Dear Burlingame Families,
As i may be aware, there was a Park and Recreation Commission hearing at Ray 1 and Ray 2 on
Sun'tray, December 2 to consider the use of Ray Park on Sundays for games and practice. We also
presented a case to build a batting cage at Ray Park. This would allow us to have one practice day each
week for all of our teams 8U and above. We are specifically requesting Ray Park as only with the use of
these two fields, Franklin and BHS on Sundays will we have practice slots to accommodate all of our
teams. Additionally, Ray Park is where our equipment is located, the pegs are at the proper distances, the
fields are in excellent condition and there are convenient restroom facilities.
Following the commission meeting we worked with the city staff and city manager to craft a,_joint
proposal that allows us to meet our field needs and provides the access to Ray Park on Sundays. This joint
proposal will be presented to the City Council at their December 17 th meeting for final approval. We
need your continued help. Specifically, we need you to email, call or write your City Council members.
Their contact information is below. You should express your support for the joint proposal, BGS use of
Ray 1 and Ray 2 -ori Sundays and specifically ask the %ouncil member stow they plan to vote -(this is
especially important). We have provided a sample email below but you should feel free to send what ever
you feel is appropriate. Please also email a copy to d.colson comcast.net so that we may have a record.
Please maintain your records as well since the positive emails supporting BGS were denied due process
not read to the public at the last Park and Recreation Commission meeting. We will also need you to
attend the December 17 City Council meeting to provide public comment and support.

I am writing you to express my strong support of the request of Burlingame Girls Softball
and the city's Parks & Recreation Department joint proposal to provide the league enough

fields to meet their needs and which would allow them to use Ray Park on Sundays from
early March until mid -May. Ray Park is the home field of the league and the league is
requesting use of the fields on Sundays so that it has enough access to proper softball fields
with safe equipment for ail the girls �-excep-t 1n the youngest -division) to have a practice -once
a week during the season.
The league recognized the concerns of the Ray Park neighbors and worked closely with the
City Manager and the Parks & Recreation department to develop a joint proposal that
provides the league sufacient field access -and incorporates a variety -of measures to mitigate
the parking, open space and noise concerns of the park neighbors on Sundays as well as
other days of the week. In order to allow the girls to continue develop their softball skills and
enjoy the benefits that girls athletic participation has been proven to provide, it is important
that each team be provided a weekly practice slot. Boys' baseball is able to provide this to
the boys through the use of their seven "homer fields all day Saturday and Sunday. Girls'
softball only has three "home" fields and to be able to provide the girls a softball experience
comparable to baseball and girls in other neighboring towns, it is necessary for the league to
have access to those three "home" fields which include Ray Park on Sundays.
Please give our children the opportunity to hilly participate in this sport all weekend long
during the twelve week softball spring season. Sunday is the only day available for the girls
to practice once the games begin on March 8. I would ask that you let me know how you
plan to vote on this important measure for our children.

At the December /_ Parks & Recreation Commission meeting we had significant public support both in
person and in email form. We estimate the ratio to have been at least six supporters for our proposal to
every one against. Unfortunately the Park and Recreation staff did not read the positive emails to the
public as they have done in the past with the negative ones. Additionally after the public session comment
was closed, P&R stab introduced information that we were not allowed to clarify and data that was
incorrect and had not been approved as accurate by all parties which was the process we had all agreed
upon. The Commission voted 4 against and 3 for our proposal for Sunday use. Many of our girls spoke at
the ,ting; They were especially wonderful and they deserve our commendation for their grace and
cour%sy in light of the adult opposition that impolitely interrupted them as they spoke.
As mentioned above, we then moved forward in the spirit of cooperation and following the commission

meeting, we met with the City Manager and the Parks & Recreation staff, and developed the joint
proposal that will be presented to the City Council on December 17 th for approval. This compromisejoint

Hi Michael,
I think you made the right decision on Ray Park. Parks should not
be monopolized by organized sports. Our parks and green space also
need to be available for toddlers who simply want to run in the grass
or for elderly out on a stroll.
If children's sports are allowed to continue to encroach on Sunday
mornings, I believe our society will live to regret that decision.
Even though many people do not use Sunday morning for religious
observation, there ought to be one morning each week that is down
time for families -- whether they choose to spend it in church or
having a quiet unhurried breakfast as a family. The neighbors
surrounding Ray Park also deserve one quiet morning per week.
Don't let the pro -Sunday sports leagues frame this as anti -chid or
anti -girl issue. This is about creating and maintaining quiet places,
whether in the neighborhood or in the heart, for at least a few
hours per week.

Thank you for the request of our proposal. We would like a yes or no vote on each of
the following two proposals, no amendments:
1. Burlingame Girls Softball can use Ray Park 1 and Ray Park 2 softball fields from the
second Sunday in March to the weekend prior to Memorial Day for practice from 10:00
AM to 6:00 PM, with one team per field and for make up games previously scheduled at
Ray and postponed due to rain from 10:00 AM to 6:00 PM.
2. Build a permanent batting cage at Ray Park. The location would be either between
the tennis courts and restrooms or near the scoreboards. The structure would be 12-15
feet wide, up to 60 feet long and approximately 12 feet high. It would consist of a
poured concrete slab with sloped drainage, covered with turf and plate markings. The
exterior would be galvanized fencing and enclosed on all sides. There would be sound
proofing and netting in the interior spaces. One door that could be locked. We would
have appropriate interior safety features. Hours of operation would be consistent with
the BGS field use times at Ray 1 and Ray 2 during the softball season including summer
and fall ball. We will use sound muffling dimpled balls.

In order to help the Commission work through the meeting on Dec 2"d, I think it would
be helpful if you can provide a specific proposal from the league. Something that
shows exactly where the cage is proposed, cages dates & hours of operation, amount
of Sunday use of the fields (which fields, dates, hours) and any other information you
may have. One of the difficulties some had at last week's meeting was in determining
exactly what was being requested.

Softball group wants to play in park
Residents concerned about noise and traffic

Burlingame Girls Softball officials say they are worried their proposal to play and practice at Ray
Park on Sundays won't be a hit with the city and the park's neighbors.
The league needs the three fields at Ray Park, near Devereaux Drive and Mills Creek, on
Sundays to make up rained -out Saturday games and to add a batting cage for the league's 350
players, said Gary Bell, an assistant coach with the league.
"Residents are concerned with the noise," Parks and Recreation Director Randy Schwartz said.
The parks and recreation commission over the past 10-plus years has held several meetings
between the residents and Girls Softball to lessen the impacts on the neighborhood."
The Burlingame Parks and Recreation Commission plans to study the issue by watching a team
workout at Ray Park on Dec. 2 and measuring the noise with a decibel meter. The commission
could discuss the matter at its Jan. 20 meeting or call a special meeting before then, Schwartz
said.
Residents are also concerned about traffic congestion from practices and games, and they have
indicated they would like at least one day a week on which the fields aren't used, Schwartz said.
League officials previously agreed not to play or practice at the park on Sundays.
League officials said they have taken steps to minimize the impact on residents and plan on
expanding their efforts.
"The batting cage would have a pitching machine that uses a rubberized softball that is hit into a
net," Bell said. "The only noise is the bat contact with the ball."
Girls Softball has already added padding to the backstops at Ray Park to reduce noise, Bell
added.
Bell said he thinks it is unfair that the girls cannot use Ray Park on Sundays, when boys baseball
has access to other fields.
City officials said they have received e-mails, phone calls and other correspondence from people
who are in favor of and against letting the girls use Ray Park on Sundays.
Parks and Recreation Commissioner and former league president Joe LaMariana said letting the
girls use the field for practice would not be a year-round issue, since it would only be in use
between early March and early August. The league needs another batting cage, he noted.
LaMariana said he has not made up his mind whether the girls should be allowed to use Ray
Park on Sundays.
"I think it is a public space, and I think they have the right to use the space," he said, "but
�... I think we have a challenge in balancing the needs of the neighborhood as well."

Park and Recreation Commission,
The Burlingame Youth Baseball Association understands that we live in a community
that is in need of recreation space for our children. Our community recreation programs
have grown, and space to play has not been able to keep up with the demand. We also
realize the need for the Commission to balance both recreation use and neighborhood use
of our parks and facilities, and that this balancing act may not always please those
affected.
At this time, Burlingame Girls Softball is requesting the use of Ray Park on Sundays. As
a community youth athletic program, we understand the need for field use on Sundays.
The need to make up games lost to rain, so that the season does not run too long, and the
need for a few extra hours of practice time, can be very important to a program.
However, we also understand the need of the neighborhood to have the use of the park.
As stated, it's a difficult balancing act.
We would like to support the Commission's efforts to explore the use of Ray Park on
Sundays for Burlingame Girls Softball. Their season runs approximately 12 weeks, and
it is our hope that the Commission can work out a viable compromise with all groups
involved for the use of the park.

Re: BURLINGAME GIRLS SOFTBALL'S USE OF RAY PARK
RECOMMENDATION: It is recommended that the Parks & Recreation Commission conduct
a field study and make a decision on the two agenda items related to Burlingame Girls Softball's
use of Ray Park at the special meeting on Sunday, December 2"d.
BACKGROUND:
`— At the Commission's November 15, 2007 meeting, (see attached minutes) the Burlingame Girls
Softball (BGS) league requested that the Parks and Recreation Commission grant them
permission to utilize the Ray Park fields on Sundays for practice and rain out make up games
between mid -March and May. They also requested permission to construct a batting cage at Ray
Park.
At this meeting, BGS reported to the Commission that they did not currently have use of any
batting cages within the Burlingame City limits, nor do they have enough field space to allow for
the number of participants they currently serve. Because Ray Park is viewed as their "home
field" (where their equipment is stored and where they have a concession stand), they wanted
additional use on Ray Park rather than on other available fields. They noted that other fields in
Burlingame do not have base pegs set at the distance they need for the younger age divisions and
that the equipment is too large and heavy for some of the coaches to transport.
Currently all Burlingame youth sports groups use multiple fields and none have exclusive use on
just one field. BGS uses Ray Park, Franklin Field, Burlingame High School (BHS) and on
occasion Bayside #1. Burlingame Youth Baseball Association (BYBA) uses Washington Park,
Bayside Park and Cuernavaca Park. Burlingame Soccer Club use Bayside #3/#4, Murray Field,
Osberg field, Franklin field and BHS. American Youth Soccer Organization (AYSO) uses
Washington Park, Murray Field, BHS Stadium and softball fields, Osberg and Franklin fields,
Village Park and Bayside #3/#4. Coyote Lacrosse uses Osberg field, Franklin field and BHS.
Youth Gaelic league use BHS. PPSL (OLA and St. Catherine) uses Ray Park, Bayside #1/#2,

Washington Park Small, and BHS. Mercy High School has use of Cuernavaca Park, Ray Park
tennis courts and Bayside #2. BHS sports (baseball, soccer and lacrosse) use Washington Park
main, Murray field, Osberg Field and Bayside #3/#4. Burlingame Elementary Sports (flag
football, lacrosse, track, Frisbee, cross country) use Osberg, Ray Park, Washington Park, BHS
facilities and Franklin field.
There are three batting cages in the City: Washington Park, Bayside Park and BHS softball field.
Currently, BGS has use of the batting cage at BHS when it is not being used by the school teams.
BGS can also request use of time in the batting cages at Washington Park and Bayside Park
through BYBA.
On November 20, 1997, the Commission, with consent of the neighbors and league officials,
approved BGSL's (now BGS) request they be allowed to hold an annual weekend tournament in
June at Ray Park and, in exchange, they would give up field use on Sundays during the season.
In 2006, BGS requested through the Commission that they be allowed to use Ray Park on
Sundays to allow for make up games due to rain. At that time, the Commission granted them
permission on a one-year trial basis when other fields in Burlingame were not available. The
league did not have to use those Sundays due to a minimal number of make up games needed.
ti.. At the November 2007 Commission meeting, there was discussion as to the functionality of Ray
Park. It is a small neighborhood park that has tennis courts, a playground structure, restroom
facilities, park benches and picnic tables. At this time, no organized activity is allowed at Ray
Park on Sundays. Other parks with City restrictions due to neighborhood impacts are:
• Cuernavaca Park: No groups larger than 15 may gather at the park without written
permission from the Parks and Recreation Director
• Pershing Park: No groups larger than 15 may gather in the park on weekdays between
loam and 3pm
• Village Park: No groups larger than 15 may gather in the park on weekdays between
loam and 3pm. Village Park is only used for non-profit sports leagues practices or
games as an emergency due to other field closures.
Currently, no scheduled, permitted activities take place on Ray Park on Sundays. However,
there has been an adult cricket group that has used the field for the past several months. This
group appears to be predominately non-residents. If BGS is allowed to use the Park for practices
as requested, staff believes that the impact on the neighborhood would be reduced from the
current cricket group's usage. The softball practices would require fewer parking spaces and do
not carry the same sounds as either cricket matches or softball games.
At this time, BGS has not indicated a specific location for the batting cage. BGS is aware that
the cage cannot be located on a 40' easement from the SF Water Utility. Staff recommends that
the field study on December 2nd be conducted at any potential location for the cage so the
Commissioners can evaluate the true impact of the cage on the neighborhood.

Dear Parks & Recreation Commissioners
I have some concerns about the Proposed Modifications to Ray Park's Ball Fields. I
would like to share with you the impact on my home I live right across the street from
Diamond#1. I have lived her for almost 50 Years. All these Changes Have Seriously
Impacted Mine & my Neighbors Life Style.
1) Ray Park use to be a neighbor park for the kids that live around here, now the
kids can not use the park for example a pick-up baseball game
2) Having a party or a barbecue during Softball Season is IMPOSSIBLE, because
there is NO PARKING OUR GUESTS, they would have to park several blocks
away.
3) The noise that comes from the park, during games is UNBEARABLE, THEN
THERE ARE THE CONSTANT BLAIRING OF CAR HORNS. I work nights
and trying to sleep thru all the noise is IMPOSSIBLE.
4) Then there is all the Garbage Left behind by the Visitors. Every Morning after
games. I pick-up Garbage, SODA CANS, COFFEE CUPS, BAGS FROM
FAST FOOD PLACES, MCDONALDS, and other Paper trash DUMPED IN
MY FRONT YARD.
5) I HAVE A PUBLIC SAFETY CONCERN, Balboa way is approx.28 feet wide,
with Vehicles Parked on Both sides of the street Taking Up approx 16 feet. In a
Medical Emergency and with all the Traffic Congestion caused by The Games
How Does a Approx.8 feet wide Fire truck, and Ambulance get to Our Homes
Because there are Older and Senior Citizens Living in the Neighborhood.
6) I am Against The Sunday Practices we need ONE DAY of PEACE & QUIET.

I want to thank you for registering your daughter(s) to play in our league in 2008 and take this opportunity to bring
you up to date on the status of our request to utlize the Ray Park fields on Sundays. I would also like to ask all of
you to help us with this request by writing an e-mail in support of the request - please see the details below on
who to send the e-mail to and what the e-mail needs to contain.
The Burlingame Parks and Recreation Commission will hold a public hearing about the use of Ray Park 1 and 2
diamonds this Sunday, December 2nd at 10:00am at Ray Park. Burlingame Girls Softball has requested the on-
going use of Ray Park for Sunday practices and make up games from 10:00 AM until 6:00 PM from the Sunday after
our league opens until mid -May. We have also requested to build a batting cage on location.
As many of you know, BGS has not had enough field time for all of our teams to have regular weekly practices. We
are not able to provide practice field time for our younger divisions and we are often short for our older divisions as
well. We would like to use Ray 1 and 2 as those fields have our equipment on location, are pegged at the proper
distances for bases and pitching, have open and easily accessible restrooms, and are maintained to a much higher
standard.
The Parks and Recreation Department and Commission is documenting public support and a -mails in support of our
proposal become part of the record.
It would be a great help to BGS and the girls that need to use our fields if your family could send an e-mail of
support of our request to Randy Schwartz, Burlingame Parks and Recreation Director, at
RSchwartz@burljngame.org and please copy me at d.colson(a)comcast.net. The e-mail needs to contain you name
and address. It does not have to be long and can contain whatever content in support of our request you would

Some talking points regarding the batting cage issue at Ray Park.
I am not going to address the issue of Sunday practice/rainout use of the park except to say that if one
buys a home near a school or a park thinking that they are to have peace and quiet all the time are
seemingly naive. I say this not to offend, but rather to keep the practical nature of the dialogue on course
With regard to the batting cage.
1. Some of the batting practice during the season is held on the 8 and under diamond while Ray 1 and
Ray 2 are in use.
2.It takes a lot of time to get all my players through batting practice. A cage would cut down on the time it
takes to shag balls.
3. People with small children at or near the playground around the Snackshack are at some risk whether
balls are being hit from the southern most diamond or the 8 and under diamond. However, Ray Park is a
ballpark. Any consequences are self explanatory.
4. A batting cage would not only mitigate errant balls.But would also clearly benefit the players as they
would get more practice at bats and enable us as hitting coaches to maximize necessary instruction.

I have learned of your upcoming public hearings regarding the use of Ray Park softball diamonds 1 and 2. As
I understand, Burlingame Girls Softball has requested the on -going use of Ray Park for Sunday practices and

have also requested to build a batting cage at this location. I support this request.
I am writing not as a resident of your city but as a neighbor in the larger community. I live in San Francisco
and I have been a softball coach for girls for three years in the San Francisco Little League. Through
considerable effort we have convinced our city to designate just two fields for girl's softball — one is on
Treasure Island and one is in the southeast corner of the City. As with Ray Park, The Treasure Island facility is
maintained by volunteers. Only two fields in a city of 750,000 is less than adequate.
I urge you set higher standards in Burlingame on the importance of children's sports; especially for girls, who
have been historically discriminated against. The Burlingame softball program has the organization and
determination to keep sports opportunities for girls growing. Their request for using these diamonds will
nrovide time for all of the girls in the league to practice and play.

those homes were purchased there was a park already there and one must have realized that living near a
park brings park activities on the weekends when most families have time to spend together and children
are out of school. I am confident that Burlingame Girls Softball will do all that they can to minimize the
impact on the neighborhood when using the field. It is so important that we as a community embrace
healthy activities like softball (and baseball and soccer - also played on parks in Burlingame near
neighborhoods on Saturdays and Sundays) for our children. It is because of organizations like
Burlingame Girls Softball that Burlingame is a great place to live and a great place to raise a family.

Dear Burlingame Parks and Recreation Commission:
I strongly support the request of Burlingame Girls Softball to utilize Ray Park on Sundays from early March until mid -
May. Ray Park is the home field of the league, the league's equipment is stored at the park and is not in use by
Burlingame Youth Baseball Association. The Ray Park fields are the only fields pegged at the proper distances for
bases and pitching, have open and easily accessible restrooms, and are maintained to a high standard due to the
volunteer efforts of league parents. It is unfortunate that the neighborhood has been allowed to discontinue the use of
these fields and thus negatively impact our Burlingame children's ability to spend time playing in a healthy way. I
understand that use of the field can impact parking and noise levels in the local neighborhood but I am also certain that
when all of those homes were purchased there was a park already there and one must have realized that living near a
park brings park activities on the weekends when most families have time to spend together and children are out of
school. I am confident that Burlingame Girls Softball will do all that they can to minimize the impact on the
neighborhood when using the field. It is so important that we as a community embrace healthy activities like softball
(and baseball and soccer - also played on parks in Burlingame near neighborhoods on Saturdays and Sundays) for our
children. It is because of organizations like Burlingame Girls Softball that Burlingame is a great place to live and a
great place to raise a family. Please give our children the opportunity to fully participate in this sport all weekend
during the softball season.

bases and pitching. The biggest plus is the restroomsl I'm a mom of three young children and often play at Ray Park

Our family urges Burlingame Parks and Recreation to strongly consider utilization of Ray Park on Sundays from early March
through mid -May for the Girls Softball League. This is the league's home field and the equipment is stored right at the park.
Further, the field is laid out properly for running bases and pitching. Equally important (and more important for girls than boys) is
the availability and accessibility of clean and safe bathrooms.
In years past we have practiced on the pavement of school playgrounds, and we have had incomplete seasons because fields
were unavailable for makeup games.
Our Burlingame daughters have earned the privilege of this extra (and needed) field time.

I have some concerns about the Proposed Modifications to Ray Park's Ball Fields. I
would like to share with you the impact on my home I live right across the street from
Diamond#1. I have lived her for almost 50 Years. All these Changes Have Seriously
Impacted Mine & my Neighbors Life Style.
1) Ray Park use to be a neighbor park for the kids that live around here, now the
kids can not use the park for example a pick-up baseball game
2) Having a party or a barbecue during Softball Season is IMPOSSIBLE, because
there is NO PARKING OUR GUESTS, they would have to park several blocks
away.
3) The noise that comes from the park, during games is UNBEARABLE, THEN ^`
THERE ARE THE CONSTANT BLAIRING OF CAR HORNS. I work nights
and trying to sleep thru all the noise is IMPOSSIBLE.
4) Then there is all the Garbage Left behind by the Visitors. Every Morning after
games. I pick-up Garbage, SODA CANS, COFFEE CUPS, BAGS FROM
FAST FOOD PLACES, MCDONALDS, and other Paper trash DUMPED IN
MY FRONT YARD.
5) 1 HAVE A PUBLIC SAFETY CONCERN, Balboa way is approx.28 feet wide,
with Vehicles Parked on Both sides of the street Taking Up approx 16 feet. In a
Medical Emergency and with all the Traffic Congestion caused by The Games
How Does a Approx.8 feet wide Fire truck, and Ambulance get to Our Homes
Because there are Older and Senior Citizens Living in the Neighborhood.
6) I am Against The Sunday Practices we need ONE DAY of PEACE & QUIET.

Dear Mr.Scwariz:
Please accpt this email as an indication of our support for the Burlingame Girls Softball request to utilize Ray Park
on Sundays for practices and make up games, and for building a batting cage. We have two daughters who play
in the league. We have seen firsthand how the league has grown and developed, which has required the need
for additional practice times and resources. The league has grown due to the dedication of parents and coaches
who are striving to provide a positive outlet for the girls. It is because of their dedication that there are more
teams in need of use of the park. To be able to give greater access to the park on Sundays during the season,
we will be providing a place for the girls to develop and grow. We have heard some of the opponents of the
proposal speak and what strikes us about those comments is that they are usually made up of "I" statements,
such as, "I don't want the traffic" or "I don't want to hear a ball hit the backstop". It is felt that what
distinguishes the supporters of this proposal is the concept of "we". The league is not proposing this issue for
selfish purposes. Instead, the proposal is based on what is best for the community of softball players as a
whole. Coaches are willing to give up time on Sundays to help the girls. We believe that as a community, we
want to encourage this type of dedication from our populace. The city has been able to work in new sports into
playing fields like lacrosse and ultimate frisbee, and we feel the girls of softball deserve an equal chance to have
access to the fields. Thank you.

going use of Ray Park for Sunday practices and make up games from 10:00 AM until 6:00 PM from the Sunday after
our league opens until mid -May. We have also requested to build a batting cage on location.
As many of you know, BGS has not had enough field time for all of our teams to have regular weekly practices. We
are not able to provide practice field time for our younger divisions and we are often short for our older divisions as
well. We would like to use Ray 1 and 2 as those fields have our equipment on location, are pegged at the proper
— distances for bases and pitching, have open and easily accessible restrooms, and are maintained to a much higher
standard.

Randy, under FPPC Regulation section 18233, a month -to -month tenancy is not considered to be an interest in

irtink your question is an answer in itself. Some of the neigilbors- will contend that the decision will affect
neighborhood property values. Under FPPC regulations, a city official must recuse if the location being reviewed
is within 500 feet of the property line of property that the official owns. If the official is only renting the property,
then we have to go thru a more complicated analysis.

• Not good Picture today because it is winter

• Sundays only day families can use the park
• Batting cage: the girls us a carbon fiber bat and dimpled ball that mitigates the
noise. It will not be as noisy as boys batting cage. There are options to make
cage sound proof There are some "see through" materials that are soundproof.
• Location of batting cage concern. Decision of batting cage without deciding_ on a
location could be obtrusive to the strip of nature still left
• Gender equity and other fields; Easter Sunday & Mothers day off limits Park
used part day only so families can still use it
• School kids are not allowed past basketball court so not a safety issue.
• Ray park different because it only has one green field, look at traffic pattern of the
park; nothing should be done with cages without some questions answered first
• Park is for everybody
• Park is being overused — Father's Day is championship game day
• Community Park, constant noise, school children climbing on batting cage a
possible issue
• Requested Sundays for tournament and no other Sundays, now asking for Sunday

Citizen Request Management (CRM)
CRM gives your residents and local businesses an easy way to use the Internet to make suggestions, request
information, and request action —any time of day or night. The right person on your staff will be notified by email, so
they can follow-up promptly on each request. Can be used for service requests, government records requests,
employment applications, and communications to officials.
The system provides integrated front -and back -end capabilities to create a centralized database of all requests both
from the public as well as internal staff requests, no matter how they are received (via internet, internally input, etc),
