CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Brownrigg called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Lee Thompson. 3. ROLL CALL MEMBERS PRESENT: Brownrigg, Deal, Keighran, Nagel, Ortiz MEMBERS ABSENT: None 4. REPORT OUT FROM CLOSED SESSION CA Kane advised that in addition to the City Negotiators indicated on the agenda, Angie Rodriguez of the Human Resources Department was also in attendance. CA Kane also advised that only the AFSCME negotiations were discussed and the Teamsters negotiations were postponed to allow that group time to meet. Mayor Brownrigg advised that the Council had a study session prior to the meeting to exchange ideas about meeting with the business owners, property owners and residents of Broadway about how to make Broadway better and a more vibrant area. Mayor Brownrigg said the City would welcome input from the public and recommended they can contact Community Development Director William Meeker. 5. UPCOMING EVENTS Mayor Brownrigg reviewed the upcoming events taking place in the City. 6. PRESENTATION a. PRESENTATION BY VICE MAYOR NAGEL ON SAN MATEO COUNTY'S CURRENT PLAN FOR IMPROVING TRANSPORTATION AND RELIEVING TRAFFIC CONGESTION Vice Mayor Terry Nagel gave an informative, high level overview of some of the transportation projects in San Mateo County. 1 Burlingame City Council May 19, 2014 Approved Minutes Vice Mayor Nagel advised that the three agencies that comprise the San Mateo County Transit District are Caltrain, SamTrans, and San Mateo County Transportation Authority. Vice Mayor Nagel reviewed the City's representatives for each of those agencies and the representatives for the City/County Association of Governments of San Mateo County. Vice Mayor Nagel said that Caltrain is breaking records with their ridership while SamTrans is suffering from declining ridership and they are in the process of revamping their agency. Vice Mayor Nagel reviewed the Transportation Authority Measure A projects since 1988, the Transportation Authority Burlingame projects completed,the County projects in the works, and the Burlingame projects in the works. Vice Mayor Nagel invited the public to the Sustainable San Mateo County's Spring Report Launch and Lunch on June 3, 2014 at the SamTrans Auditorium in San Carlos. Vice Mayor Nagel requested feedback from the Council and Councilman Deal said SamTrans is showing improvement since they looked at the routes and redid many of them. There was also discussion about the desire for shuttle service for residents in the Burlingame hills area, shuttles to the Bayfront area to attract developers, and shuttles that stop and pick up on demand to attract more riders. Mayor Brownrigg opened the item for public comment, and there were no comments. Mayor Brownrigg thanked Vice Mayor Nagel for her presentation and thanked both she and Councilman Deal for their commitment to the transportation agencies that they represent. 7. PUBLIC COMMENTS Burlingame resident Cynthia Cornell spoke about the lack of affordable rental units in Burlingame. There were no further comments from the floor. 8. CONSENT CALENDAR Mayor Brownrigg asked if any members of the public wished to remove any items from the Consent Calendar, and there were no requests. Mayor Brownrigg removed items 8a and 8d for further discussion. Vice Mayor Nagel removed item 8e for further discussion. Councilwoman Keighran made a motion to approve items 8b and 8c of the Consent Calendar; seconded by Councilman Ortiz. The motion was approved unanimously by voice vote, 5-0. a. APPROVE THE CITY COUNCIL MEETING MINUTES OF MAY 5,2014 CC Kearney requested Council approve the City Council meeting minutes of May 5, 2014. Mayor Brownrigg made a correction to item 12, Future Agenda Items. Mayor Brownrigg made a motion to approve item 8a; seconded by Vice Mayor Nagel. ADOPTION OF A RESOLUTION AWARDING A CONSTRUCTION CONTRACT TO BAY PACIFIC PIPELINES, INC. FOR THE LAGUNA DRAINAGE IMPROVEMENT PROJECT AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSTRUCTION AGREEMENT DPW Murtuza requested Council adopt a Resolution No. 40-2014 awarding a construction contract to Bay Pipelines for the Laguna Drainage Improvement Project and authorizing the City Manager to execute the agreement. C. ADOPTION OF A RESOLUTION INITIATING PROCEEDINGS FOR RENEWING THE LEVY AND COLLECTION OF ASSESSMENTS FOR THE DOWNTOWN BURLINGAME AVENUE STREETSCAPE IMPROVEMENT PROJECT FOR FISCAL YEAR 2014-15 DPW Murtuza requested Council adopt the following three Resolutions initiating proceedings for renewing the levy and collection of assessments for the downtown Burlingame Avenue Streetscape Improvement Project for Fiscal Year 2014-15: Resolution No. 41-2014 initiating proceedings for the levy and collection of assessments for the Downtown Burlingame Avenue Streetscape Improvement Project for Fiscal Year 2014-15. Resolution No. 42-2014 approving the annual report for the Downtown Burlingame Avenue Streetscape Improvement Project for Fiscal Year 2014-15. Resolution No. 43-2014 declaring its intention to levy and collect assessments for the Downtown Burlingame Avenue Streetscape Improvement Project for Fiscal Year 2014-15. d. ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A COST SHARING AGREEMENT WITH THE TOWN OF HILLSBOROUGH FOR SANITARY SEWER IMPROVEMENTS IN CONJUNCTION WITH THE RALSTON/PEPPER HYDRAULIC CAPACITY IMPROVEMENTS PROJECT DPW Murtuza requested Council adopt Resolution No. 44 -2014 authorizing the City Manager to execute a cost sharing agreement with the Town of Hillsborough for sanitary sewer improvements in conjunction with the Ralston/Pepper Hydraulic Capacity Improvements Project. Mayor Brownrigg commented that this agreement is a perfect example of the City of Burlingame and the Town of Hillsborough working together and thanked the staff from both cities for continuing the excellent relationship between the two cities. Vice Mayor Nagel made a motion to adopt Resolution No. 44-2014; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0. e. UPDATE TO THE URBAN FOREST MANAGEMENT PLAN PR&D Glomstad requested Council approve the updates to the Urban Forest Management Plan. Vice Mayor Nagel said she removed this item just to call attention to the fact that the City has an Urban Forest Management Plan and it is an excellent and very thorough report. It emphasizes that the City of 3 Burlingame City Council May 19,2014 Approved Minutes Burlingame cares about its trees and has been a Tree City for 36 years and is fifth in the state with that distinction. Vice Mayor Nagel made a motion to approve the Urban Forest Management Plan; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0. 9. PUBLIC HEARINGS There were no public hearings. 10. STAFF REPORTS AND COMMUNICATIONS a. SET PUBLIC HEARING DATE FOR AN APPEAL OF THE PLANNING COMMISSION'S APPROVAL OF APPLICATIONS FOR DESIGN REVIEW,A HILLSIDE AREA CONSTRUCTION PERMIT AND SPECIAL PERMITS FOR AN ATTACHED GARAGE AND FOR BASEMENT CEILING HEIGHT FOR A NEW SINGLE-FAMILY DWELLING TO BE CONTRUCTED AT 2747 BURLINGVIEW DRIVE CDD Meeker reviewed the staff report and requested Council set a public hearing for the appeal on June 16, 2014. Councilman Deal would like some information on the Hillside Ordinance included in the staff report when the item is presented on June 16,2014. Mayor Brownrigg made a motion to accept June 16,2014 as the date for the public hearing of the appeal; seconded by Councilman Ortiz. The motion was approved unanimously by voice vote, 5-0. 11. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS Council reported on various events and committee meetings they each attended on behalf of the City. 12. FUTURE AGENDA ITEMS There were no requests for future agenda items. 13. ACKNOWLEDGMENTS a. Department Reports: Building,April 2014 14. ADJOURNMENT Mayor Brownrigg adjourned the meeting at 8:11 p.m. and remembered Stan Baylock, father-in-law of former Mayor and Councilmember Cathy Baylock,who passed away in Massachusetts and in memory of Burlingame resident Maurice Crouch. Vice Mayor Nagel remembered her former neighbor and long-time Burlingame resident George Nagata.
