CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Terry Nagel called the meeting to order at 7:09 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Rosalie O'Mahony. 3. ROLL CALL COUNCILMEMBERS PRESENT: Baylock, Brownrigg, Deal, Keighran,Nagel, COUNCILMEMBERS ABSENT: None 4. MINUTES Councilwoman Baylock made a motion to approve the minutes of the November 21, 2011 regular Council meeting; seconded by Councilwoman Keighran. The motion was approved unanimously by voice vote, 5-0. 5. STAFF REPORTS AND COMMUNICATIONS a. DECLARE ELECTION RESULTS OF NOVEMBER 8, 2011 CC Kearney reviewed the staff report and requested Council adopt Resolution No. 84-2011 declaring the results of the General Municipal Election held on November 8, 2011. Jerry Deal and Terry Nagel received the most vote counts for the two open Council seats. Councilwoman Baylock made a motion to adopt Resolution No. 84-2011 declaring the election results; seconded by Councilman Brownrigg. The motion was approved unanimously by voice vote, 5-0. 6. CEREMONIAL a. INSTALLATION AND ROTATION OF COUNCIL OFFICERS Re-elected Vice Mayor Jerry Deal was sworn in by the audience; re-elected Mayor Terry Nagel was sworn in by District Attorney Steve Wagstaffe. Mayor Nagel explained the rotation of Council Officers process. Mayor Nagel introduced the local dignitaries in the audience, reviewed the highlights of the Council's accomplishments during the year, and thanked City staff for all their dedication and expertise. Following her 1 Burlingame City Council December 5,2011 Approved Minutes remarks, Mayor Nagel introduced the new Mayor Jerry Deal and the new Vice Mayor Ann Keighran and the gavel was passed to Mayor Deal. Mayor Deal spoke and said he plans to focus on economic development, maintain quality fire and police -� departments, stay diligent about high speed rail and work on pensions and the unfunded liabilities while maintaining the quality of life in Burlingame. 9. PUBLIC COMMENTS There were no comments from the floor. 10. CONSENT CALENDAR Vice Mayor Keighran made a motion to approve the Consent Calendar; seconded by Councilman Brownrigg. The motion was approved unanimously by voice vote, 5-0. a. ADOPT A RESOLUTION AUTHORIZING PARTICIPATION IN PENINSULA FLEET SHARE PR&D Skeels requested Council adopt Resolution No. 85-2011 approving the City's participation in the Peninsula Fleet Share Program and authorizing the City Manager to execute an agreement to implement this program. b. ADOPT A RESOLUTION APPROVING AN UPDATED INTEGRATED PEST MANAGEMENT POLICY PR&D Skeels requested Council adopt Resolution No. 86-2011 adopting an updated Integrated Pest Management Policy. C. ADOPT RESOLUTIONS DESIGNATING THE CITY OF BURLINGAME EMPLOYEES AS OFFICIAL SIGNATORIES ON CITY INVESTMENT AND BANKING ACCOUNTS FinDir Nava requested Council adopt Resolution No. 87-2011 authorizing deposit of investment monies and bond proceeds in the State of California Local Agency Investment Fund; Resolution No. 88-2011 authorizing investment of monies in the State of California Local Agency Investment Fund; and Resolution No. 89-2011 authorizing City of Burlingame signatories for city checks, drafts and other orders drawn on the Bank of America. d. RECOMMENDATION TO CONFIRM MAYOR'S COUNCIL ASSIGNMENTS FOR 2012 CC Kearney requested Council approve the Mayor's Council assignments for 2012. 11. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS Council agreed to report at the next Council meeting so that everyone could enjoy the cake and champagne reception in the lobby. 12. ADJOURNMENT Mayor Deal adjourned the meeting at 7:45 p.m. in memory of Zac Pineda a resident of Burlingame and Wrestling Coach at Burlingame High School and Burlingame resident Bud Terry.
