5. PUBLIC COMMENTS – NON-AGENDA
Manito Velasco inquired about the pilot stops signs located at the intersections of Laguna
Avenue and Grove Avenue, and Laguna Avenue and Lincoln Avenue. He wanted to know
how long the pilot programs are scheduled to go and the requirements to ensure the current
pilot stop signs become permanent.
Manito Velasco also requested pilot stop signs at the intersections of Oak Grove Avenue and
Ansel Road, and Paloma Avenue and Sanchez Avenue.
Mr. Wong explained that the pilot stop signs were put in place for a period of one-year and

the TSPC would then consider a recommendation to the City Council to make the stop signs
permanent.
6. DISCUSSION/ACTION ITEMS
a) Community B/PAC Update
Commissioner Londer indicated the B/PAC met today, with staff present, to discuss
California Drive. More specifically, he said they discussed the bike lane connection
between California Drive and Carolan, zebra striping crosswalks near schools, the new
roundabout, the upcoming contract award for the Bicycle and Pedestrian Master Plan, and
the Broadway Grade Separation Project in relation to bicyclists and pedestrians.
b) Proposal to Restrict Parking on North Carolan Avenue between Whitehorn Way and
Edwards Road
Mr. Wong provided a presentation regarding a proposal to restrict overnight parking from
10:00 PM to 6:00 AM on North Carolan Avenue between Edwards Road and Whitehorn
Way to help mitigate the lack of turnover and parking inequalities.
Chair Martos opened public comment.
Craig Cory, a business and property owner at 1415 North Carolan, liked the idea of a
parking restriction but was unsure if it is necessary. Mr. Cory shared some of his
observations and recognized there is a parking issue, but felt it was appropriate to
research the cause of the lack of parking, such as business owners not providing adequate
parking for staff and people using the area for long-term airport parking.
Willy Ostertag, a business owner at 1305 Rollins Road since the 70’s, was supportive of
the proposed restriction. He felt too many business owners on North Carolan do not
provide adequate parking for their staff. Willy suggested reviewing the Planning
Department’s parking capacity requirements and assessing parking needs prior to issuing
new business licenses.
Nicole Weigand, the owner of Burlingame Motors located at 1295 Rollins Road, shared
that the proposed parking restriction would pose a problem for some of her clients.
Although she said her auto business has no assigned parking spaces for staff or clients,
she explained that client’s will drop off their vehicles for service in the late evening or early
morning hours by parking on the street in front of the auto shop. Ms. Weigand
acknowledged the parking problems in the area but was unsure a parking restriction is the
right solution. She suggested enforcement of the current laws; for example, citing large
commercial vehicles using North Carolan for long-term parking.
Nick Loveland operates Tresser Tow Service at 1307 North Carolan and stated most of
the parking issues on North Carolan are north of the City’s Corporation Yard. As you
travel south towards Whitehorn, he said parking becomes minimal. Mr. Loveland also

explained the nature of his towing business and that it requires access to on-street parking
during the early morning hours until the warehouse opens. It is a 24-hour operation. He
stated that he and Ms. Weigand would lose business if the proposed restriction was
implemented.
Willy Ostertag spoke again to point out the specific problem areas along North Carolan
and Rollins Road. He explained that large commercial trucks will take up two parking
spaces and occupy those spaces for upwards of one week.
Chair Martos closed public comment.
Commissioner Israelit stated parsing out certain vehicle types was not ideal. She also felt
enforcement of the 72-hour parking rule is not an efficient or effective use of Police
Department resources. Commissioner Israelit said enforcement of this rule would not
solve the overall parking problem. She suggested a 24-hour parking limit to address the
long-term airport parking and increase turnover without impacting local business
operations.
Commissioner Londer stated that he liked Commissioner Isrealit’s idea and threw out the
possibility of a 12-hour restriction. However, he pointed out that the enforcement process
wouldn’t change—it would still be incumbent on someone to call and report the violation,
tag, and, tow the vehicle.
Mr. Wong indicated the goal is not to penalize people or businesses, but to address those
abusing the street parking. He suggested assigning North Carolan for street sweeping as
an enforceable mechanism to mitigate the parking problems.
Commissioner Wettan pointed out the environmental hazard of campers and cars leaking
fluids and suggested street sweeping may not abate the parking problem. He stated he
does not want to disrupt business operations. Commissioner Wettan acknowledged a
parking restriction is needed and favored the combination of a 12-hour parking and vehicle
size limit restriction.
Chair Martos liked the idea of coupling mitigation measures as well. He stated he liked a
height and/or length restriction to address the large commercial vehicles using the street
for long-term parking and the street sweeping concept to deter people utilizing the area
for airport parking. Chair Martos also encouraged people to report parking violations right
away.
The Commission continued to deliberate, including with the public, in order to obtain
additional feedback regarding the existing conditions and their business operations.
Ultimately, the Commissioners favored a time and vehicle size restriction for parking on
North Carolan with the restriction between Edwards Road and near Whitehorn Way. Mr.
Wong stated he will return to the TSPC with a refined proposal for consideration.

c) CITIFYD App Informational Presentation
The Commission received a presentation from a representative of CITIFYD, which is web
and mobile-based service for mobility and local commerce. The representative from
CITIFYD presented a high-level overview of their products and services which help people
find and pay for parking and alleviate parking and traffic barriers to commerce.
7. INFORMATION ITEMS
a) Engineering Division Reports
Mr. Wong provided an update on the following Engineering activities:
• California Drive Roundabout – Stage three is underway and the overall project is
on schedule for completion in January 2019, weather permitting. Residents can find
more information on the project website: http://www.burlingame.org/roundabout.
• Lime Bike – October data attached.
• Bicycle/Pedestrian Master Plan Update – Staff is finalizing the scope of services
with Alta Planning + Design. The contract approval is scheduled for the November 19
City Council meeting.
• McKinley School Turn Restriction – Staff and BPD met with Principal Torres and
Rusty Hopewell to review each agency’s efforts in implementing the turn restriction
at Oak Grove Avenue.

b) Police Department Reports
Corporal Martin reported there were a total of 21 accidents in the reporting period. Of
those accidents, he stated 14 were minor-injury accidents. Corporal Martin also shared
that there were two accidents involving bicyclists, and one pedestrian accident at Howard
and Lorton Avenue.

c) Farmer’s Market
Commissioner Londer stated the Chamber of Commerce wants to start charging for
space at the Farmer’s Market. He said currently there is no TSPC presence at the
Farmer’s Market but is working towards a solution.
d) TSPC Chair/Commissioner’s Communications
Commissioner Wettan shared photos and his experience on Halloween along Cabrillo
between Broadway and Carmelita. He reiterated his concern regarding the annual
conditions in the area on October 31.
Chair Martos indicated he attended the parks master planning meeting and stated input is
being collected, such as the possibility of new parks in growth areas like north Burlingame.
Commissioner Londer indicated the General Plan/Envision Burlingame efforts are moving
forward based on City Council’s discussion on November 5.
