CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Terry Nagel called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Mike McCord. 3. ROLL CALL COUNCILMEMBERS PRESENT: Baylock, Brownrigg, Deal, Keighran,Nagel COUNCILMEMBERS ABSENT: 4. MINUTES Vice Mayor Deal made a motion to approve the minutes of the December 6, 2010 regular Council meeting; seconded by Councilwoman Keighran. The motion was approved unanimously by voice vote, 5-0. 5. PUBLIC COMMENTS Burlingame resident Mike McCord spoke on item 12b. There were no further comments from the floor. 6. STAFF REPORTS AND COMMUNICATIONS a. CONSIDER APPOINTMENTS TO THE TRAFFIC, SAFETY & PARKING COMMISSION Councilman Deal recused himself from voting since he was not present for the Commissioner interviews. CC Kearney gave each Councilmember a ballot to vote for two of the three candidates. The ballot submissions resulted in the two incumbents, Laurie Simonson and Caroline Serrato receiving four out of four votes. The two successful candidates were appointed to the Traffic, Safety & Parking Commission to serve for a three year term, ending 2013. 1 Burlingame City Council January 3,2011 Unapproved Minutes Councilman Brownrigg thanked Jim Evans for applying, and for his prior service on the Commission. Councilman Brownrigg also advised that the two incumbents, Ms. Serrato and Ms. Simonson, had been serving in partial terms so this appointment would be their first time serving for a full term. 7. CONSENT CALENDAR Councilwoman Baylock made a motion to approve the consent calendar; seconded by Councilwoman Keighran. The motion was approved unanimously by voice vote, 5-0. a. APPROVE 2011 CITY OF BURLINGAME INVESTMENT POLICY FinDir Nava requested Council approve the City's Statement of Investment Policy for 2011. b. ADOPT A RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH THE HANNA GROUP,INC. FOR CONSTRUCTION MANAGEMENT OF THE MARSTEN STORM DRAINAGE PIPELINE OUTFALL STRUCTURE AND EASTON CREEK WIDENING PROJECT DPW Murtuza requested Council adopt Resolution No. 1-2011 approving a professional services agreement with the Hanna Group for construction management of the Marsten Storm Drainage Pipeline Outfall Structure and Easton Creek widening project. 8. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS Council reported on various events and committee meetings each of them attended on behalf of the City. 9. PUBLIC COMMENTS There were no comments from the floor. 10. OLD BUSINESS a. HIGH SPEED RAIL UPDATE AND DISCUSSION DPW Murtuza advised the environmental impact review (EIR) report was due to be released in early spring and the high speed rail authority seemed to be receptive to a 90 day comment period once it is released. Councilwoman Baylock noted that the Governor's new appointments to the High Speed Rail Authority do not included a representative from San Mateo County. Council discussed a letter from Roelof van Ark in reply to a December 17, 2010 letter from the Mayor and agreed to prepare a reply to review at the next City Council meeting. Councilwoman Baylock advised that Burlingame will be hosting the High Speed Rail Peninsula Cities Consortium meetings beginning Friday, January 7 at 8:15 a.m. for the next three months. She advised that the meetings are twice a month but may change to once a month. 2 Burlingame City Council January 3,2011 Unapproved Minutes 11. NEW BUSINESS a. DISCUSS METROPOLITAN TRANSPORTATAION AUTHORITY VACANCY AND BAY CONSERVATION AND DEVELOPMENT COMMISSION VACANCY The majority of the Council members endorsed Council Member Kevin Mullin from South San Francisco for the Transportation Authority vacancy. Councilman Brownrigg expressed interest in applying for the Bay Conservation and Development Commission vacancy and he was endorsed by the Council Members. b. COUNCIL CONSIDERATION OF ENDORSEMENT OF THE SIERRA CLUB'S "CLEAN CAR CAMPAIGN" Council unanimously endorsed the Sierra Club's "Clean Car Campaign". 12. ACKNOWLEDGMENTS a. Commission Minutes: Beautification, December 2, 2010; Planning, December 13, 2010 b. Department Reports: Building,November 2010; Finance,November 2010 C. Three letters from Comcast concerning programming adjustments d. Letter from AT&T U-Verse concerning programming adjustments 13. ADJOURNMENT Mayor Nagel adjourned the meeting at 8:03 p.m. in memory of Beverly Tuccori, former volunteer and employee of the Burlingame Chamber of Commerce; Virginia Balopulos, mother of Georgette Naylor, President of the Burlingame Chamber of Commerce; Art Preston, long time member of the Burlingame Lions Club and owner of Preston's Candy store on Broadway; and Patricia Bergsing, former Burlingame City Librarian.
