BURLINGAME CITY COUNCIL
Approved Minutes
Regular Meeting of March 1, 2010
1. CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall
Council Chambers. Mayor Cathy Baylock called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
Led by Nick Brownrigg.
3. ROLL CALL
COUNCILMEMBERS PRESENT: Baylock, Brownrigg, Deal, Keighran, Nagel,
COUNCILMEMBERS ABSENT: None
4. MINUTES
Councilman Deal made a motion to approve the amended minutes of the regular City Council meeting of
February 16, 2010; seconded by Councilman Brownrigg. The motion was approved unanimously by voice
vote, 5-0.
5. PUBLIC HEARING
a. PUBLIC HEARING AND ACTION ON 2009-2014 HOUSING ELEMENT UPDATE —
MITIGATED NEGATIVE DECLARATION AND AMENDMENT TO THE GENERAL
PLAN
Planning Manager Brooks introduced Julie Maloney with the Metropolitan Planning Group who was
instrumental in assisting with the preparation of the Housing Element Update plan.
Planning Manager Brooks reviewed the staff report and requested Council conduct a public hearing and take
action on the Mitigated Negative Declaration and 2009-2014 Housing Element as an amendment to the
Burlingame General Plan. This is a State mandated requirement for each city and county to plan for the
housing needs for its share of the expected new households in the Bay Region over the next five years, as
well as for the housing needs of all economic segments of the City's population. This planning will be done
in Burlingame by updating the City' s 2002 Housing Element of the General Plan.
The housing needs assessment for Burlingame is 650 units, broken down between very low, low, moderate
and above moderate income levels. This number is considered Burlingame's "fair share" of housing based
on the jobs and the types of households that live in the City. Local governments are, however, not required

by State mandate to build housing directly or commit a city's operating funds to the effort of building
housing.
Council discussion followed and Councilwoman Keighran requested that page five of the document be
amended to indicate that the downtown specific plan has not yet been adopted.
Mayor Baylock opened the public hearing. There were no comments from the floor and the hearing was
closed.
Councilman Brownrigg requested that the following statement be included in the transmittal letter that the
City will send with the report to the State:
"Burlingame supports and takes seriously the objectives of our General Plan Housing Element. As we
submit this report, we feel compelled to point out that there is a major planning variable that we cannot
control, and that is the proposed advent of High Speed Rail through the middle of our city. If High Speed
Rail is implemented in a subterranean format (either trench or tunnel) then there will be significant new
housing, recreational and commercial development opportunities in Burlingame. If, on the other hand, High
Speed Rail is implemented in an elevated format, then not only will many of the sites that we have identified
for multiunit housing potentially be negatively impacted, but development opportunities throughout
Burlingame within a half mile of the tracks could be affected, which is a significant portion of our overall
stock."
Councilman Deal made a motion to approve Resolution No. 15-2010 adopting a Mitigated Negative
Declaration and adopting the 2009-2014 Housing Element Update as an Amendment to the General Plan;
seconded by Councilwoman Keighran (with page 5 amended). The motion was approved unanimously by
voice vote, 5-0.
6. PUBLIC COMMENTS
Burlingame resident, Pat Giorni spoke on several items. Burlingame resident, Stephen Hamilton spoke about
the Library Foundation. Burlingame resident Don Donoughe spoke on item 7c. There were no further
comments from the floor.
7. STAFF REPORTS AND COMMUNICATIONS
a. HIGH SPEED RAIL UPDATE AND DISCUSSION BY COUNCIL
Mayor Baylock began the discussion and asked for an exchange of information and update from the Council
members on the high speed rail project. The Mayor also advised that a comprehensive high speed rail
presentation by the Public Works Director would take place at the March 15, 2010 Council meeting.
Council discussion followed with an update on the Peninsula Cities Consortium meetings and what is taking
place with suggested strategies; reviewed the positive and negative impacts of the project; reported on a bus
tour that took place with the High Speed Rail Chairman and the Mayor of Anaheim. Mayor Baylock also
advised that the alternative analysis presentation is due to the high speed rail authority by April 1 , 2010 and
the cities will have 45 days to respond with public input and documentation.

b. CONSIDER APPOINTMENTS TO THE PLANNING COMMISSION
Each Councilmember voted for two applicants to fill the two vacancies, one for a four year term, ending in
April 2014 and one for an un-expired term, ending in April 2011 .
Councilman Brownrigg made a motion to reappoint incumbent, Richard Terrones to the four year term;
seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0.
Councilwoman Keighran made a motion to appoint Michael Gaul to fill the un-expired term, ending in April
2011 ; seconded by Councilman Deal. Council voted 4-0- 1 (Brownrigg voted no).
C. GOOGLE ULTRA-HIGH SPEED BROADBAND NETWORK
CM Nantell reviewed the staff report and provided the results of the survey monkey that was conducted
between the Community Insight Team and the E-News subscribers.
Council discussion followed and Mayor Baylock appointed Vice Mayor Nagel and Councilman Brownrigg
as a subcommittee to work with community volunteers to submit the City of Burlingame as a potential city
for participation in a pilot ultra high speed broadband network.
d. PROCESS FOR APPOINTING COMMISSIONERS
CA Guinan reviewed the staff report and reviewed some suggested changes that were mentioned at a
previous Council meeting.
Council discussion took place and the following desired changes to the Commission appointment process
were expressed: move from voice vote to written ballots for first round of voting (if no consensus then go to
discussion, at Mayor's discretion); option to discuss candidates after the interviews, at Council's discretion;
after interviews get perspective from the department person staffing the Commission; and prefer to do
interviews in one day unless impractical.

9. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS
Council reported on various events and committee meetings each of them attended on behalf of the City.
10. PUBLIC COMMENTS
Burlingame resident, Pat Giorni spoke on several items. There were no further comments from the floor.
11. OLD BUSINESS
Council discussed newspaper racks, electric charging station, Commissioner goals and objectives and new
Commissioner training.
