Five of these items were referred to the Parks & Recreation Commission for input. These items are: • Parks & Recreation Department should reserve some space for community meetings instead of conducting classes (29) • Improve signage in Mills Canyon (52) • Need for directional signage to Mills Canyon (53) • Removing the Parks Yard from Washington Park (54) • More lap hours at pool (57) We will be discussing each of these items at the February 16'" Commission meeting and your feedback or recommendations will be forwarded back to Council. In the meantime, staff will be preparing information on each of these items. Please let me know if you have any questions or if there is specific information you would like to have either before or during the meeting. Thank you. I Purpose of Presentation This presentation will cover: • the need for the measure • the Parks for the Future process to date • recommendations from the Parks for the Future participants, including the distribution of funds • the possible timeline While this item is presented as information only, Parks for the Future representatives are using it as an opportunity to receive feedback from council/commission members and the public. 11 73 U { rr { h{ t I q e y Funding Needs SAN MATEO COUNTY • Operating budget reduced by 40% since FY 02/03. • $100 million in deferred maintenance & capital needs • Staffing levels have been reduced from 94.3 FTE in 1990 to 65 FTE in 2005. CITIES HAVE SIMILAR NEEDS Lolfl 0 :4 LI 6111:191 M1144 k"i • Pursue 1/8th-cent sales tax - Pursue the enabling legislation required for ballot measure • Do not form a special district, utilize CCAG as Governing Board • Governance responsibilities of the managing board include distribution of funds, auditing and reporting functions • Funds are for park and recreation -- maintenance, operations, activities and programs, capital improvements and acquisition • The formula for distributing funds to County, cities & districts - Use population and a base amount to small cities as the method for distributing funds to cities (Determined we could not use other methods such as acreage, programs or budgets) • Determined how to ensure tax revenue supplements, not supplants, existing park budgets I Whv choose a 1/8th cent sales tax? This approached was taken because • strong level of support for cone-eighth cent sales tax in -crease • the amount of revenue that would be raised though the tax • the desire not to create another special district or level of bureaucracy to administer the tax. As part of their effort, they will conduct additional polls and focus groups, prepare campaign literature and engage in a grassroots effort to pass the measure.
