Regular Meeting of September 21, 2009
1. CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall
Council Chambers. Mayor Arai Keighran called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
Led by Jesus Nava.
3. ROLL CALL
COUNCILMEMBERS PRESENT: Baylock, Deal, Keighran, O'Mahony
--. COUNCILMEMBERS ABSENT: Nagel
4. MINUTES
Vice Mayor Baylock made a motion to approve the minutes of the September 8, 2009 regular Council
meeting; seconded by Councilman Deal. The motion was approved by voice vote, 4-0-1 (Nagel absent).
5. PRESENTATIONS
a. PRESENTATION OF PROCLAMATION DECLARING SEPTEMBER 20 — 26, 2009 AS
FALL PREVENTION WEEK
Mayor Keighran presented Patrice Christensen, Co-Chair of the Fall Prevention Task Force of the Hospital
Consortium of San Mateo County, with a proclamation declaring September 20 -26, 2009 as Fall Prevention
Week and recognized the San Mateo County Fall Prevention Task Force.
b. PRESENTATION BY YOUTH LEADERSHIP INSTITUTE'S ON TOBACCO POLICY
CAMPAIGN
Jose Ceja, a member of Youth Organizing San Mateo County, a program of the Youth Leadership Institute,
gave a presentation about youth access to tobacco.

There were no public hearings.
7. PUBLIC COMMENTS
There were no comments from the floor.
8. STAFF REPORTS AND COMMUNICATIONS
There were no Staff Reports.
9. CONSENT CALENDAR
Vice Mayor Baylock made a motion to approve Items 9a and 9b of the Consent Calendar; seconded by
Councilwoman O'Mahony. The motion was approved unanimously by voice vote, 4-0- 1 (Nagel absent).
a. APPROVAL OF GRAND JURY REPORT RESPONSE LETTER: RETHINKING THE
WASTE MANAGEMENT RFP PROCESS BY THE SOUTH BAY WASTE MANAGEMENT
AUTHORITY (SBWMA)
FinDir Nava requested Council approve Resolution No. 88-2009 approving the Grand Jury Report response
letter: Rethinking the Waste Management RFP process by the South Bay Waste Management Authority.
b. ADOPT RESOLUTION ACCEPTING AMERICANS WITH DISABILITY ACT (ADA)
MISCELLANEOUS SIDEWALK RAMPS, CURBS AND GUTTER PROJECT
DPW Murtuza requested Council approve Resolution No.89 -2009 accepting Americans with Disability Act
(ADA) miscellaneous sidewalk ramps, curbs and gutter project by Spencon Construction.
C. WARRANTS AND PAYROLL
FinDir Nava requested approval for payment of Warrants #41409-42007 and Visa payments C 1048-
C1077duly audited, in the amount of $2,767,020.23 ; Payroll checks #174898-175132 in the amount of
$2,788,411 . 17 for the month of August 2009.
10. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS
Council reported on various events and committee meetings each of them attended on behalf of the City.
a. PARTICIPANTS FOR THE MEASURE I DEBATE
Councilwoman Nagel will represent the Pro-Appointed City Clerk, Measure I side and Vice Mayor Baylock
said she would delegate the Pro-Elected City Clerk, Measure I side.
11 . PUBLIC COMMENTS
Burlingame resident Pat Giorni spoke about BART, High Speed Rail and residential street parking. There
were no further comments.

12. OLD BUSINESS
Councilwoman O'Mahony requested CA Guinan contact a resident on Easton Drive concerning a cracked
driveway due to a City tree.
13. NEW BUSINESS
There was no new business.
