HomeMy WebLinkAboutMin - PR - 2005.03.17MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, March 17, 2005 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Vice -Chairman Heathcote at 7:10 pm at Burlingame City Hall, 501 Primrose Road, Burlingame. ROLL CALL Commissioners Present: Dittman, Erickson, Heathcote, Lawson, Muller, Schreurs Commissioners Absent: Larios Staff Present: Parks & Recreation Director Schwartz Others Present: Mike Bonham & Colleen Fae, SFSU Recreation students; Koa and Regina Dudelunas, San Carlos MINUTES The minutes of the February 17, 2005 Joint City Council/Commission meeting and Regular Commission meeting were approved as submitted. PUBLIC COMMENTS — Koa Dudelunas, a Boy Scout from Troop 321 in San Carlos, said that he and his mother were attending the meeting because he is working on a Citizenship Merit Badge. OLD BUSINESS A. Facility Masterplan Update — Director Schwartz informed the Commissioner's that the City will be having a professional survey performed to learn the public's interest in new City facilities, including a Community Center, City Hall and Storm Drains. In response to a question from Vice -Chair Heathcote, Schwartz stated that a date for the survey has not been set and the City Council will be holding a Facilities Masterplan Study Session on March 21st at 6:00pm in City Hall. B. Pershing Park Play -ground Rehabilitation — Schwartz stated the City Council approved the contract for the rehabilitation of Pershing Park's playground and construction will be held in April and May. The Commissioners decided that there does not need to be a formal opening ceremony for the playground, but asked staff to make sure a press release is sent to the local media when construction is complete. C. Bayside Park Improvements — Schwartz reported that the paths at Bayside Park have been repaired and trees will soon be planted along the right field line of the Diamond #1. These trees will replace the eucalyptus trees that may need to be removed in the next 20 years, if the roadway is widened to four lanes. Parks & Recreation Commission Minutes March 17, 2005 — page 2 NEW BUSINESS Update on Shared Services with Millbrae — Director Schwartz stated that the Parks & Recreation Shared Services with the City of Millbrae, originally scheduled for a six- month experiment, began over two years ago. Because of budget reductions and the need for Millbrae to hire a permanent City Manager, the discussions regarding the long-term relationship between the two Departments was delayed. A meeting of the Burlingame City Council's Budget Committee, Mayor Galligan and Council member O'Mahony, will meet on Wednesday, March 23`d, at 5:00pm in the Millbrae Community Center, 477 Lincoln Circle. Commissioners asked how the Council would receive input from the Commissions and public. Schwartz stated that the Committee's first meeting will be to discuss the process. Schwartz also said the discussion is more philosophical than it is financial. Questions such as, "Should there be 20 different Parks & Recreation Departments in San Mateo County?" and "What is the most efficient size for a Department?" are the types of questions that the Councils will need to discuss. REPORTS A. In addition to the attached monthly report on Parks & Recreation activities, staff reported that (1) registration for recreation classes is now available on-line through the City's website; (2) first -round interviews for the Aquatics Coordinator have been held; and (3) Sam's Sandwiches should be open at the Depot by the end of the month — renting the space from the City. B. Commissioner Schreurs said she will be reporting next month on a Parks seminar she and Director Schwartz attended in Redwood City earlier in the month. C. Commissioner Muller relayed a question from a community member asking for a port -a -potty to be placed near Bayside Park diamond #4 for the youth league games. Schwartz suggested the question be referred to Hank Sauer, BYBA President. Schwartz said the league has a port -a -potty on site near diamond #2 and reminded the Commissioners that the City is in the process of adding a restroom/snack shack to the field. D. Commissioner Dittman (1) asked why the City's website was not working earlier in the week (maintenance was performed by the IT Dept); (2) stated that Ray Park was full of litter on recent Sundays, with debris left over from birthday parties; and (3) asked if the soccer lines on Murray Field are lopsided. E. Commissioner Lawson asked about the status of the Burlingame Golf Center. Schwartz said the usage is doing well and the Center operators may approach the `,, City within the next few months with plans to expand the facility.
