Dear Randy,
Thanks for your return phone message regarding my inquiry. I am faxing this letter in regards to
„The Jim Murray Adult Soccer League" Women's 35 and Over Soccer. If this matter could be
read into the Public Comments of today's Burlingame Parks and Recreation agenda, it would be
greatly appreciated.
Last season Fall 2006, I had sent a letter a spoke by phone with Tony (last name?) in regards to
team and referee conduct issues. At that time I had received a black -eye from an elbow to my eye,
by an opposing player in this league, and had asked for a referee or official to keep these
recreational soccer games in cheep, so that the level of physicality did not result in injury.
Unfortunately the referees refused to give their names, managers or any relevant information to
follow up with that incident, To my knowledge as they are hired from a private company and
have no official CS.AN oversight, thus they felt no need to be held accountable. I wrote a letter to
Burlingame Parks & Rec (at the end of this fax) suggesting an opportunity to charge this and
manage it as a similar league does: GGWSL.org.
It is now August 2007, and having played once more this summer on July 191, 2007 (one game
only with the "Ball burners"). I again spoke to officials in the first half to,please keep the game in
check. I decided it would be my last game in this league due to the out -of -control nature of
conduct, In the second half after being knocked down several times, my legs were swept out from
under me completely and I landed on my shoulder without cushion from my fall. No foul was
called, I was unable to continue as I had suffered a major injury, the game went on.
I have enclosed, the doctor's report and bill, and wanted to bring this situation to the attention of
your Parks & Recreation Commission in light of the fact that I feel this matter has never been
properly addressed. To my knowledge their has been no discovery, investigation or action steps to
remedy what is a known problem with this league.
Thanks for your time and consideration of this matter, and look forward to your
recommendations.

Hi Tony,
Thanks for taking the time to speak with me today by phone. I appreciate you hearing
my grievance and forwarding possible ideas around this situation to the appropriate
personnel.
The Burlingame Parks & Recreation Department Sports does an admirable job in
providing programs and services to the public. The facilities are great, the fees are a good
value, and it's obvious that there is a strong sense of pride in striving to meet the needs of
the community. As your department continues to offer recreational sports leagues for
youth and adults in soccer, basketball, and softball, l appreciate you receiving feedback in
this particular matter, in so far as it might benefit others' experiences and expectations in
the future.
As I had stated, this is my first season playing soccer in this Budingame's "The rim
Murray Adult Soccer League" Women's 35 and Over Soccer League. The bulls of my
experience has been playing recreational soccer with the Golden Gate Women's Soccer
League: http://www.ggwsl,org/ and that league has two things in place which I believe
makes for a more satisfying experience.
First, they have means to address the issue of conduct:
Team Conduct:
Each team rates the other after the game in Team Conduct. 0 being questionable, 5 being
excellent. This is completed after each game. Consensus is gathered by the team captain
and scored on a card, which is part of the official roster/game card.
Referee Conduct:
There is an opportunity to evaluate the referee. The criteria they use is as follows:

not have voting power on disciplinary issues).

I would also just add that if the refereeing body is a private or public company, there
should be disclosure of'that on the Burlingame or SANCRA website, as accountability
issues, appeals and open process are valuable means to have participative buy -in within
the community whose needs you aim to serve.
I know that it is difficult for staff to keep up with the workload of all of your programs,
but thank you for your effort in being responsive and proactive to the public.1, for one,
am appreciative of your time and your continued actualization of your mission statement.

RECOMMENDATION: It is recommended that the Commission review the attached process
to establish the Walk of Fame and develop a recommendation to the City Council.
BACKGROUND:
In 2004, the City Council adopted the Community Recognition Policy to acknowledge long-time
L, volunteerism or one-time contributions to the City. The Parks & Recreation Commission
developed the draft Policy which ultimately led to the Burlingame Soccer Center being renamed
as Murray Field. The portion of the Policy that establishes an annual Walk of Fame is to be
unveiled so the initial recipients can be recognized at the Centennial Ball.

The Commission's recommendation to Council should include (1) application, (2) approval
process, (3) timeline and (4) location for Walk of Fame. Staffs recommended application,
approval process and timeline are attached. Commission discussion on location should include
the following options that have been suggested in the past:
1. Bay front path

3. City Hall / Library area
4. Scattered throughout the City per the nominees place of service

The City of Burlingame will establish a Walk of Fame in order to honor those who have made
significant contributions to our Community. The Walk of Fame will be a permanent honor, consisting
of a marker describing the honoree's accomplishments, placed along a selected pathway.
Criteria - For a Walk of Fame marker to be dedicated, the individual must have demonstrated or
performed the following:
a. Ten (10) or more years of volunteer service to the community
b. Had a positive impact on the lives of Burlingame individuals
C. Been considered an appropriate role model
d. Made a significant contribution to the Burlingame community by
(1) Creating opportunities for the community through new facilities or programs;
and/or
(2) Making a significant impact on the continuation and/or enhancement of
established community programs
Nomination
a. Nominations must be submitted by at least one (1) established Burlingame non-profit
organization
b. Each community organization is limited to one (1) nomination per year
C. Nomination submissions should include the completed application and a list of
contributions
d. Nominations should be submitted to the City Manager's Office at Burlingame City Hall,

The City of Burlingame will establish a Walk of Fame in order to honor those who have made
significant contributions to our Community. These contributions must include (1) at least ten or more
years of volunteer service to the community; (2) had a positive impact on the lives of Burlingame
individuals; (3) been considered an appropriate role model; and (4) created opportunities for the
community through new facilities or programs or the continuation or enhancement of established
community programs.
Nominations must be submitted by at least one established Burlingame non-profit organization and each
community organization is limited to one nomination per year. The Selection Committee will consist of
two representatives from each City Commission, appointed by each Commission's Chairperson, who do
not volunteer for, nor serve on the board of, any organization submitting a nomination form. The
nomination application will be distributed to the community groups in the summer with an August
deadline for submittal. The Selection Committee will receive the nominations and make
recommendations for a Council vote in the month of September each year.
The Selection Committee needs to follow the items below:
A. No more than four (4) individuals will be selected to the Walk of Fame in any one year.

Adopted by Council - October 18, 2004
I. In order to honor those who have made significant contributions to our Community, this policy
of Community Recognition is established.
II. For the purposes of this policy, examples of a FACILITY include City buildings and parks;
examples of COMPONENTS include rooms inside of buildings, playgrounds and ballfields.
FACILITIES shall be named after their geographical locations or historical names and shall not
be renamed to recognize individuals, groups or donors (hereinafter "individuals").
COMPONENTS of facilities may be named to recognize individuals, as listed below.
III. It is the intent of this policy to prohibit, except under extraordinary circumstances with a 5-0 vote
of the City Council, the following types of recognition:
A. Names of streets that have existing homes or businesses using the street name in their
address;
B. Naming of either FACILITIES or COMPONENTS after corporate entities.
IV. Under extraordinary circumstances that would cast a negative image upon the City, any of the
City recognitions may be revoked at the discretion of the City Council.
V. TYPES OF AWARDS
A. COMPONENTS - Unnamed COMPONENTS may be named to honor individuals for
their service to the community. An example would be: Smith Field at Bayside Park. The
naming of a COMPONENT for an individual will be a permanent honor.
1. Criteria - For a City COMPONENT to be named in honor of an individual, the
individual must have demonstrated or performed the following:
a. Thirty (30) or more years of service to the community
b. Had a positive impact on the lives of Burlingame individuals
C. Been considered an appropriate role model
d. Made a significant contribution to the community (examples below)
(1) Created opportunities for the community through new facilities or
programs
(2) Made a significant impact on the continuation and/or enhancement
of established community programs
e. Served multiple community programs and touched many lives
2. Nomination
a. Individuals need to be nominated by at least two established community
organizations.
�. b. Nomination submissions should include a list of contributions and written
recommendations from community members. Supporting documentation,
such as newspaper articles or minutes of City meetings, is encouraged.
C. Nominations should be submitted to the City Manager's Office, where
they will be held until the Selection Committee meets. The City Manager
will act as the custodian of the Community Recognition Process.
3. Selection
a. The City Commission whose sphere of influence is most closely
associated with the facility in question will review nominations. For
example, the Parks & Recreation Commission will review nominations
regarding park facilities; the Library Board will review nominations
regarding library rooms, etc. Commissions will consider the criteria
above, including written nominations and supporting documentation, and
will conduct a public hearing before making a recommendation to the City
Council.
b. The City Council will take Commission recommendations into account
and conduct a public hearing before making a final decision. At least four
(4) members of the City Council must vote affirmatively in order to
approve this recognition.
C. The City Manager will notify individuals who have been approved for
recognition by the City Council and will arrange for a Recognition

recognition by the City Council and will arrange for a Recognition
Ceremony. If the individual is deceased, that person's family will be
notified.

C. One -Time Donations - The City of Burlingame may occasionally wish to acknowledge
one-time donations of property or funds.

a. Special consideration may be given to those who greatly assist capital
projects by making a significant donation of:
(1) Land or a facility to be used by the City; or
(2) Funds that enable the City to purchase/develop land or a facility.
b. Consideration may range from placing a plaque of recognition to the
naming of a component of a facility.
2. Nomination
A written request for recognition of a one-time contribution may be made by the
donor or by the City Department Head directly in charge of the capital project.
Requests will be forwarded directly to the City Manager's office.
3. Approval
a. The City Commission whose sphere of influence is most closely
associated with the facility in question and the City Council must agree to
accept any gift where recognition is a condition of donation.
b. Public hearings need to be held by both the City Commission and the City
Council prior to approval by either body. At least four (4) members of the
City Council must vote affirmatively in order to approve this recognition.
C. Other than the above recognition, donors will not be offered, nor will they
receive any privileges or consideration by the City other than those offered
'`.. to all community members.
d. In determining whether to accept the contribution, the City Commission
and City Council must consider any ongoing maintenance costs that may
be incurred by the City.
4. Timeline
a. After a written proposal is received by the City, final approval by the City
Council shall not be made for at least three (3) months. During that
period, the City Commission will conduct a public hearing and will make
recommendations to Council. Another public hearing before the City
Council will be held at the end of the three-month period.
b. If recognition is a condition of the donation, approvals must be made prior
to final acceptance of the donation.
5. Recognition
Recognition will be given during the dedication ceremonies of the facility or
project.

RECOMMENDATION: It is recommended that the City Council adopt the attached Policy for Use of
Private Barbeques in City Parks as proposed by the Parks & Recreation Commission under Municipal
Code Section 10.55.030, Rules and Regulations by:
A. Adopt proposed ordinance and direct the City Clerk to publish the policy within 15 days
of adoption.
BACKGROUND:
The Parks & Recreation Commission and City Staff have been working on the Policy for Use of Private
Barbeques in City Park. The Commission has discussed the issues of safety and reasonable limitations
to be included in the policy. The Policy is a proactive measure to lessen the City's liability and to
provide safety of all park users. The guidelines include grill sizes allowed in each park, listed parks that
prohibit the use of private barbeques, proper disposal of coals/wood and listing of recommended fire
suppression methods.
After several meetings, the Commission has defined the policy as attached.

Policy for Bringing Barbeques into City Parks

The City of Burlingame has established picnic areas with Barbeques in Washington Park for the purpose
of community use. These areas may be reserved by contacting the Parks & Recreation Department. For
the safety of persons and property, the City has also formed the follo��ing restrictions on use of personal
barbeques in City Parks.
Definitions
• For purposed of this policy, "Barbeque" means a fabricated metal container and grill designed for
the cooking of food.
• "Grill" is defined as the cooking surface.
Personal Barbecues are permitted to be used in City Parks under the following conditions:
• Barbeques must be placed on paved surfaces. Barbecues are not permitted on grass or areas
covered with bark chips_
• Barbeques with grills up to 14" in maximum diameter are allowed on city provided tables
• Barbeques with grills up to 23" in maximum diameter are allowed on level areas in the park
where at least 4' of paved area
• Barbeques with grills in excess of 23" in maximum diameter are only allowed with special
permit must be supervised at all times.
• Barbeques must have a cover that can be used to suppress flames.
• Unattended barbeques may be confiscated by City of Burlingame Parks & Recreation employees
or Police officers.
• Propane tanks must be taken off premises. Empty tanks may not be discarded in City garbage
cans or recycle containers.
• Persons using barbeques burning charcoal or wood must have covered disposal containers on site
and all coals must be extinguished and taken out of the parks in the covered containers.
• Barbeques may not be set up within 20' of children's play equipment.
• Combustible fluids used to help start fire are not allowed at any time.
• Private barbeques are not permitted on City sidewalks at any time or at the following parks:
■ Upper Bayside
■ Murray Field
■ Burlingame Golf Center
■ Mills Canyon
■ Shorebird Sanctuary

suBJEcr: ADOPTION OF POLICY FOR USE OF PRIVATE BARBEQUES IN CITY PARKS
RECOMMENDATION: It is recommended that the City Council adopt the attached Policy for Use of Private
Barbeques in City Parks as proposed by the Parks & Recreation Commission under Municipal Code Section
10.55.030, Rules and Regulations by:
A. Adopt proposed ordinance and direct the City Clerk to publish the policy within 15 days of
adoption.
�.. BACKGROUND:
The Parks & Recreation Commission and City Staff have been working on the Policy for Use of Private
Barbeques in City Park. The Commission has discussed the issues of safety and reasonable limitations to be
included in the policy. The Policy is a pro -active measure to lessen the City's liability and to provide safety of
all users. The guidelines include grill sizes allowed in each park, listed parks that prohibit the use of private
barbeques, proper disposal of coals/wood and listing of recommended fire suppression methods.
After several meetings, the Commission has defined the policy as attached.

5. Summer Basketball will be featured on Comcast Ch 21 in Burlingame on Wednesdays at 8:30 PM
and on Sunday at 6 PM.
6. Karate classes had 46 youth participate.

7. Outdoor volleyball tournament on August 5 had 82 participants.
Senior Citizens Programs
8. Bingo drop -In 25 people weekly (Tues)
9. Bridge Drop in 3 tables every week (Fridays)
10. Speaker Emeritus "Breaking the Pain Cycle" —10 people
Family Programs & Miscellaneous
