FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. 6. City of Burlingame Page 2 Printed on 1012312018 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes September 6, 2018 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Commission Chair Hinckle. ROLL CALL Present: Commissioners Hinckle, Hunt, Kirchner and Kearney Absent: Commissioner Dinuri Staff. Parks Superintendent/City Arborist Disco and Recording Secretary Borba Others: None MINUTES Commissioner Kirchner made a motion to approve the August 2, 2018 minutes as read. The motion was seconded by Commissioner Hinckle and unanimously approved. CORRESPONDENCE None PUBLIC COMMENT None OLD BUSINESS 1. Business Landscape Award - Ideas for an Award Presented to the Business Landscape Winner Secretary Borba reported using the art work Commissioner Kirchner presented and purchasing ink jet printable vinyl, it is possible to print our own decals to present to the BLA winners. The Commissioners discussed color for the decal and decided on green with white letters. Commissioner Kirchner will present the artwork in green and white at the next meeting. 2. Commissioner Workshop — Saturday, October 20, 2018 Commissioners Kirchner, Hunt and Dinuri will be attending. NEW BUSINESS 1. Business Landscape and Residential Sustainable Landscape Award Presentation at Council on October 1, 2018 All the Commissioners will be attending the Council meeting. Chair Kearney has invited both the RSLA and the BLA winners to attend. Commissioner Kirchner will present the power point presentation at the meeting. 2. Discussion of Nomination Criteria for the Residential Sustainable Landscape Award City Arborist Disco stated that the Commissioners found it difficult to look at all the residential properties in the City for the RSLA. He passed out a map of the City broken into grid sections. He suggested that each commissioner take a grid section to inspect for potential candidates for the RSLA for next year. Commissioner Hinckle presented a map with the different neighborhoods of the City to use. The Commissioners will discuss the dividing up of the map at the next meeting when Chair Dinuri is in attendance. 3. Three BBC Commissioners Terms Expire in October Commissioner Kirchner, Kearney and Hunt terms will expire in October. Commissioner Hinckle stated that she loves serving on this commission but she would be happy to step down if there was a new member of the community that would like to serve on the Commission. REPORTS 1. Parks Superintendent/City Arborist Arborist Disco stated he posted an article in the ENews regarding the Liquidambars that will be trimmed on Floribunda and Almer. The Liquidambars are receiving a significant trim to reduce the weight of the limbs. The Parks Division contractor will be removing a large Eucalyptus tree on Easton and Bernal and three on Burlingame Avenue, one Eucalyptus at 305 Burlingame Avenue and two in front of the tennis courts. 2. Secretary Borba The BBC Commissioners are invited to attend the Park and Recreation Commission meeting on September 20, 2018 at 7pm at the Recreation center to hear a presentation from Group 4 regarding the Community Center and a presentation of the Parks Master Plan. 3. Commissioner Hunt None 4. Commissioner Hinckle Commissioner Hinckle thanked the Parks Division for work done between Chase Bank and 1425 Broadway. 5. Commissioner Kirchner Commissioner Kirchner inquired if the City is finding that Redwoods and Eucalyptus are becoming more endangered, dying naturally and coming to the end of their life's. Arborist Disco stated that a lot of the Eucalyptus are 100+ years old and are in declining health. The Redwoods are just getting larger and occupying more space which may result in property damage. 6. Commissioner Kearney Commissioner Kearney stated the resident at 704 Concord Way is upset there are no trees near the Broadway overpass on Rollins Road anymore. They were all removed for the construction of the new overpass and none were replanted. Arborist Disco responded that there are Redwoods and Cypress planted on the overpass. The Parks Division will be taking over the landscape maintenance on the Broadway overpass soon. 7. Commissioner Dinuri None The next Beautification Commission meeting is October 4, 2018.
