Speakers may address the Commission concerning any matter over which the Commission has
jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments
on agenda action items will be heard when the Commission takes up those items. The Ralph M.
Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any
matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on
the table by the door and hand it to staff, although provision of name, address or other identifying
information is optional. Speakers are limited to three minutes each, although the Commission may
adjust the time limit in light of the number of anticipated speakers.

BURLINGAME BEAUTIFICATION COMMISSION
DRAFT Minutes May 4, 2017
The regularly scheduled meeting of the Beautification Commission was called to order at 6:33 pm by
Commissioner Hinckle.
ROLL CALL
Present: Commissioners Hinckle, Kirchner and Kearney
Absent: Commissioner Hunt
Staff. Parks and Recreation Director Glomstad and Parks Superintendent/City Arborist Disco
Others: Qiva Dinuri, Burlingame; Jennifer Pfaff, Burlingame; Emily Beach, Burlingame
MINUTES
Commissioner Hinckle noted the minute's stated the meeting was called to order by Commissioner
Hunt;while it was called to order by Commissioner Hinckle due to the late arrival of Chair Hunt.
Commissioner Kirchner made a motion to approve the March 2, 2017 minutes as amended. The motion
was seconded by Commissioner Kearney and unanimously approved.

PUBLIC COMMENT
Qiva Dinuri, a new resident, addressed the Commission and stated her interest in getting involved in the
Beautification Commission.
Director Glomstad stated that Commissioner Deason has moved out of Burlingame and will no longer be
serving on the Commission; therefore, there is an opening. She encouraged Qiva to apply for the
Commission opening and provided information on to how to apply. Applications will be accepted until
June 2.
OLD BUSINESS
1. 2017 Business Landscape Award
Commissioner Kirchner reported the nominees for the 2017 award need to be brought to the June
meeting. The award is for businesses in the Burlingame city limits. It recognizes their ability to
beautify the fagade of their business. Each Commissioner should be prepared to nominate at least 3
businesses. Nominations for this award are accepted from the public as well.
2. Residential Sustainable Landscape Award Outline
Commissioner Kirchner reported this award only accepts nominations from the Commission. At least
3 nominations in total is the goal. The outline was presented to the Commission at the March
meeting. The nominations are due at the June meeting.
NEW BUSINESS
1. Review of Burlingame Avenue Eucalyptus Tree Report
Arborist Disco reported on the Tree Assessment done for the Red Gum Eucalyptus trees on
Burlingame Avenue. In the winter of 2017, Burlingame Avenue experienced the failure of two
eucalyptus trees and the emergency removal of three more eucalyptus. This loss concerned and
prompted staff to have an independent review of the remaining trees in the area. The report was
conducted by Kielty Arborist Services. Each tree received a rating based on the ISA approved
Matheny and Clark 12 Point Assessment Method. Disco stated this report will assist staff in
determining which trees require additional investigation and or removal. At this time it is anticipated
that 12 trees will need to be removed and another 13 need additional testing. Another independent
arborist report will be done in the near future for the trees on Easton Drive.
Commission discussion included replacement tree choice (Eucalyptus Citriadora), safety for the
public, age of the trees, and appreciation to staff for the information and vigilance in maintenance of
the groves.

Commissioner Hinckle noted she liked the triangle supports on new city trees with stickers noting
the tree type planted.
5. Commissioner Kirchner
Commissioner Kirchner reported on the El Camino Real Trees Task Force. The scope of the
project included discussion including public safety, ADA accessibility, crosswalks, a new type of
pavement that is more permeable and quieter and lots of technical terms. Commissioner Hinckle
asked if the loss of sun blockage is one of the issues being included when discussing removal and
replacement. Kirchner confirmed it was.

The next Beautification Commission meeting is June 1, 2017. There being no further business, the
meeting adjourned at 7:24 pm.
