FEE INCREASES FOR 2004-05 FISCAL YEAR
RECOMMENDATION:
It is recommended that the Parks & Recreation Commission approve the following fee increases
for recommendation to the City Council:
Facility Rentals: Increase of 10%, rounded to the nearest dollar
Class Registration Fee: Increase from $6.00 to $7.00
Picnic Areas: Increase Small Picnic Area from $65.00 to $75.00
Increase Large Picnic Area from $90.00 to $100.00
Tennis Courts: Eliminate private rentals and add non-resident group
rate of $50.00 per court per hour
BACKGROUND:
The Parks & Recreation fees, included in the City's master fee schedule, are reviewed on an
annual basis in preparation for the upcoming budget proposal. Staffs recommendation would:
➢ Increase facility rentals by approximately $1 per hour on most resident non-profit group
rentals and $3 per hour for a resident to host a private event (birthday parties, etc.);
➢ Increase the class registration fee by $1.00, with the anticipation of approximately
$15,000 in additional revenue, while keeping this figure in line with other local cities;
➢ Bring the City's Picnic Area rental fees to the median of similar picnic areas on the
Peninsula (see survey results - Attachment B).
➢ Include the rate for non-resident tennis teams (those with less than 50% Burlingame
residents) to use the courts for league play.
The 4% cost of living adjustments for staff costs in the upcoming budget will necessitate these
increases. Examples of staff costs associated with these areas include: accepting the facility
rentals, writing the contracts, staffing the facility, taking the registrations, printing rosters,
maintenance of the picnic areas, etc. Additionally, although a time analysis of the registration
process, conducted in 2003, indicated the true cost of staff time to be $9.00/registration, staff
recommends the $7.00 fee in an effort to make the classes more affordable to the public. Many
of the tennis teams currently using the courts for league play during the weekdays have a
majority of non-residents. Formalizing this fee would increase the fee non-resident teams
currently pay and encourage more Burlingame resident participation through the discount price.

BUDGET IMPACT:
The proposed fee increases will result in approximately $25,000 in additional revenue for the
2004-05 fiscal year.

Re: Monthly Report
Parks Division
Pershing Park Playground Committee are meeting and discussing the Playground
Rehabilitation. Two neighborhood residents and three Commissioners are serving
on the Committee, in addition to Staff and the Architect.
2. Staff is establishing a timeline to reorganize the Division pending the reduction of
staff in the upcoming fiscal year.
Recreation Division
1. 41 teens attended a recent Paint Ball trip, with an additional 10 teens on the waiting
list.
2. 15 basketball teams competed in a teen 3-on-3 basketball tournament; 9 boys teams
and 6 girls teams.
3. 45 Leaders in Training (LIT's) have registered to assist Recreation programs for the
upcoming Summer session.
4. Preschool fundraising effort has attained its $10,000 goal.
5. Adult Basketball's Spring season has completed and the Summer season begins the
end of May.
6. Preschool registration will begin on Saturday, May 15d'.
7. Senior Citizens bridge tournament had 36 participants.

Re: DOGS IN PLAYGROUND AREAS
RECOMMENDATION:
It is recommended that the Parks & Recreation Commission review, discuss and edit the attached
park use rule, prohibiting dogs from City playground areas, in preparation for approval and by
Commission and City Council.
BACKGROUND:
At the April 2004 Parks & Recreation Commission meeting, staff was asked to begin the process
of drafting an ordinance that would prohibit dogs from City playgrounds. Staff has drafted the
attached use rule and is seeking feedback from commissioners.
ATTACHMENTS:

BUDGET IMPACT:
A minimal amount would be required to update the Park Rules signs.

RESOLUTION OF THE CITY COUNCIL OF
�- THE CITY OF BURLINGAME ADOPTING RULES AND REGULATIONS
PROHIBITING DOGS FROM PLAYGROUND AREAS

WHEREAS, pursuant to Burlingame Municipal Code Section 10.055.030, the City may
adopt rules and regulations for specific City parks; and
WHEREAS, City playground areas are designed as areas of play for young children,
often times without direct supervision; and
WHEREAS, City playground areas are often crowded; and
WHEREAS, many children are fearful of dogs; and
WHEREAS, City has provided a Dog Exercise Park; and
WHEREAS, dog excrement is often found in City playground areas; and
WHEREAS, dogs may pose either a safety risk or a deterrent to children from using the
playground equipment,
NOW, THEREFORE, the City Council of the City of Burlingame does hereby resolve,
determine and find as follows:
1. The rules and regulations prohibiting dogs from City playground areas contained
in Exhibit A hereto are adopted.
2. These rules and regulations will be enforced pursuant to Section 10.55.030 of the
Burlingame Municipal Code.

RULES AND REGULATIONS PROHIBITING DOGS
FROM PLAYGROUND AREAS
Pursuant to Burlingame Municipal Code Chapter 10.55, Section 030, the following special rules
and regulations apply to the use of Village Park. These rules and regulations are in addition to
and supplement the general rules and regulations governing the use of City of Burlingame parks.
1. Dogs are prohibited from the following playground areas without the specific written
permission from the City's Parks & Recreation Director:
Alpine Park Playground — within the fenced area surrounding the Tot Lot
Bayside Park — Murray Field, Golf Center or playground area next to Murray Field
Cuernavaca Park — the area defined by the surface material used underneath the
playground equipment
"J" Lot — within the fenced area surrounding the Tot Lot
Laguna — within the fenced area surrounding the Tot Lot
Paloma Playground — within the fenced area surrounding the Tot Lot
Ray Park Playground — the area defined by the surface material used underneath and
around the playground equipment
Trenton Park Playground — the area defined by the surface material used underneath and
around the playground equipment
Victoria Park Playground — the area defined by the surface material used underneath and
around the playground equipment
