Speakers may address the Commission concerning any matter over which the Commission has
jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments
on agenda action items will be heard when the Commission takes up those items. The Ralph M.
Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any
matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on
the table by the door and hand it to staff, although provision of name, address or other identifying
information is optional. Speakers are limited to three minutes each, although the Commission may
adjust the time limit in light of the number of anticipated speakers.

November 3, 2016
The regularly scheduled meeting of the Beautification Commission was called to order at 6:31 pm by
Commissioner Hunt.

Staff: Parks & Recreation Director Glomstad, Parks Superintendent/City Arborist Disco and
Recording Secretary Borba
MINUTES
Commissioner Kearny made a motion to approve the October 6, 2016 minutes. The motion was seconded
by Commissioner Hinckle and unanimously approved.

OLD BUSINESS
1. 2017 Business Landscape Award Timeline
Secretary Borba provided the Commissioners with the 2017 Business Landscape Award Timeline.
Commissioner Kirchner will be the chair and Commissioner Kearney will Co -Chair of the Business
Landscape Award for 2017.
NEW BUSINESS
1. Beautification Commission Rotation
Commissioner Hunt is the new Chair of the Beautification Commission and Commissioner Hinkle
is the vice Chair.
2. Thank You to Commissioner Leslie McQuaide
The Commissioners discussed a thank you for Leslie McQuaide. Director Glomstad read a letter
from Leslie McQuaide stating how much she enjoyed her time on the Beautification Commission.
3. Welcome New Commissioner Verne Deason
Moved to December Agenda.
4. Sustainable Landscape Award
Commissioner Kirchner discussed whether the Sustainable Landscape Award should be part of the
Business Landscape Award or a separate award. The commissioners decided to make it a Residential
Sustainable Landscape Award and discuss its criteria further at the December meeting.
REPORTS
1. Park Superintendent/City Arborist
a. The Eucalyptus Tree trimming on El Camino Real by Caltrans is about half way complete. They
have completed the northbound side and will now start on the southbound side under PG&E wires.
b. The fall tree planting is almost completed. During this planting, the trees were triple staked and
new stickers designed by the Parks and Recreation Department were put on the stakes with
information regarding specie and care for the tree.
c. On Monday, November 7'the Tree Pruning and Stump Removal Contract 2016-2017 for Bay Area
Tree Specialists will go to Council for approval. Once it is approved work will begin for tree pruning
and stump removal.
d. The Parks Division ordered new varieties of Oak and Maple trees to be tested in Washington Park
for potential new street trees.
2. Parks & Recreation Director
a. The proposal for the Skyline Dog Park will be going to the Parks and Recreation Commission in
November for review.
b. There will be a public meeting either in November or December of the Parks & Recreation
Commission to get there input on the conceptual plans for the renovation of Burlingame Square
(formally known as SP Circle) located on California Drive at Burlingame Avenue. After that, it will
go to the Council for review.
3. Commissioner Hinckle
a. Commissioner Hinckle inquired about what is happening with the bulb outs on Broadway.
Arborist Disco responded that the Broadway Business District will be installing can lights around
each of the trees in the corners and in order for them to do that the City had to remove all the
landscaping. The electrician hired by Broadway BID will be installing the lights and once that is
complete the City will re -landscape each of the bulb outs. Commissioner Hinckle asked about the
pots on Broadway. Arborist Disco stated the Broadway BID will have to decide what to do with
them. The pots and plants belong to the Broadway BID. The City only maintains the irrigation.

5. Commissioner Hunt
a. Commissioner Hunt inquired about the walking path that is uneven from Vernon Avenue to
Washington Park. Arborist Disco stated that all the pathways in Washington Park will be repaired
this Spring/Summer as part of a Capital Improvement Project.
6. Commissioner Kearney
None
7. Commissioner Kirchner
a. Commissioner Kirchner reported that he has been hearing chain saws that are removing Acacia
trees. Arborist Disco stated that PG&E is in his area and they are removing the trees with permission
from the homeowners and City.
b. Commissioner Kirchner attended the El Camino Task Force walked through with Hathaway and
Associates. They walked from Sanchez Avenue to Oak Grove Avenue which is the test road area.
Hathaway and Assoc. wanted to get some input from the group on trees, pedestrians, left hand turn
issues, how busy the street is and what Caltrans has to deal with. Commissioner Kirchner stated
that what is along El Camino Real basically divides the City of Burlingame almost from city limit
to city limit and there aren't very many cities on this El Camino corridor that have that kind of
ambiance. Commissioner Kirchner asked to put the El Camino Task Force update on the next
agenda.
The next Beautification Commission meeting is December 1, 2016. There being no further business, the
meeting adjourned at 7:03pm.

CITY OF BURLINGAME BEAUTIFICATION COMMISSION RESIDENTIAL LANDSCAPE
AWARD for SUSTAINABLE LANDSCAPES
January 2016
Proposed General Goals
• This award is proposed to be granted every year to recognize exceptional design, sustainable
landscaping solutions and strategies for reducing potable water use.
• Burlingame Beautification Commission is to solicit and/or select candidates for the award that
exemplify both drought tolerant landscapes, exceptional landscape designs and if utilized, systems
designed to reduce water use.
• Consider selecting at least three residential landscapes as "finalists" from which a winner will be
selected.
• Through publication and description, utilize the solutions exemplified by the three "finalists" to educate
regarding best drought tolerant design practices, plant/landscape materials utilized and if
appropriate, systems incorporated to conserve water.
• From the nomination process outlined below, obtain a detailed description from each nominee of
drought tolerant materials and systems (greywater, rain water, on -site recycling, etc.) incorporated in
these designs.
Committee Format
• Utilize the current chairman/vice chairman format and board oversight/participants we have for the
Burlingame Beautification Commission Business Landscape Award
• Consider including an independent professional party to help with the selection and review of those
designs nominated i.e. a landscape architect, horticulturist, arborist etc.
Award
• Nomination Process: Utilize the current Burlingame Beautification Commission Business Landscape
Award entry and selection procedures. Nominations to come from Burlingame Beautification
Commission and outside sources.
1. A notification of selection with a choice of accepting nomination, or not plus a questionnaire is to
be delivered to all nominees requesting information regarding: designer, design considerations,
designer/installer, sustainable systems, plant materials, age of installation.
• Utilize an updated Burlingame Beautification Commission Business Landscape Award timeline that is
offset from the Business Landscape Award selection and award by one month.
• Staff/ Burlingame Beautification Commission to approve submittal rules and announcement/entry
application/questionnaire formats.
• Winners presentation to be held either the month prior or following the Burlingame Beautification
Commission Business Landscape Award at a City Council Meeting
• The award:
1. Comprised of certificates suitable for residential display. Multiple certificates if design professional
(landscape architect, landscape contractor, nursery, etc.) was used for the project.
2. Publishing Options: a. Publish only a winner
b. Consider publishing two exceptional nominees plus the winner.
