HONORABLE MAYOR AND CITY COUNCIL FROM- SYED MURTUZA, ASSISTANT DIRECTOR OF PUBLIC WORKS DATE: JANUARY 25, 2006 h SUBJECT: UPDATE REGARDING A WiFi NETWORK INSTALLATION IN BURLINGAME BACKGROUND: As part of the budget goals, Council requested staff to explore the possibility of installing a WiFi network in the downtown districts through an encroachment permit process. Staff performed research and contacted several companies including Anchor-Free Network, Tropos Network and Metrofi Network to determine their interest in setting up a WiFi network in Burlingame. DISCUSSION: Staff was first approached by Anchor-Free Network, a company based in Palo Alto which had installed a WiFi network in downtown Palo Alto and in various downtown San Francisco locations. Staff met on several occasions for over a year with Anchor-Free to negotiate an agreement as well as to identify locations where the antennas would be set up. However, staff has not been able to reach Anchor-Free for the past five months and it is unclear whether Anchor-Free is still interested in setting up a network in Burlingame. Staff is now working with a company called Metrofi Network based in Mountain View. Metrofi is in the network business for over three years and has successfully installed a WiFi network in Cupertino, Mountain View and Sunnyvale. The company has two business models as follows: Free Internet through WiFi Network: In this model, the customers are provided with free internet service from Metrofi and, in return, agree to receive advertisements from sponsors as they browse the internet. Metrofi would receive advertising revenues from their sponsors which would help pay for the free internet service. Regular Service based on Fee: In this model, the customers are expected to pay a basic fee of $ 19. 95 per month for their internet service and would not need to agree to receive any advertisements. At staff's request, Metrofi performed a preliminary assessment on installing a network in Burlingame. At this point it does not appear that it is economically feasible to install the network in just the downtown areas. Therefore the company is currently evaluating other options including the feasibility of installing the network in the 3 downtown areas and the residential areas thereby connecting the residents with the merchants. The results of the feasibility study are expected this spring. NEXT STEPS: Staff will continue work with Metrofi in exploring the feasibility of a WiFi network as well as encourage other companies to install a system through the encroachment process. In addition, staff is also looking into joining the San Mateo County Telecommunication Authority (SAMCAT) and other Silicon Valley cities in a WFi network. A consortium of cities in the Silicon Valley along with SAMCAT are developing a request for proposals to provide a WiFi network in the region. The details of the proposals are still being worked out. Another option is for Burlingame to install a Municipal WiFi Network similar to cities such as Healdsburg in Northern California and Cerritos in Southern California. The IT Department would issue an RFP to seek proposals from prospective contractors to study the feasibility of setting up a WiFi network, including determining the operation and maintenance costs as well as revenues from the service. Based on the results of the study, Council would decide on whether to take further steps in the process. Thank you. When we select streets for our resurfacing project each year, we send our preliminary plans to the Water and Sewer Divisions along with other utility companies for their review. If there are major projects involving utility replacements, we will exclude these streets in our final resurfacing project. However, sometimes there is work involving emergency utility repairs that can't be anticipated ahead of the resurfacing. Also, there are situations where building permits are requested involving utility upgrades for businesses or homeowners after a street resurfacing is completed. In these cases, we need to allow the utility trenching in order to faciliate opening a new business or allowing occcupancy in a new house. Often, because of issues beyond our control, such as funding availability, utility companies change their utility upgrade plans. When this happens, we may not be able to stop their utility upgrade because of the overall effect on the neighborhoods. We will continue try our best to avoid these conflicts. Ideally, after a major street is paved there should not be any excavations allowed for the next 5 years. However, the major streets usually contain more utilities and therefore have a greater probability of emergency utility work or upgrades. We will try to minimize trenching on a newly paved street by continuing to closely coordinate with utility agencies on their planned improvements. Regarding to Burlingame Avenue, there are plans to upgrade the water and sewer systems within the next few years.
