CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Jerry Deal called the meeting to order at 7:03 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Lisa Goldman. 3. ROLL CALL COUNCILMEMBERS PRESENT: Baylock, Brownrigg, Deal, Keighran, Nagel COUNCILMEMBERS ABSENT: None 4. APPROVAL OF MINUTES Councilwoman Baylock made a motion to approve the minutes of the November 5, 2012 regular Council meeting as amended; seconded by Vice Mayor Keighran. The motion was approved unanimously by voice vote, 4-0-1 (Nagel abstained). 5. PRESENTATION Police Chief Wood presented the following Burlingame police officers with pins: Laura Terada- Sergeant; David Tackett- Corporal; Jason Roberts- Corporal; Brett Murphy- Corporal; Mike Bolanos- Officer; Robert Davies- Officer; Tara Filiere- Dispatcher. 6. PUBLIC COMMENTS None 7. STAFF REPORTS AND COMMUNICATIONS a. Consideration of a Resolution of the City Council of the City of Burlingame appointing Lisa Goldman as City Manager and approving and authorizing the Mayor and Council to execute an employment agreement with Lisa Goldman. CM Nantell presented the staff report. As a result of the recruitment efforts numerous applications were received and screened and subsequently the full City Council interviewed the finalists. Ms. Lisa Goldman 1 Burlingame City Council November 19, 2012 Approved Minutes was unanimously selected as the next City Manager for the City of Burlingame. To formalize the appointment of Ms. Goldman,the City Council should adopt Resolution No. 80-2012 which memorializes the appointment and also approves the employment agreement with Ms. Goldman. Councilman Brownrigg made a motion to approve Resolution No. 80-2012 appointing Lisa K. Goldman City Manager and approving and authorizing the Mayor and Council to execute an employment agreement with Lisa K. Goldman; seconded by Councilwoman Baylock. The motion was approved unanimously by voice vote, 5-0. Lisa Goldman addressed the Council. She said she is thrilled to accept this position and acknowledged that she has big shoes to fill. She thanked Jim Nantell for all his help. Ms. Goldman said she has had a lot of responsibility in her current position and great experience which she is bringing with her to this community. Ms. Goldman said she is honored and appreciative that the Council has approved her contract. She acknowledged Lori Taylor, her friend from the City of Alameda, who accompanied her this evening. 8. CONSENT CALENDAR a. Approve Public Works Program Manager position adjustment from 0.80 to 1.0 FTE Vice Mayor Keighran made a motion to approve the consent calendar; seconded by Councilwoman Baylock. The motion was approved unanimously by voice vote, 5-0. 9. ACKNOWLEDGMENTS a. Commission Minutes: Planning, October 22, 2012 b. Department Reports: Building, October 2012; Finance, October 2012; Fire, October 2012 10. CEREMONIAL a. Rotation of Council Officers Mayor Deal introduced local dignitaries in attendance (Former Burlingame Mayor Rosalie O'Mahony, Supervisor Dave Pine, Former Finance Director Jesus Nava, Burlingame Elementary School Board member Michael ar er, and Senator-elect Jerry Hill). May eal light-heartedly reviewed his year as Mayor. He explained the Rotation of Council Officers process, introduced new Mayor Ann Keighran and turned the meeting over to Mayor Keighran. Mayor Keighran presented former Mayor Deal with a gavel plaque. Mayor Keighran introduced new Vice Mayor Michael Brownrigg. Mayor Keighran thanked her family members and everyone in the audience for coming this evening. She also welcomed Lisa Goldman. Mayor Keighran reflected on her last term as Mayor in 2008 and found it quite depressing because it was during the recession. She said the City needs to remember not to sit on our laurels but to remember that our City will always need improvements so we need to focus toward our future. Mayor Keighran said she has faith that the Council will progress forward and follow the criteria that has been set. She provided an overview of the Council goals for the coming year. Mayor Keighran said we have an exciting and challenging year ahead of us. It will be a year of change, implementation and progress. 2 Burlingame City Council November 19,2012 Approved Minutes Senator-elect Jerry Hill congratulated Mayor Keighran. He thanked former Mayor Deal for his great work in the previous year; though former Mayor Deal was modest in his comments, he specifically displayed great �-- leadership in transportation. Senator-elect Hill said it is exciting for him to be here this evening to also share in the pinning and promotions of the Burlingame Police officers. He stated that the City of Burlingame is very fortunate to have such an excellent police force and fire department. Senator-elect Hill commended Jim Nantell has an outstanding leader. He thanked Mr.Nantell for everything that he has brought to this community. 11. ADJOURNMENT Mayor Keighran adjourned the meeting at 7:55 p.m. in memory of Therese Heymann.
