FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. 6. OLD BUSINESS a. City of Burlingame Page 2 Printed on 1113012018 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes November 1, 2018 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Commission Chair Hinckle. ROLL CALL Present: Commissioners Hinckle, Hunt, Dinuri and Kearney Absent: Commissioner Kirchner Staff. Parks and Recreation Director Glomstad, Parks Superintendent/City Arborist Disco and Recording Secretary Borba Others: None MINUTES Commissioner Kearney made a motion to approve the September 6, 2018 minutes as read. The motion was seconded by Commissioner Hunt and unanimously approved. CORRESPONDENCE None PUBLIC COMMENT None OLD BUSINESS 1. Business Landscape Award — Decal Presented to the Business Landscape Winner Secretary Borba presented a proof of the decal to award to the BLA winners. The Commissioners will discuss the decal further at the next meeting when Commissioner Kirchner is present. 2. Commissioner Workshop — Saturday, October 20, 2018 Commissioners Hunt, Dinuri and Parks and Recreation Director Glomstad attended the workshop. Commissioner Hunt stated she enjoyed the workshop and took away the importance of community engagement. 3. Discussion of Commissioners Nomination Area for the Residential Sustainable Landscape Award Director Glomstad suggested that Arborist Disco break the City into 5 areas for the Commissioners to look at for potential nominees for the RSLA. Commissioner Hinckle suggested as Arborist Disco is out in the City inspecting trees to note addresses of possible nominations. The discussion will continue at the next meeting. NEW BUSINESS 1. Commissioner Rotation The City Council will vote on Monday, November 5, 2018 on Beautification Commission candidates. REPORTS 1. Parks Superintendent/City Arborist Arborist Disco stated there are 3 new informational signs posted in Washington Park regarding Dawn Redwoods, Oaks and a grove of Redwoods done by the Parks and Recreation Intern Mia Groff. The Parks Division contractor Timberline removed two Eucalyptus trees on Burlingame Avenue and they will be removing two more on Easton Drive. Arborist Disco also stated that we have many Pyrus calleryana "ornamental pear trees" throughout the City and 90% of them have fire blight. The Pyrus calleryana will be taken off the tree planting list and the City will replace the trees slowly as needed. 2. Director Glomstad The Community Center schematic plans are going to Council for approval on Monday, November 5, 2018 and The BBC Commissioners are invited to a community meeting on Wednesday, November 11, 2018 at the Recreation Center to provide imput on the Parks Master Plan. 3. Commissioner Hunt Commissioner Hunt asked when the roundabout on California Drive would be completed. Arborist Disco stated it is scheduled to be completed by the end of November. 4. Commissioner Hinckle None 5. Commissioner Kirchner None 6. Commissioner Kearney Commissioner Kearney stated that during the Commissioner interviews she was asked about public art and she wanted to know if public art will become a part of the Beautification Commission. Director Glomstad replied it is too early to know. 7. Commissioner Dinuri None The next Beautification Commission meeting is December 6, 2018.
