FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. 6. City of Burlingame Page 2 Printed on 513112018 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes April 5, 2018 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Commission Chair Hinckle. ROLL CALL Present: Commissioners Hinckle, Kearney, Kirchner and Dinuri Absent: Commissioner Hunt Staff. Parks and Recreation Director Glomstad, and Recording Secretary Borba Others: None MINUTES Commissioner Kearney made a motion to approve the February 1, 2018 minutes as read. The motion was seconded by Commissioner Kirchner and unanimously approved. CORRESPONDENCE Secretary Borba reported the Form 700 was due into the City Clerk on April 2, 2018. Each Commissioner is responsible for filling out the Form 700 and submitting it. PUBLIC COMMENT None OLD BUSINESS 1. Business Landscape and Residential Sustainable Landscape Award Draft Timeline and Nomination Forms Secretary Borba distributed an updated Timeline. Awards Chair Kearney approved the timeline for the BLA and the RSLA. The Commission discussed the Business Landscape Award plaque. The Commission will discuss the plaque further as an agenda item at the next meeting when City Arborist/Parks Superintendent Disco is in attendance. 2. Draft Letter from BBC to be included in Protect Tree Removal Permits Secretary Borba stated that Lilly Cifuentes, an employee at the Recreation Center created the new letterhead for the Beautification Commission. She also informed the Commission that the letter was proofed by the Commission, Director Glomstad and the City Arborist/Parks Superintendent Disco and it was the final draft. The Commission felt the letter was upbeat and ready to be included when a Protected Tree Removal Permit is issued. NEW BUSINESS None REPORTS 1. Parks Superintendent/City Arborist None 2. Director Glomstad Director Glomstad informed the Commission that the increase in fees for not meeting replanting requirements on a Protected Tree Removal Permit was submitted as part of the Master Fee Schedule that Council will review. The Parks Master Plan Project is looking for a volunteer from each Commission to sit on a one night focus group meeting on Wednesday, April 18 from 5pm-6pm. Commissioner Dinuri volunteered to represent the Commission. 3. Commissioner Hunt None 4. Commissioner Hinckle None 5. Commissioner Kirchner Commissioner Kirchner reported the El Camino Real Task Force, after a year and a half of meetings came up with a vision for the future of the 10 miles of El Camino Real and it was presented to Council in March. Commissioner Kirchner stated the group created a recommendation for future dialogue and a clearly defined vision. The Task Force addressed the history of El Camino Real, the trees, sidewalks, road ways, drainage and recommendation to continue community dialogue. Commissioner Kirchner stated the Task Forces recommendation was to replant Accolade Elms and Eucalyptus Citredora's with a 70/30 ratio, planting the trees with a 25 foot spacing, install irrigation systems, develop a maintenance and monitoring plan, removing and replacing the trees over time, and to have the west side mirror the east side by install a planter strip area between the road way and the sidewalk. Commissioner Kirchner also stated lighting, drainage, and underground utilities were also addressed in the recommendation. Commissioner Kirchner informed the Commissioners the goal was to retain the character and health of the trees and improve the safety of the roadway infrastructure and sidewalks and to establish a memorandum of understanding with Caltrans. 6.
