BURLINGAME CITY COUNCIL

Regular Meeting of June 2,2014
1. CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall
Council Chambers. Mayor Brownrigg called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
Led by John Kohli.
Mayor Brownrigg asked the Police Department to advise the public concerning the trailer that the
Councilmembers toured in front of City Hall prior to the meeting. Captain Eric Wollman spoke and said the
Police Operations Command Trailer was part of a$250,000 grant from the Office of Traffic Safety to fund
the Saturation Traffic Enforcement Program. Captain Wollman said the Command Trailer would be used as
a Mobile Command Center and could be taken to any events or critical incidents.

4. REPORT OUT FROM CLOSED SESSION
CA Kane advised that Council met in Closed Session, and there was no reportable action at this time.
5. UPCOMING EVENTS
Mayor Brownrigg reviewed the upcoming events taking place in the City.
6. PRESENTATION
a. NINE SPORT STAR AWARDS PRESENTATION TO BURLINGAME INTERMEDIATE
SCHOOL STUDENTS
Recreation Coordinator Mike Noce and Mayor Brownrigg presented certificates to Burlingame Intermediate
School students Tyler Chan, Grant Cosko, Rory Douglass, Luke Eichensehr, Aaron Gomez, Eileen Kohli,
and Annie Lu and congratulated them on their fine accomplishment of participating in nine seasons of after
school sports for three years. Burlingame Intermediate School Bradley Kishiyama, also a Nine Sports Star
Award recipient, was unable to attend the meeting.

Mayor Brownrigg thanked Mike Noce and the Parks & Recreation Department staff and commended the
students on their excellent achievements.
7. PUBLIC COMMENTS
Burlingame resident Jennifer Pfaff presented Mayor Brownrigg with some items from the Burlingame
Historical Society to take on his upcoming trip to China. A teacher from Roosevelt School in Burlingame
spoke about the recent survey the third grade students conducted. There were no further comments from the
floor.
8. CONSENT CALENDAR
Mayor Brownrigg asked if any members of the public wished to remove any items from the Consent
Calendar, and there were no requests.
Vice Mayor Nagel made a correction to the spelling of George Nagata's name in the May 19, 2014 City
Council meeting minutes.
Vice Mayor Nagel made a motion to adopt the Consent Calendar; seconded by Councilwoman Keighran.
The motion was approved unanimously by voice vote, 5-0.

CC Kearney requested Council approve the City Council meeting minutes of the Budget Study Session on
May 14, 2014 and the regular Council meeting on May 19, 2014. —�
b. ADOPTION OF A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE
AN AMENDMENT TO THE AGREEMENT WITH CAINE COMPUTER CONSULTING,
LLC TO PROVIDE INFORMATION TECHNOLOGY SERVICES TO THE CITY'S POLICE
DEPARTMENT
PC Wood requested Council adopt Resolution No.45 -2014 approving and authorizing the Mayor to execute
an amendment to the agreement with Caine Computer Consulting, LLC to provide information technology
services to the City's Police Department.
C. ADOPTION OF A RESOLUTION AUTHORIZING AMENDMENT OF THE CITY
ATTORNEY'S EMPLOYMENT AGREEMENT TO PROVIDE A SALARY INCREASE OF
2.25%
CM Goldman requested Council adopt Resolution No.46 -2014 amendment of the City Attorney's
employment agreement to provide a salary increase of 2.25%.
9. PUBLIC HEARINGS
a. ADOPTION OF A RESOLUTION TO RENEW LEVY AND COLLECTION OF
ASSESSMENTS FOR THE DOWNTOWN BURLINGAME AVENUE STREETSCAPE
IMPROVEMENT PROJECT FOR FISCAL YEAR 201445

DPW Murtuza reviewed the staff report and requested Council adopt the Burlingame Avenue Streetscape
Improvements Assessment Resolution.
Mayor Brownrigg opened the public hearing. There were no comments from the floor, and the hearing was
closed.
Vice Mayor Nagel made a motion to adopt Resolution No. 47-2014 to renew the levy and collection of
assessments for the downtown Burlingame Avenue Streetscape Improvement Project for Fiscal Year 2014-
15; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0.
b. PUBLIC HEARING AND INTRODUCTION OF AN ORDINANCE AMENDING THE
BURLINGAME MUNICIPAL CODE BY ADDING TITLE 21 —HISTORIC RESOURCE
PRESERVATION
CDD Meeker reviewed the staff report and advised that at the joint City Council/Planning Commission
meeting on March 1, 2013 the City Council provided direction to staff to proceed with preparation of an
amendment to the Burlingame Municipal Code adding a title establishing a historic preservation program in
the City of Burlingame, with further direction that the program only be available to property owners owning
properties within the geographical boundaries of the Burlingame Downtown Specific Plan planning area.
CDD said once designated by the City, properties listed on the local register will become eligible for the five
incentives listed in the staff report. Mr. Meeker advised that the most significant of the five incentives is the
property tax reduction that may be anywhere from 40%to 70%, dependent upon local economic conditions.
Councilwoman Keighran made a motion to waive further reading of the proposed Ordinance amending the
�. Municipal Code by adding Title 21 —Historic Resource Preservation; seconded by Vice Mayor Nagel. The
motion was approved unanimously by voice vote, 5-0. Councilwoman Keighran made a motion to introduce
the Ordinance; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0.
There was brief Council discussion and questions. CDD Meeker said information about the program would
be on the City's website. Mr. Meeker said there is not currently an historic register maintained by the City,
but once the program is adopted, a register would be established. Mr. Meeker advised that he and CA Kane
would look into whether the trees along El Camino Real would be eligible for this program.
Since this program is voluntary, Councilwoman Keighran made a motion to bring the Ordinance back for
adoption; seconded by Councilman Ortiz. The motion was approved unanimously by voice vote, 5-0.
Mayor Brownrigg opened the public hearing. There were no comments from the floor, and the hearing was
closed.
10. STAFF REPORTS AND COMMUNICATIONS
a. COMMUNITY GROUPS FUNDING FOR FY 2014-15
FinDir Augustine reviewed the staff report and requested Council discuss the final grant amounts calculated
for the various community groups, totaling $42,265 for fiscal year 2014-15, and provide direction on awards.
FinDir Augustine advised these awards are contingent upon the budget passing on June 16, 2014.

Vice Mayor Nagel recused herself from voting on a donation to the Burlingame Neighborhood Network
since she is a member of that organization. Vice Mayor Nagel, speaking on behalf of the Burlingame
Neighborhood Network(BNN), advised that if the City approves funding a part-time position for this I-N
organization, the City's donation to BNN would be returned. Vice Mayor Nagel also requested that the
Council consider increasing the donation to Star Vista.
Councilwoman Keighran recused herself from voting on a donation for CORA since she sits on the Board.
Councilwoman Keighran also noted, for the record, that she did indicate an amount for Burlingame
Neighborhood Network but if they were granted that position, she would rescind her recommended donation.
Mayor Brownrigg opened the item for public comment, and Laura Fannuchi of HIP Housing spoke. There
were no further comments.
Councilman Deal made a motion to approve Resolution No. 48-2014 approving the allocation of funding
requests, with an additional $400 for Star Vista, for Community Service Organizations for Fiscal Year 2014-
15; seconded by Vice Mayor Nagel. The motion was approved unanimously by voice vote, 5-0.
b. ADOPT A RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT WITH THE BURLINGAME CHAMBER OF COMMERCE
TO PROVIDE INFORMATION AND PROMOTION SERVICES IN FISCAL YEAR 2014-15
CM Goldman reviewed the staff report and gave an overview of the events that the Chamber of Commerce
shares with the City.
Mayor Brownrigg opened the item for comment and John Delaney and Linda White of the Chamber Board
of Directors spoke about the community events that are sponsored by the Chamber of Commerce.
Council requested their assistance with the Broadway Summit and Georgette Naylor, President of the
Chamber of Commerce said they would be more than happy to assist. The Council also commented and
complimented the Chamber on their new website. Council also would like the Chamber to think about how
to make the downtown more dynamic,possibly with public art.
Vice Mayor Nagel made a motion to adopt Resolution No. 49-2014 approving and authorizing the City
Manager to execute an agreement with the Burlingame Chamber of Commerce to provide information and
promotion services in Fiscal Year 2014-2015; seconded by Councilwoman Keighran. The motion was
approved unanimously by voice vote, 5-0.
11. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS
Council reported on various events and committee meetings they each attended on behalf of the City.
