PLEDGE OF ALLEGIANCE TO THE FLAG 3. ROLL CALL MEMBERS PRESENT: Israelit, Bush, Londer, Martos, Wettan MEMBERS ABSENT: None 4. APPROVAL OF MINUTES Motion: To accept the minutes of May 10, 2018 as written. M/S/C: Wettan/Bush; 5/0/0 5. PUBLIC COMMENTS – NON-AGENDA Former Councilmember John Root indicated that traffic on Douglas, including the rate of speed at which cars are traveling, has become a concern. He encouraged City staff to look in to the matter. Manito Velasco requested a visibility red zone at Mills and Highway Road due to safety concerns traveling westbound on Mills with the intent to turn right and travel northbound on Highway Road. He also requested a field meeting with a Commissioner and or City staff person to explain to his children why the intersection at Mills and Highway Road is acceptable as it currently is. Mr. Velasco then indicated the City’s procedures for installing crosswalks is confounding and suggested a written policy. Lastly, he indicated he inquired about a crosswalk at Paloma and Sanchez and has yet to receive a response from City staff. 6. DISCUSSION/ACTION ITEMS a) Community B/PAC Update (Informational Only) 2 Commissioner Wettan indicated the Community B/PAC met last week with the bulk of the meeting focused on California Drive and how to continue forward progress on the Citywide Bicycle and Pedestrian Plan and map efforts. He pointed out a letter regarding concerns identified by the Community B/PAC was included in the TSPC agenda packets. Commissioner Wettan confirmed with Chair Martos that the TSPC will move forward with a joint work session with the Community B/PAC to discuss key topics such as the Citywide Bicycle and Pedestrian Plan. Commissioner Wettan commended Warren Goodrich for his efforts collecting video data at the intersection of California Drive north of Dufferin. He indicated that of the three hours of video captured, 33 left turns were made with very little oncoming traffic and 50 bicyclists traveled through the intersection. Manito Velasco provided public comment and expressed concerns with the plans for additional parking on Rosedale at the expense of adequate visibility. b) School Related Traffic Safety Issues Mr. Wong provided a presentation to the Commission and indicated this item is a continuation of previous discussions surrounding the authority to local jurisdictions to establish a 15 or 20 MPH speed zone around schools. He reminded the Commissioners that the City began a pilot program last year to introduce 15 MPH limits on Cabrillo and Cortez near Our Lady of Angels (OLA) and Quesada near Burlingame Intermediate School (BIS) and Franklin Elementary. Based on discussions with the School District and other key considerations, Commissioner’s Israelit and Londer (School Traffic Subcommittee) recommended to implement 15 MPH zones surrounding the remaining schools identified. Those schools are Roosevelt Elementary at Broadway and Vancouver, Lincoln Elementary at Balboa and Devereux, Burlingame High at Carolan and Oak Grove, McKinley Elementary at Paloma and Oak Grove, Washington Elementary at Howard and Anita, St. Catherine of Siena at Primrose and Bayswater, and Hoover Elementary on Easton. Commissioner Israelit stated for the record she slightly disagreed on a school speed limit reduction surrounding Mercy High at Adeline and Alvarado. Mr. Wong agreed to send the Commissioners a sample of the school speed signage at Commissioner Israelit’s request. The Commission discussed each of the remaining schools recommended by the Subcommittee for a school speed limit reduction; however, no action was taken. Mr. Wong indicated he would bring this item back to the TSPC with a map laying out the extent of each school speed zone reduction based on the Commissioner’s feedback. The Commissioners encouraged Mr. Wong to send B/PAC the current recommendations in order to allow them an opportunity to weigh in. 3 c) Active Transportation Program (ATP) Cycle 4 Grant Mr. Wong provided a presentation to the TSPC regarding the Active Transportation Program (ATP) Cycle 4 Grant and indicated the School Area Pedestrian Enhancement Project has been identified for the grant submittal. He also indicated the City was selected for a grant via C/CAG for grant writing services, which will be utilized for this particular submission pending Board approval on June 14, 2018. Commissioner Wettan encouraged additional safety measures be considered for the crosswalk at Hillside Circle as part of the School Area Pedestrian Enhancement Project. Manito Velasco provided public comment and suggested the crosswalk at the intersection of Clarice and Quesada near BIS and the bicycle and walking path on the east side of El Camino Real between Rosedale and Oxford be reviewed for additional safety improvements. He also requested the consideration of bulb outs on Balboa at Hillside. Commissioner Wettan also requested that additional safety improvements be considered along Bernal near Ray and Devereux. In addition, he suggested staff to inquire whether or not bike cages and potential paving across from Ray Park would be an option under the grant funding parameters. 7. INFORMATION ITEMS a) Engineering Division Reports Mr. Wong provided updates on the following Public Works – Engineering projects and activities. • California Drive Roundabout – Stage 1 construction (1 of 4 stages) is underway. Work for stage 1 is anticipated for the next three to four months, with project completion tentatively scheduled for January 2019. • Hoover School Sidewalk Improvements – Design underway with project update at upcoming TSPC meeting. • Lime Bike – Data for April and May below. He stated there were 23 reported collisions and of those, 5 were due to driving under the influence (DUI). To date, Sergeant Ford stated there have been 43 DUI arrests compared to 23 in 2017, 35 in 2016 and 41 in 2015. He said a ROW violation was also a primary collision factor this reporting period. No accidents at Floribunda and ECR but 3 at Broadway and ECR. Sergeant Ford shared that the Law Enforcement Torch Run for the Special Olympics is tomorrow, June 15 on El Camino Real from San Mateo to Millbrae. He expects runners to be within Burlingame around 11:30 a.m. Sergeant Ford also shared that there will be two DUI saturation check points sponsored through the Office of Traffic Safety (OTS) the weekends of June 22 and June 29. Commissioner Londer requested Sergeant Ford provide data regarding the difference between DUI’s related to drinking versus smoking. Sergeant Ford agreed to bring the information back at the next TSPC meeting. c) Farmers Market Commissioner Londer stated the next Farmer’s Market will be June 24. He will send a reminder regarding participation as the date approaches. He said the TSPC plans to participate in Music in the Park in July as well. d) TSPC Chair/Commissioner’s Communications Commissioner Londer stated he received a letter from a resident regarding red curbs. He responded to the resident and forwarded the letter to staff for appropriate follow-up. Based on a discussion with Jennifer Pfaff, Vice-Chair Bush suggested the City replant the palm trees in the street median on Bayswater as it was in the 60’s. Chair Martos stated he and Commissioner Londer attended the June 4 City Council meeting where Council discussed TSPC’s recommendations for short and long-term parking. 6 7. COMMISSION & COMMITTEE REPORTS a) Downtown Parking (Martos & Wettan) Chair Martos reported that discussions have occurred regarding parking capacity during the construction on Lots F & N. He indicated options for parking on private lots, such as 225 California Drive, can be considered if there is an amendment (temporary) to the ordinance related to parking on private property. In addition, Chair Martos said there have also been discussions around a beta program for an app such as Citifyd to assist with parking in Burlingame. b) Broadway Parking (Bush & Wettan) No update. c) School Traffic (Israelit & Londer) Update provided in item 6b. d) Citywide Transportation Alternatives (Londer & Wettan) Commissioner Wettan reported his findings from a conversation with the City of San Mateo regarding their senior transportation voucher program. He shared that San Mateo found that seniors did not use the ride sharing app, cabs are utilized with that particular audience and the cost is significantly higher. Commissioner Wettan also pointed out San Mateo is able to gather ridership data from the senior transportation voucher program, and staff time used to manage the program is minimal. Commissioner Londer stated he learned of a driver service for children called Zūm and suggested staff look into the program details. 8.
