1. CALL TO ORDER AND ROLL CALL
Mayor Brownrigg called the session to order at 9:00 a.m. in the Lane Room at the Burlingame Public
Library on Primrose. Council members Deal, Keighran, Nagel and Ortiz were present.
2. REVIEW OF LAST YEAR'S GOAL SEETING PROCESS AND FY 2013-14 GOALS
AND STRATEGIES• REPORT ON PROGRESS ON IMPLEMENTATION ACTION
PLAN, SIX MONTH UPDATE
CM Goldman reviewed the following five goals that were developed last year and gave an update as to
how they have been achieved or are getting close to being achieved:
Goal 1 — Ensure that Burlingame is an attractive and safe community that honors its history and
community character
Goal 2 — Sustain long-term financial strength with increased and diverse revenue sources
Goal 3 — Enhance Burlingame's downtown and commercial districts
Goal 4 — Maintain and enhance Burlingame's high quality services that meet the 'needs of the
community
Goal 5 — Strive to promote environmentally sustainable policies and outcomes
CM Goldman also reviewed the strengths, weaknesses, opportunities and threats (SWOT) that were
developed at the Goal Session in 2013 and quickly explained each one.
Councilmembers commented on the transient occupancy tax, building up our reserves, and better
communication with residents through social networks. Councilmembers also spoke about drawing on
the technical expertise of some of the residents and the City Commissioners as strengths.
A few members of the public spoke that pedestrian safety on the sidewalks and crosswalks, heritage
tree removal on El Camino Real, and the drought are threats.
There was additional discussion of the current five goals and edit recommendations resulted in the
following revised goals:
Goal 1 - Ensure that Burlingame is an attractive and safe residential community that honors its history

Goal 2 - Sustain long-term financial strength with increased and diverse revenue sources, greater
expenditure controls, and strong reserve policies
Goal 3 - Enhance and promote Burlingame's downtown and commercial sectors
Goal 4 - Maintain and enhance Burlingame's high quality services that meet the needs of the -�
community
Goal 5 - Strive to promote more environmentally sustainable policies and outcomes
Mayor Brownrigg asked the Department Heads to each comment on what is a threat and what is an
opportunity in their respective departments.
BREAK
There was a 15-minute break.
CM Goldman reviewed strategies and tasks relative to the goals and the Councilmembers
recommended various strategies for each goal.
The Mayor opened the public comment period and the following members of the public spoke:
Kathy Schmidt spoke about the Burlingame Neighborhood Network.
Ann Wallach spoke about encouraging business to the area.
Betsy McGinn spoke about intersection restrictions and citing people riding their bicycles on
Burlingame Avenue. --�
Sandra Lang spoke about editing Goal Ito add increase awareness of public responsibility.
Mark H spoke about enforcing residential street parking limitations.
Samantha McVale spoke about providing drought resistant landscaping brochures to the hotels and
highlighting what is in Burlingame.
John Root spoke about pedestrian safety downtown in the crosswalks and providing code enforcement.
Jennifer Pfaff made various recommendations to Goal 3.
Mike McCord spoke about energy efficiency and greening up the existing businesses.
Karen Dittman spoke about public art and more police presence in the neighborhoods.
Lisa Happich thanked the City on behalf of the Citizens Environmental Council(CEC) and highlighted
what the CEC has done.
Nirmala Bandrapalli spoke about the unsafe sidewalks and tripping hazards.
Holly Daley spoke about the Burlingame Neighborhood Network.
CM Goldman reviewed the next steps and said staff will adjust language as necessary, add additional
recommendations if needed and identify each task as short-,medium-, or long-term. CM Goldman
said once that is accomplished Council will review, adjust, and adopt the final plan. "~
CM Goldman and Mayor Brownrigg thanked Council, staff and members of the public for
participating in the meeting.

Mayor Brownrigg adjourned the meeting at 12:07 p.m.
