CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Terry Nagel called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Jim Cogan. 3. ROLL CALL COUNCILMEMBERS PRESENT: Baylock, Brownrigg, Deal, Keighran,Nagel COUNCILMEMBERS ABSENT: 4. MINUTES Councilwoman Baylock made a motion to approve the minutes of the February 22, 2011 regular Council meeting; seconded by Councilman Brownrigg. The motion was approved unanimously by voice vote, 5-0. 5. PRESENTATIONS a. PRESENTATION OF A PROCLAMATION RECOGNIZING RED CROSS MONTH Mayor Nagel presented Matt Lucett, Chair of the San Mateo County Leadership Council, American Red Cross Bay Area Chapter, with a proclamation declaring March as Red Cross Month and honoring the Red Cross mission to prevent and relieve human suffering. Mr. Lucett thanked the Mayor, provided some statistics on assistance provided by the Red Cross, and advised of upcoming events. b. HEALTHY LIFESTYLE PRESENTATION BY JEAN FRASER, CHIEF, SAN MATEO COUNTY HEALTH SYSTEM Jean Fraser, Chief, San Mateo County Health System gave a presentation and reviewed the increase in obesity trends among adults in the United States since 1985 and the need to promote physical activity in all communities. C. PRESENTATION BY PG&E ON GAS LINE ASSESSMENT IN BURLINGAME 1 Burlingame City Council March 7,2011 Approved Minutes Jim Cogan, Government Relations Representative for PG&E spoke and said public safety is a top priority and they are working hard to restore public confidence in the safety and integrity of their gas pipeline operations. Mr. Cogan introduced Ashlie Simpson who gave a presentation on the location of the gas transmission lines, and an overview of the regular inspection,maintenance and monitoring programs of the gas pipeline system. Rick Salaz, PG&E Gas Superintendent,reviewed how they inspect the lines and addressed Council's questions and concerns. 6. PUBLIC HEARING a. CONDUCT A PUBLIC MEETING CONCERNING AMENDMENT TO THE SAN MATEO COUNTY TOURISM BUSINESS IMPROVEMENT DISTRICT TO ADD THE CITY OF BRISBANE,TO ADD A BRISBANE REPRESENTATIVE TO THE DISTRICT ADVISORY BOARD,AND TO ESTABLISH AND LEVY ASSESSMENTS ON THE HOTEL BUSINESSES IN BRISBANE CA Guinan reviewed the staff report and requested Council hold a public meeting to receive comments regarding an amendment to the San Mateo County Tourism Business Improvement District to include the City of Brisbane within the District as part of Benefit Zone B, to amend the Advisory Board to add one representative from Brisbane, and to establish and levy assessments on the hotel businesses in Brisbane. Mayor Nagel opened the public hearing. There were no comments from the floor, and the hearing was closed. 7. PUBLIC COMMENTS Burlingame resident, Susan Castner-Paine spoke on items l la and 11 b; Burlingame resident, Kathy Meriwether spoke about the PG&E power lines; Burlingame resident, Pat Giorni spoke about TDA bicycle funding and the need for public comments after certain items on the agenda. There were no further comments from the floor. 8. STAFF REPORTS AND COMMUNICATIONS a. . REQUEST TO DE-ANNEX JACKLING DRIVE CM Nantell reviewed the staff report that addressed the Council's direction to staff at the January 18, 2011 meeting concerning the financial impact to the Burlingame School District if the property at 1125 Jackling is de-annexed to Hillsborough, and information on how many properties in Burlingame may be in a similar situation. He advised that the de-annexation of the property would not impact the taxes,nor the bond measure assessments being paid to the school district. He also advised that there are approximately 38 parcels with primary access/address on Hillsborough owned streets,but no other parcel located in Burlingame's jurisdiction that is landlocked, as well as, utilizes a Hillsborough street address similar to 1125 Jackling Drive. Mr. J. R. Rodine, consultant to the Petitioner Maurissa Heffran, spoke and reviewed the situation and asked Council to please consider de-annexing the property to Hillsborough. 2 Burlingame City Council March 7,2011 Approved Minutes s Council discussion followed and Councilman Deal requested that the City Manager report Council's discussion to his counterpart at the Town Hillsborough. Councilwoman Keighran made a motion to approve Resolution No. 12-2011 consenting to the de-annexation of 1125 Jackling Drive from the City of Burlingame and to its annexation to the Town of Hillsborough, on certain terms and condition as outlined in the agreement, and approval of an agreement between the City of Burlingame and Maurissa Heffran regarding said organization; seconded by Councilwoman Baylock. The motion was approved by voice vote, 3-2 (Brownrigg and Deal voted no). 9. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS Council reported on various events and committee meetings each of them attended on behalf of the City. 10. PUBLIC COMMENTS Burlingame resident,Pat Giorni spoke again about opening up public comments on the agenda and on item 1 lb. Burlingame resident, Charles Voltz spoke on item 11 b. Burlingame resident, Jeff Londer spoke on items 11 a& 11 b. There were no further comments from the floor. 11. OLD BUSINESS a. HIGH SPEED RAIL UPDATE AND DISCUSSION& 11 b. REVIEW THE TENETS OF THE SAN MATEO COUNTY RAIL CORRIDOR PARTNERSHIP CM Nantell spoke and advised that he convened a meeting with his City Manager colleagues in the County to collectively address their frustration with high speed rail, since the High Speed Rail Authority does not respond to any of the issues that have been raised. He further advised that Congresswomen Anna Eshoo and Jackie Speier met with five of the cities on the corridor and they expressed their concerns that the group is somewhat disjointed and needs a more united voice to speak to the issues. CM Nantell said that the focus of San Mateo County Rail Corridor Partnership is to come together to leverage their influence on the issues that the cities do agree on. Council discussion followed about making our voice known about high speed rail and Caltrain so other cities are not making decisions for Burlingame;the need to work with the other cities; and although we are aligned with the PCC, we are geographically between Millbrae and San Mateo. Consensus was reached that there is a need to amend the language to clarify that the partners do not necessarily support the use of the Caltrain corridor for high speed rail. 12. NEW BUSINESS a. SCHEDULE APPEAL HEARING FOR 704 NEWHALL ROAD Council set March 21, 2011 as the hearing date for the Planning Commission appeal for 704 Newhall Road. 13. ACKNOWLEDGMENTS a. ADJOURNMENT Mayor Nagel adjourned the meeting at 10:20 p.m. in memory of Specialist Brian Tabada, a member of Burlingame's Adopt-A-Unit, who was killed in action in Afghanistan.
