responsible for end -of -season evaluations including new program assessment for the following year Qualifications/Experience • Current Lifeguarding, WSI, Standard First Aid and CPR for the Professional Rescuer • Minimum of 2 years or seasons of lifeguard/instruction with supervisory experience • Ability to train, supervise and discipline staff • Ability to effectively build a "team" with teamwork spirit • Organizational skills in scheduling and work assignment • Personal skill in conducting and organizing aquatics activities • Knowledge of pool maintenance and mechanical operations • Ability to evaluate an emergency situation and act decisively and effectively • Understanding of objectives of aquatics program • Superior decision-making and problem -solving skills • Superior customer service skills FOR INFORMATION ONLY Burlingame Parks and Recreation Department 850 Burlingame Avenue Burlingame, CA 94010 EXHIBIT B - 5 Junior Lifeguard A volunteer under supervision of the pool manager and general aquatic staff, who's goal is to eventually become a lifeguard. They will learn most aspects of pool operations and assist in the daily running of the pool. Curriculum will be based upon the American Red Cross "Guardstart" program Duties • Assist in the enforcement of pool rules • Assist in instruction of swim lessons • Participate in designated staff functions and meetings • Help the front desk staff and aide the lifeguards in daily maintenance and cleaning Qualifications/Requirements • 11-14 years of age • Training in Community CPR, Standard First Aid and Basic Water Safety • Enthusiasm to participate in the program and the desire to be a lifeguard in the future` 'Note: Youth that participate in our Junior Guard program will have employment priority for new lifeguard hires and will start at a higher payrate EXHIBIT C 2/03/00 PROPOSED PART TIME SALARY SCHEDULES AQUATICS STAFF SERIES Part Time Job Classification Step A Step B Step C Step D Sten E Cashier $6.70 7.04 7.39 7.76 8.14 Lifeguard 9.00 9.45 9.92 10.42 10.94 Water Safety Instructor/ 9.85 10.34 10.86 11.40 11.97 Assistant Pool Manager Pool Manager 12.00 12.60 13.23 13.89 14.59 Staff's recent survey of public pool operators in the Bay Area revealed that these job classifications are the most commonly used in public pools. These salary levels fall at about the 80th percentile level, when compared with other public agencies. These salaries should enable the City to attract and retain adequate numbers of qualified employees to operate the Aquatic Center.
