APPROVAL OF MINUTES a) January 10, 2019 Meeting Minutes Motion: To approve the minutes of January 10, 2019 as written. M/S/C: Wettan/Londer; 5/0/0 5. PUBLIC COMMENTS – NON-AGENDA No public comment. 6. DISCUSSION/ACTION ITEMS a) Community B/PAC Update (Informational Only) No update. b) Bike/Pedestrian Master Plan Discussion Hugh Lough of Alta Planning + Design provided a presentation to the Commission and members of the public regarding the project goals, timeline, outreach efforts and other elements associated with the City’s Bicycle and Pedestrian Master Plan efforts. Chair Bush opened public comment. 2 Lesley Beatty shared that one of B/PAC’s primary goals is to obtain as much feedback as possible and have B/PAC help augment the outreach efforts as the consultant is limited to two pop-up events. Manito Velasco expressed his excitement regarding the project efforts. He encouraged everyone to keep an eye out on existing infrastructure deficiencies during the development of the Plan. He also pointed out the Measure A call for projects is at the end of the calendar year, which is a great grant opportunity. Adrienne Leigh reminded the Commission about the previous request at the December meeting to change the name of the TSPC to be inclusive of all modes of transportation. Chair Bush closed public comment. Commissioner Martos confirmed the City’s existing facilities will be included in the interactive online tool. He also mentioned the Baytrail and felt it should be included in the planning efforts. Commissioner Wettan stated TSPC has a table at the Farmer’s Market and is a great opportunity for additional outreach efforts. He also suggested there are a few project candidates identified prior to completion of the Bike/Pedestrian Master Plan in order to meet the Measure A call for projects timeline. Commissioner Londer confirmed that cost estimates would be included as part of the work identified in the Bike/Pedestrian Master Plan. Vice-Chair Israelit suggested a pop-up at the schools and would also like to find a way to engage the senior community as they may not be computer savvy. Chair Bush expressed his excitement and touched on the efforts to engage with the community through the B/PAC. The Commission continued to have an interactive discussion with the consultant, Hugh Lough on topics such as TSPC goals for the overall plan, successful project implementation, targeted outreach efforts, and what the TSPC can do to help facilitate the master plan process. Chair Bush reopened public comment. Lesley Beatty inquired about setting goals as a City around how we would like to see people walking, biking and driving in Burlingame. Chair Bush requested that she go over the B/PAC goals for the Bike/Pedestrian Master Plan to which she shared the following: 1. Design for all levels of accessibility; 2. Pedestrian and bicycle focused projects; 3 3. Master Plan should be enduring so the plan is adaptable and can change as priorities shift; and 4. Set up for successful grant applications. Chair Bush continued to engage with the consultant, asking a number of questions regarding implementation pathways, funding criteria, grant-worthy projects, and other topics. He then engaged the Commission regarding their thoughts on the B/PAC goals prior to closing the discussion item. 7. INFORMATION ITEMS a) Engineering Division Reports Mr. Wong provided an update on the following Engineering activities: • California Drive Roundabout – Stage 4 (Final Phase) of the project has started. Contractor will be working towards completing the irrigation/landscaping and repaving and re-striping the roadway. The repaving has been delayed due to the cold weather. Residents can find additional information on the project website: http://www.burlingame.org/roundabout. • Lyon-Hoag Neighborhood Update – Staff and the design team met with the Lyon-Hoag CAC prior to the first meeting for the project. The meeting will be held at the Community Center on Tuesday, February 26 at 6:00 p.m. Notices will be sent out similar to the meeting last year. • Lime Bike – January data was not available. • Bicycle/Pedestrian Master Plan Update – Alta Planning + Design had a working session with the Community BPAC to obtain their input prior to the February TSPC meeting. Alta Planning + Design also provided a presentation to the TSPC with a project overview, goals, process, schedule, and opportunities for the project. • McKinley School Turn Restriction – Restriction signs have been installed. During the reporting period she noted that there was one DUI accident and no fatalities. She also confirmed one accident at the intersection of Floribunda and El Camino Real due to an unsafe left turn. Lastly, Sergeant Terada stated BPD had two arrests that resulted from the DUI saturation last Friday. c) Farmer’s Market Commissioner Londer stated the TSPC had a presence at the last Farmer’s Market and received roughly five items of concern from the public that have been passed to City staff for follow up. Commissioner Londer indicated the next opportunity to participate at the Farmer’s Market is February 24, to which he said he would follow up with the Commissioners a few days prior to the event. d) TSPC Chair/Commissioner’s Communications Chair Bush indicated he and Commissioner’s Londer and Martos attended the Lyon Hoag CAC kick-off meeting with three other community members. He said the discussion was about the data collected regarding traffic patterns, overall project plan and community outreach efforts. Chair Bush stated that the Lyon Hoag community meeting will be February 26. Chair Bush said he and Commissioner Londer attended the City Council’s annual priorities meeting on January 26. Chair Bush stated he shared the top five TSPC priorities and offered to email his fellow Commissioners the specific goals discussed. Chair Bush and Commissioner Londer both felt the Council had a strong emphasis on traffic and safety related projects. Chair Bush also indicated he highlighted the significant need for intervention as it relates to downtown parking due to the upcoming construction projects on Lots F and N. Vice-Chair Israelit pointed out parking for the construction workers should be part of the overall discussion. Chair Bush spoke to a Girl Scouts Brownie Troop looking to earn their community involvement activity badge. Chair Bush said the Brownie Troop identified traffic on Dwight Road as an important issue. In response, Chair Bush shared with them the upcoming Lyon Hoag traffic calming efforts. Vice-Chair Israelit spoke to Brian of the Humane Society, who is at the Rollins Road location daily. She stated Brian indicated that over the past year, there have been problems with large cars, including commercial vehicles, parking long-term on Edwards Court. Commissioner Londer stated Thursday, May 9 is Bike to Work Day. He said volunteers will be at the Burlingame Caltrain Station from 7:00 a.m. to 9:00 a.m. handing out goodies and educating the public. 6 Commissioner Martos mentioned the Citizen’s Environmental Council of Burlingame received an award. Commissioner Londer confirmed and said the sustainability award was provided by Sustainable San Mateo County. 8. COMMISSION & SUBCOMMITTEE REPORTS a) Downtown Parking (Martos & Wettan) Commissioner Martos stated he met with Commissioner Wettan and Mr. Wong regarding downtown parking alternatives. He stated they created a list of alternatives and discussed it with the Mayor and City Manager which resulted in a two-category list. Commissioner Martos said the categories were increasing parking supply and incentives/alternatives to driving. Commissioner Wettan indicated the next steps will be to investigate hiring a parking management consultant and the formation of a Council subcommittee to work with the TSPC subcommittee to start engaging a consultant and drilling down into some of the options, such as using the vacant parking at 225 California Drive to assist with the upcoming parking shortage. Mr. Wong stated he would be coordinating a meeting between the parking consultant(s) and the two parking subcommittees. Commissioner Londer suggested utilizing the Library for public parking after 6:00 p.m. In addition, he suggested looking into loosening the parking requirements temporarily to help create more parking options during the construction at Parking Lots F and N. Vice-Chair Israelit reminded the group that the Hillsdale Mall renovation will be completed soon and free parking is provided. She emphasized that we don’t want to negatively impact the Burlingame downtown shopping area. Vice-Chair Israelit also felt the property owners would be important stakeholders to engage with. Mr. Wong shared that the Mayor has already been in touch with the hotels regarding the upcoming parking shortage in an effort to determine if they can help offset the parking deficit. Commissioner Wettan indicated that the Mayor is also receptive to thinking about a subsidy for Uber and Lyft. Commissioner Wettan suggested that Mr. Wong work with Commute.org to extend the BART shuttle from Broadway to Burlingame Avenue. Commissioner Londer suggested to incentivize Top Golf to construct their parking lot first as they are slated to have approximately 1,000 parking spaces. 7 b) Broadway Parking (Bush & Israelit) No update. c) School Traffic (Israelit & Londer) No update. d) Citywide Transportation Alternatives (Londer & Wettan) No update, although it was touched on during the Downtown Parking Subcommittee discussion. 9.
