CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Keighran called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Police Chief Ed Wood. 3. ROLL CALL MEMBERS PRESENT: Baylock,Brownrigg, Deal, Keighran,Nagel MEMBERS ABSENT: None 4. REPORT OUT FROM CLOSED SESSION There was no closed session. 5. UPCOMING EVENTS Mayor Keighran reviewed the upcoming events taking place in the City. 6. PRESENTATION a. SWEARING IN OF NEW POLICE OFFICERS PC Wood welcomed everyone to the badge pinning and said it is a time honored tradition in law enforcement. Captain Mike Matteucci introduced Administrative Secretary Melissa Mortz, who was hugged by her son. Captain Eric Wollman introduced Police Officer Ben Filice,who was pinned by his brother. Captain Matteucci introduced Records Clerk Gloria Collins, who was pinned by her dad. Captain Wollman introduced Police Officer Brett Leonard, who was pinned by his mom and dad. Captain Matteucci introduced Dispatcher Jo Ann Featherstone,who was pinned by her husband. Captain Wollman introduced Corporal Jason Orloff, who was pinned by his dad. PC Wood administered the Oath of Office to the new members of the Police Department. 1 Burlingame City Council December 2,2013 Approved Minutes 7. PUBLIC COMMENTS Burlingame resident Charlie Nordinger spoke about noise pollution from leaf blowers and lawn mowers. There were no further comments from the floor. 8. CONSENT CALENDAR Councilman Deal made a motion to approve the Consent Calendar; seconded by Vice Mayor Brownrigg. The motion was approved unanimously by voice vote, 5-0. a. APPROVE THE CITY COUNCIL MEETING MINUTES OF NOVEMBER 18,2013 CC Kearney requested Council approve the City Council meeting minutes of November 18, 2013. 9. PUBLIC HEARINGS There were no public hearings. 10. STAFF REPORTS AND COMMUNICATIONS a. MAKE AN APPOINTMENT TO THE TRAFFIC, SAFETY & PARKING COMMISSION CM Goldman advised that Commissioner Caroline Serrato's term has expired and Commissioner Serrato chose not to reapply. The vacancy was publicized, and notification letters were sent to past Commission applicants. Four applications were received as of the extended deadline of November 15, 2013, and the four applicants were interviewed by the Council on November 25, 2013. Mayor Keighran opened the item for public comment, and there were no comments. CC Kearney gave each Councilmember a ballot to vote for one of the four candidates. The ballot submissions resulted in John Martos receiving the votes of Councilmembers Baylock, Deal, Keighran and Nagel. William Jorajuria received the vote of Vice Mayor Brownrigg. John Martos was appointed to the Traffic, Safety&Parking Commission for a three year term, ending in November 2016. b. DECLARE ELECTION RESULTS OF NOVEMBER 5,2013 CC Kearney reviewed the staff report and requested Council adopt a Resolution declaring the results of the General Municipal Election held on November 5, 2013. Ann Keighran, Michael Brownrigg and Ricardo Ortiz received the most vote counts for the three open Council seats. Councilwoman Baylock made a motion to adopt Resolution No. 92-2013 declaring the election results; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0. 11. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS Council reported on various events and committee meetings they each attended on behalf of the City. 2 Burlingame City Council December 2,2013 Approved Minutes 12. FUTURE AGENDA ITEMS There were no future agenda items. 13. ACKNOWLEDGMENTS a. Commission Minutes: Traffic, Safety&Parking, October 11, 2013; Planning,November 12, 2013 14. CEREMONIAL a. INSTALLATION AND ROTATION OF COUNCIL Reelected Mayor Ann Keighran was sworn in by her mother, Katie O'Brien; Reelected Vice Mayor Brownrigg was sworn in by his wife, Marty and sons, Jack and Peter; newly elected Councilmember Ricardo Ortiz was sworn in by California State Senator Jerry Hill. Mayor Keighran introduced the following dignitaries in attendance: State Senator Jerry Hill, San Mateo County Supervisor Dave Pine, Ben Cohen of Assemblyman Kevin Mullin's office, former Mayors Rosalie O'Mahony and Joe Galligan. Mayor Keighran spoke and noted the highlights of Council's accomplishments during the year and thanked City staff for all their dedication and expertise. She particularly thanked Public Works Director Syed Murtuza for his efforts on behalf of the Burlingame Streetscape that represents a clear example of a project that has left a positive mark on the downtown. She also thanked her family for their support. Following her remarks, Mayor Keighran reviewed the rotation of Council Officers process and introduced the new Mayor Michael Brownrigg. Mayor Keighran passed the gavel to Mayor Brownrigg. Mayor Brownrigg spoke and chronicled some of the events and accomplishments of the City since he took office four years ago. Mayor Brownrigg stated that the past year has been an incredible one and Mayor Keighran has set the bar very high. He said that Mayor Keighran and all the members of the Council have been champions of decisiveness this past year. Mayor Brownrigg invited everyone to join him and his fellow Councilmembers for refreshments out in the lobby. 15.
