A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
REJECTING ALL BIDS RECEIVED FOR THE 1740 ROLLINS ROAD AND 842
COWAN ROAD PUMP STATION UPGRADES
CITY PROJECT NOS. 83390 & 84820
WHEREAS, on May 23, 2019 the City issued a notice inviting sealed bids for the 1740
Rollins Road and 842 Cowan Road Pump Station Upgrades, City Project Nos. 83390 & 84820;
and
WHEREAS, on July 18, 2019, all bid proposals were opened before the City Clerk and
representatives of the Public Works Department; and
WHEREAS, the City received two bid proposals in the amounts of $5,148,000 and
$5,613,869; and
WHEREAS, both bids are significantly higher than the engineer's estimate, which can be
attributed to current market conditions and the specification requirements; and
WHEREAS, in consultation with industry experts and prospective contractors, staff
recommends that value engineering be performed to change the methods of construction and
project controls without adversely impacting the project quality and schedule, which may
potentially lower the projects' costs.
NOW, THEREFORE, BE IT RESOLVED, and ORDERED, that all bids for the above -
named projects are hereby rejected; all bonds and security received in connection with the bids
received shall be returned to the bidders; and the Director of Public Works is authorized to perform
value engineering, modify the project specifications for the work, and rebid the projects in
accordance therewith.

of August, 2019, and was adopted thereafter by the following vote:
