CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Brownrigg called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG Led by John Root. 3. ROLL CALL MEMBERS PRESENT: Brownrigg, Deal, Keighran,Nagel, Ortiz MEMBERS ABSENT: None 4. REPORT OUT FROM CLOSED SESSION CA Kane advised that closed session item d was postponed until the January 21, 2014 Council Meeting. CA Kane further advised that Council gave direction on item e, but there was no reportable action at this time. 5. UPCOMING EVENTS Mayor Brownrigg reviewed the upcoming events taking place in the City. 6. PRESENTATION There were no presentations. 7. PUBLIC COMMENTS Burlingame resident Jennifer Pfaff advised that there would a presentation of a plaque commemorating Caltrain's 1501h Anniversary on Saturday, January 18, 2014 at 10:00 a.m. at the Burlingame Avenue Caltrain station. The plaque is a donation for the eight historic Caltrain stations from the Native Sons of the Golden West. Burlingame resident John Root spoke about the possible need for water conservation and Mayor Brownrigg said that may be an item for the Goal Setting Session. CONSENT CALENDAR Mayor Brownrigg asked if any members of the public wished to remove any items from the Consent Calendar, and there were no requests. Councilman Deal requested removal of item 8b and Vice Mayor Nagel requested removal of item 8c. Councilwoman Keighran made a motion to approve items 8a and 8d of the Consent Calendar; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0. a. APPROVE THE CITY COUNCIL MEETING MINUTES OF DECEMBER 16,2013 CC Kearney requested Council approve the City Council meeting minutes of December 16, 2013. b. APPROVE 2014 REVISED CITY COUNCIL CALENDAR Councilman Deal spoke and expressed concern that the May 28, 2014 Budget Study Session conflicted with the Advanced Life Safety meeting. CM Goldman reviewed her calendar and advised that the Advanced Life Safety meeting was on May 21, 2014. CC Kearney requested Council approve the revised 2014 City Council calendar. Mayor Brownrigg made a motion to approve item 8b; seconded by Vice Mayor Nagel. The motion was approved unanimously by voice vote, 5-0. C. APPROVAL OF 2014 CITY OF BURLINGAME INVESTMENT POLICY,AND CONSIDERATION OF PROCUREMENT OF INVESTMENT ADVISORY SERVICES FOR THE CITY'S INVESTMENT PORTFOLIO Vice Mayor Nagel commented on the documents concerning financial safeguards that she provided for each of the Councilmembers. Mayor Brownrigg requested the wording in the last paragraph on page 3 be amended to read demonstrated that these services "are likely"to produce a net financial advantage. FinDir Augustine requested Council approve the 2014 City of Burlingame Investment Policy for 2014, and consider the procurement of investment advisory services to assist in the future management of the City's investment portfolio. Vice Mayor Nagel made a motion to approve item 8b; seconded by Councilman Deal. The motion was approved unanimously by voice vote, 5-0. d. ADOPTION OF A RESOLUTION AUTHORIZING AN AMENDMENT OF THE CITY MANAGER'S EMPLOYMENT AGREEMENT TO PROVIDE A SALARY INCREASE OF 2.25% CA Kane requested Council adopt Resolution No. 1-2014 authorizing an amendment of the City Manager's employment agreement to provide a salary increase of 2.25%. 2 Burlingame City Council January 6,2014 Approved Minutes 9. PUBLIC HEARING There were no public hearings. 10. STAFF REPORTS AND COMMUNICATIONS a. BURLINGAME AVENUE SIDEWALK PAVERS CLEANLINESS DPW Murtuza reviewed the staff report and advised that since the opening of the 1200 block of Burlingame Avenue in September 2013,there has been an increased awareness of the cleanliness of the new pavers. He said staff has responded to several complaints from the public regarding the stains and litter of the new sidewalks and they have been power washed three times. DPW Murtuza requested that Council review the suggested approach to the maintenance and upkeep of the new Burlingame Avenue sidewalk pavers outlined in the staff report. The suggestions include power washing the sidewalk pavers on a monthly basis and resealing the pavers on a bi-annual basis; perform spot cleaning of the pavers following the power washing on a monthly basis; conduct outreach to the Burlingame Avenue businesses/merchants asking for their cooperation in keeping their frontage sidewalks clean; and install signage reminding the public to use trash bins and not to litter. Council discussion followed and the Council questioned why the paver manufacturer did not advise that these pavers would stain so easily. Program Manager Jane Gomery advised that she would contact the manufacturer and ask them to provide an explanation and send us a letter. Council also would like to engage the businesses in the cleaning process and suggested that citations should be issued if they fail to clean in `.. front of their establishments. Council also expressed a desire to reword the letter to the businesses emphasizing the positive,thanking them for contributing to the streetscape project, and encouraging them to keep it clean. Mayor Brownrigg opened the item for public comment and Burlingame residents John Root, Jennifer Pfaff and Donna Reese spoke. Councilman Deal made a motion to approve the expenditure of funds, with a review in six months, and word the signs to say something such as, keep Burlingame beautiful; seconded by Vice Mayor Nagel. The motion was approved unanimously by voice vote, 5-0. 11. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS Council reported on various events and committee meetings they each attended on behalf of the City. 12. FUTURE AGENDA ITEMS Councilman Deal requested an update on the Sunrise project on Trousdale Drive at a future meeting. 13. ACKNOWLEDGMENTS a. Department Report: Finance,November 30, 2013 14.
