PURPOSE A. To define "Athletic Field User Groups" (User Groups) and the scope of the support to be offered by the City. Such support may be defined in allocation of field space, opportunities to conduct tournaments or sell snacks, use of indoor meeting space or other. B. Programs that offer new opportunities for the community (including existing opportunities for a different section of the community) should be encouraged. Programs competitive with City offerings may be prohibited. C. For the purposes of this policy, a Burlingame resident shall be defined as anyone who has a permanent address or attends an accredited school within Burlingame (Please note that residency under the fee schedule does not include those attending school within Burlingame) II ROLE OF THE PARKS AND RECREATION DEPARTMENT A. Written league rules and guidelines 2. Annual schedule for the organization, including practice and game dates, tournament dates, and any special events (examples: opening ceremonies) 3. Initial list of board members with their contact information 4. Presentation to the Commission E. No User Group may, without approval of the Parks & Recreation Department, loan or sublet to any other organization or individual any of the privileges or services provided by the City. F. No two non-resident teams may use Burlingame fields without prior approval of the Parks & Recreation Department. G. Any organization conducting an activity on City facilities must provide adequate insurance to City prior to start of activity. H. Each year, each organization shall submit its planned schedule for on -season play off-season play, tournaments and camps to the P&R Dept. for scheduling consideration. These areas may be reserved by contacting the Parks & Recreation Department. For the safety of persons and property, the City has also formed the following restrictions on use of personal barbecues in City Parks. Personal Barbecues are permitted to be used in City Parks under the following conditions: • Barbecues must be placed on surfaces that are paved or covered with bark chips. Barbecues are not permitted on grass areas. • Barbecues may not be set up within 50' of children's play equipment. • Barbecues are not permitted in Mills Canyon at any time. • Barbecues must have a cover that can be used to suppress flames. • Barbecues with grills in excess of 23" in maximum diameter are only allowed with special permit from the Parks & Recreation Director. • Barbecues must be supervised at all times. Unattended barbecues may be confiscated by City of Burlingame Parks & Recreation employees or Police officers. • Propane tanks must be taken off premises. Empty tanks may not be discarded in City garbage cans or recycle containers. • Persons using barbecues burning charcoal or wood must have covered disposal containers on site. • All coals must be extinguished and taken out of the parks in the covered containers. • Combustible fluids used to help start fire are not allowed at any time. Definitions • For purposed of this policy, 'Barbecue" means a fabricated metal container and grill designed for the cooking of food. • "Grill" is defined as the cooking surface. Randy Schwartz Director of Parks & Recreation Creating a Better Place to Live, Work and Play Help Us Plan Centennial Plaza The City of Burlingame invites you to create a Centennial Plaza in front of the historic Burlingame Avenue Train Station to commemorate the 100th anniversary of the year the City was incorporated. The project area includes the space immediately in front of the train station facing Burlingame Avenue, as well as the City parking lot to the north. Some of the goals of the project are to: ■ Create a space designed for public events, such as a farmer's market or a place for a band to play ■ Maintain the historic view of the train station from Burlingame Avenue ■ Use the parking lot for weekday commuters & public events on the evenings and weekends ■ Complement the work being done by Caltrain as a part of their platform renovation project. John Cahalan Landscape Architect has been selected to design the plaza. He will be presenting his design options and seeking public input on the final conceptual design of the plaza at the next Parks and Recreation Commission Meeting. `-- Parks and Recreation Commission Meeting Thursday, May 17, 2007 7:00 p.m. City Council Chambers 501 Primrose Road Your ideas are important to us. Please come to the meeting and help us plan Centennial Plaza! My first idea is for a Centennial Clock (tile, iron, bronze, copper?) that chimes and is placed on the side of the train station building. (see pictures below) A gazebo — a place where we could put a band to play on summer evenings. A place where speakers could give speeches. Or just a place where a ceremony could take place. At the very least a raised area which will act as a stage area. An arbor- a shady place that can hold tables and chairs. Maybe rose bushes or wisteria or even grape vines could grow over it. Running Electrical would be very important. Make sure that it has enough ampage to allow for any kind of future use such as concerts, lighting, etc. It should also have outdoor speaker system built in so all you have to do is plug in. Portable speakers would not be -necessary. Have many outlets avail -able with a -shutoff. Extension vords mould -not be necessary. Cable TV hookup would be great too so that we could show a game or important TV show if necessary. This is the time to do the wiring for these things! ! ! It would actually be great if we could run some solar electricity. Speaking ,of Lighting — Vintage street lamps. Maybe we .could buy them from San Mateo. . I saw some at the El Camino off ramp from HWY 92. Also those lights with the big light bulbs would be pretty for some of the night time activities but they would be stolen if they were kept out all the time. So I would just get them and use them for special occasions. Wire the plaza so they could be plugged in easily and neatly. You might as well hook up for WiFi access. Locking — removable meter would be great so would not be such an eyesore. They might be too cost prohibitive though. A seedling from "Tom" could be planted. The look of the plaza should have color. Maybe Mexican multi colored tile mixed with terra cotta tile. Lois of geranium, bougatinvillen, ivy, lavender. There should definitely be a dedicated source of running water so that any plants could be watered.
