CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Ann Keighran called the meeting to order at 7:07 p.m. CLOSED SESSION CA Guinan advised that the entire City Council met with Recruiter Bobbi Peckham and discussed the applications for City Attorney, and there was no reportable action. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by Fire Chief Don Dorrell. 3. ROLL CALL COUNCILMEMBERS PRESENT: Baylock, Brownrigg, Deal, Keighran, Nagel COUNCILMEMBERS ABSENT: None 4. MINUTES ounce woman Baylock made two corrections to the December 3, 2012 meeting minutes and Councilman Brownrigg made one. Councilwoman Baylock made a motion to approve the amended minutes of the December 3, 2012 regular Council meeting; seconded by Councilwoman Nagel. The motion was approved unanimously by voice vote, 5-0. 5. UPCOMING EVENTS Mayor Keighran reviewed the upcoming events taking place in the City. 6. PUBLIC HEARINGS a. RESOLUTION APPROVING AND LEVYING 2013 SAN MATEO COUNTY TOURISM BUSINESS IMPROVEMENT DISTRIC ASSESSMENTS ON HOTEL BUSINESSES WITHIN THE DISTRICT 1 Burlingame City Council January 7, 2013 Approved Minutes CA Guinan reviewed the staff report and requested Council hold a public hearing and adopt Resolution No. 1-2013 approving and levying assessments for the San Mateo County Tourism Business Improvement District and approve District programs and activities for the year 2013. CC Kearney advised that she did not receive any protests. Mayor Keighran opened the public hearing. There were no comments from the floor, and the hearing was closed. Councilwoman Baylock made a motion to adopt Resolution No. 1-2013; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5 —0. b. AMENDMENT TO A PRIOR DESIGN REVIEW FOR AS-BUILT CHANGES TO A NEW THREE AND A HALF STORY, SINGLE FAMILY DWELLING WITH AN ATTACHED GARAGE,LOCATED WITHIN A SINGLE-FAMILY RESIDENTIAL (R-1) ZONE Vice Mayor Brownrigg recused himself from this item since he was a Planning Commissioner in March 2009 when it was brought to the Planning Commission. Vice Mayor Brownrigg left the Chambers. CDD Meeker reviewed the staff report and reminded Council that their prior action on this project included a condition of approval on the design of the deck. CDD Meeker requested Council approve the modification to the deck adjacent to bedrooms two and three of the project. Mayor Keighran opened the public hearing and the applicant, Alex Mortazavi spoke and reviewed the modifications to the project and advised that his neighbor is now satisfied with the concessions that were made. Councilman Deal made a motion to approve the amendment; seconded by Councilwoman Baylock who thanked Mr. Mortazavi for his cooperation in satisfying the neighbor's objections. The motion was approved unanimously by voice vote, 4-0-1 (Brownrigg recused). Vice Mayor Brownrigg returned to the Chambers. 7. PUBLIC COMMENTS Burlingame resident Georgia Rothrock spoke about bicycles on the sidewalks. Laura Fanucchi, Associate Director of Human Investment Project (HIP) Housing spoke and presented the Council members with their annual 2013 calendar designed by the children of HIP Housing. There were no further comments from the floor. S. STAFF REPORTS AND COMMUNICATIONS a. PARTICIPATION ON BLUE RIBBON TASK FORCE TO CONSIDER CHANGES TO THE SOUTH BAYSIDE WASTE MANAGEMENT AUTHORITY(SBWMA) GOVERNMENT STRUCTURE AND BOARD COMPOSITION CM Goldman reviewed the staff report and reminded Council that at their November 5, 2012 meeting they discussed a letter from the City Manager of Redwood City requesting an option to allow elected officials to serve on the SBWMA Board, and the Council unanimously agreed to support that option. -. 2 Burlingame City Council January 7,2013 Approved Minutes CM Goldman advised that Redwood City's Mayor sent an additional letter requesting that the City of Burlingame join them in their proposal to have a task force of representatives, from each of the SBWMA member agencies,to analyze and explore possible changes to the SBWMA governance structure and Board composition. Vice Mayor Brownrigg volunteered and nominated himself to serve on the task force; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0. b. INTRODUCE AN ORDINANCE FOR A TWO-HOUR PARKING LIMIT ALONG THE 200 BLOCK OF CRESCENT AVENUE Traffic Engineer Augustine Chou reviewed the staff report and advised that the City received multiple complaints from residents of the 200 block of Crescent Avenue objecting to long-term daytime parking on their street by business district employees. He advised that a parking occupancy survey was conducted on September 6, 2012, and on September 13, 2012 the Traffic, Safety&Parking Commission(TSPC)met with the residents of the 200 block of Crescent, as well as, residents nearby the 200 block of Crescent. Mr. Chou further advised that the TSPC concluded that there was near unanimous support from the residents of the 200 block of Crescent to implement a two-hour parking restriction, and residents understood and supported their participation in the residential parking permit program. Council discussion followed and Council questioned the number of two-hour parking signs and the distance between them;the parking permits for residents and guest of the residents; and the fee for the parking permits. Council thanked staff and the Traffic, Safety&Parking Commission for all their efforts. Mayor Keighran requested CC Kearney read the title of the proposed Ordinance. Vice Mayor Brownrigg made a motion to waive further reading; seconded by Councilwoman Baylock. The motion was approved unanimously 5-0. Councilwoman Baylock made a motion to introduce the proposed Ordinance amending Section 13.36.040 of the Municipal Code to establish two-hour parking zones on a portion of Crescent Avenue between Ralston Avenue and Howard Drive; seconded by Vice Mayor Brownrigg. The motion was approved unanimously by voice vote, 5-0. Mayor Keighran directed the City Clerk to publish a summary of the proposed Ordinance within five days of the public hearing. 9. CONSENT CALENDAR Councilwoman Baylock made a motion to adopt consent calendar; seconded by Councilman Deal. The motion was approved unanimously 5-0. a. UPDATE ON BURLINGAME FINANCING AUTHORITY BONDS Interim FinDir Yeats gave Council an update on the issuance of the Burlingame Financing Authority Lease Revenue Bonds, Series 2012 and the Burlingame Storm Drainage Revenue Bonds, Series 2012. b. APPROVE 2013 CITY OF BURLINGAME INVESTMENT POLICY Interim FinDir Yeats requested Council approve the 2013 investment policy. 10. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS 3 Burlingame City Council January 7,2013 Approved Minutes Council reported on various events and committee meetings each of them attended on behalf of the City. 11. PUBLIC COMMENTS Burlingame resident Richard Howe thanked the Council for their service to the community and commended their decision last year denying the sale of alcohol at Walgreens on Burlingame Avenue. There were no further comments from the floor. 12. OLD BUSINESS Vice Mayor Brownrigg expressed interest in seeing the plans for the gymnasium/parish center at St. Catherine of Siena school. Council asked for clarification on other organizations use of the facility. 13. NEW BUSINESS Councilwoman Nagel advised that the family of Tracey Heymann,the college student from Burlingame who tragically died in an accident a couple of months ago, would like to fund a memorial project in her name in Mills Canyon. 14.
