RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME URGING
SUPPORT OF PROPOSITION 26 ON THE MARCH 7, 2000 BALLOT TO PROVIDE
SCHOOL FACILITIES
WHEREAS, the voters of California have placed Proposition 26 on the March 7, 2000,
ballot by initiative petition; and
WHEREAS, Proposition 26 would amend the State Constitution to allow public school
districts, community college districts, and county education offices to place bond measures for
capital improvements before the voters for approval on a majority vote; and
WHEREAS, Proposition 26 would restore the ability of the education system in
California to raise money at the local level; and
WHEREAS, Proposition 26 would mean that a small minority of citizens could no longer
prevent local school bond measures from approval in spite of the expressed will of the majority;
and
WHEREAS, Proposition 26 would reduce the stranglehold that the Governor and the
Legislature have on local school funding in California; and
WHEREAS, Proposition 26 would require bond proceeds adopted through this process
to be used for capital improvements, not ongoing operating costs, and to be subjected to a twice
yearly audit for compliance; and
WHEREAS, California's education system is the key ingredient to sustaining a healthy
California,
NOW, THEREFORE, BE IT RESOLVED:
1. The City Council urges citizens to vote in favor of Proposition 26 to provide funding
alternatives to local schools and community colleges.
