He wanted to know how long the pilot programs are scheduled to go and the requirements to ensure the current pilot stop signs become permanent. Manito Velasco also requested pilot stop signs at the intersections of Oak Grove Avenue and Ansel Road, and Paloma Avenue and Sanchez Avenue. Mr. Wong explained that the pilot stop signs were put in place for a period of one-year and 2 the TSPC would then consider a recommendation to the City Council to make the stop signs permanent. 6. DISCUSSION/ACTION ITEMS a) Community B/PAC Update Commissioner Londer indicated the B/PAC met today, with staff present, to discuss California Drive. More specifically, he said they discussed the bike lane connection between California Drive and Carolan, zebra striping crosswalks near schools, the new roundabout, the upcoming contract award for the Bicycle and Pedestrian Master Plan, and the Broadway Grade Separation Project in relation to bicyclists and pedestrians. b) Proposal to Restrict Parking on North Carolan Avenue between Whitehorn Way and Edwards Road Mr. Wong provided a presentation regarding a proposal to restrict overnight parking from 10:00 PM to 6:00 AM on North Carolan Avenue between Edwards Road and Whitehorn Way to help mitigate the lack of turnover and parking inequalities. Chair Martos opened public comment. Craig Cory, a business and property owner at b1415 North Carolan, liked the idea of a parking restriction but was unsure if it is necessary. Mr. Cory shared some of his observations and recognized there is a parking issue, but felt it was appropriate to research the cause of the lack of parking, such as business owners not providing adequate parking for staff and people using the area for long-term airport parking. Willy Ostertag, a business owner at 1305 Rollins Road since the 70’s, was supportive of the proposed restriction. He felt too many business owners on North Carolan do not provide adequate parking for their staff. Willy suggested reviewing the Planning Department’s parking capacity requirements and assessing parking needs prior to issuing new business licenses. Nicole Weigand, the owner of Burlingame Motors located at 1295 Rollins Road, shared that the proposed parking restriction would pose a problem for some of her clients. Although she said her auto business has no assigned parking spaces for staff or clients, she explained that client’s will drop off their vehicles for service in the late evening or early morning hours by parking on the street in front of the auto shop. Ms. Weigand acknowledged the parking problems in the area but was unsure a parking restriction is the right solution. She suggested enforcement of the current laws; for example, citing large commercial vehicles using North Carolan for long-term parking. Nick Loveland operates Tresser Tow Service at 1307 North Carolan and stated most of the parking issues on North Carolan are north of the City’s Corporation Yard. As you travel south towards Whitehorn, he said parking becomes minimal. Mr. Loveland also 3 explained the nature of his towing business and that it requires access to on-street parking during the early morning hours until the warehouse opens. It is a 24-hour operation. He stated that he and Ms. Weigand would lose business if the proposed restriction was implemented. Willy Ostertag spoke again to point out the specific problem areas along North Carolan and Rollins Road. He explained that large commercial trucks will take up two parking spaces and occupy those spaces for upwards of one week. Chair Martos closed public comment. Commissioner Israelit stated parsing out certain vehicle types was not ideal. She also felt enforcement of the 72-hour parking rule is not an efficient or effective use of Police Department resources. Commissioner Israelit said enforcement of this rule would not solve the overall parking problem. She suggested a 24-hour parking limit to address the long-term airport parking and increase turnover without impacting local business operations. Commissioner Londer stated that he liked Commissioner Isrealit’s idea and threw out the possibility of a 12-hour restriction. However, he pointed out that the enforcement process wouldn’t change—it would still be incumbent on someone to call and report the violation, tag, and, tow the vehicle. Mr. Wong indicated the goal is not to penalize people or businesses, but to address those abusing the street parking. He suggested assigning North Carolan for street sweeping as an enforceable mechanism to mitigate the parking problems. Commissioner Wettan pointed out the environmental hazard of campers and cars leaking fluids and suggested street sweeping may not abate the parking problem. He stated he does not want to disrupt business operations. Commissioner Wettan acknowledged a parking restriction is needed and favored the combination of a 12-hour parking and vehicle size limit restriction. Chair Martos liked the idea of coupling mitigation measures as well. He stated he liked a height and/or length restriction to address the large commercial vehicles using the street for long-term parking and the street sweeping concept to deter people utilizing the area for airport parking. Chair Martos also encouraged people to report parking violations right away. The Commission continued to deliberate, including with the public, in order to obtain additional feedback regarding the existing conditions and their business operations. Ultimately, the Commissioners favored a time and vehicle size restriction for parking on North Carolan with the restriction between Edwards Road and near Whitehorn Way. Mr. Wong stated he will return to the TSPC with a refined proposal for consideration. 4 c) CITIFYD App Informational Presentation The Commission received a presentation from a representative of CITIFYD, which is web and mobile-based service for mobility and local commerce. The representative from CITIFYD presented a high-level overview of their products and services which help people find and pay for parking and alleviate parking and traffic barriers to commerce. 7. FUTURE AGENDA ITEMS • Chair and Vice-Chair appointments • North Carolan Parking Restriction • Burlingame Point Project (Informational Item Only) • Bay Trail 9. ADJOURNMENT 9:54 p.m. 1 STAFF REPORT AGENDA ITEM NO: 6.b MEETING DATE: December 13, 2018 To: Traffic Safety and Parking Commission Date: December 13, 2018 From: Andrew Wong, Senior Engineer Subject: Proposal to Restrict Parking on North Carolan Avenue Between Edwards Road and Approximately 150-Feet North of Whitehorn Way RECOMMENDATION Staff recommends that the Traffic Safety and Parking Commission (TSPC) have a public discussion regarding a proposal for a 10:00 p.m. to 6:00 a.m. parking restriction along North Carolan Avenue from Edwards Road to approximately 150-feet north of Whitehorn Way. BACKGROUND North Carolan Avenue is a collector road within Burlingame, which primarily serves the businesses along it. These businesses are mostly light industrial, automotive related, and include the City’s Corporation Yard and Fire Station No. 36 (Administration Offices). North Carolan Avenue is 40-feet wide, with on-street parking on both sides of the street. Currently, the only parking restriction in the area is a height restriction. Finding on-street parking along North Carolan is challenging as many employees park on-street and must compete with vehicles that are using the area for long-term parking. Staff has witnessed/experienced a lack of vehicle turnover with many vehicles parked long-term along North Carolan. Some of these vehicles include recreation vehicles, unhitched trailers, and vehicles being used or serviced by businesses on North Carolan. While these vehicles create an inequality for on-street parking, some also contribute to chemicals and other fluids entering the stormwater system. Per the City’s Zoning Code (Title 25), these businesses reside in the Rollins Road District and are subject to the regulations found in Chapter 25.44 Rollins Road (RR) District Regulations, including the requirement to provide on-site parking for all vehicles being serviced and for employees working on the premises. DISCUSSION To address on-street parking concerns, a parking restriction was proposed at the November 8, 2018 TSPC meeting, to restrict on-street parking from 10:00 p.m. to 6:00 a.m. on North Carolan Avenue between Whitehorn Way and Edwards Road. This parking restriction would not impact the vehicles parked during the day. The Burlingame Municipal Code (BMC 13.36.020) already has streets with Item 6.b – Proposal to Restrict Parking on North Carolan Avenue December 13, 2018 Between Edwards Road and Approximately 150-Feet North of Whitehorn Way 2 similar restrictions. These restrictions are also located in light industrial areas and were created to address the same concerns which are being experienced along North Carolan Avenue; they are as follows: ▪ East side of Airport Boulevard from Beach Road to Fisherman’s Park, between 10:00 p.m. and 6:00 a.m.; and ▪ Both sides of Gilbreth Road from Cowan Road to Mahler Road, between 12:30 a.m. and 6:00 a.m. Based on input by the community at the November 8, 2018 TSPC meeting, staff moved the restriction approximately 150-feet to the north of Whitehorn Way to accommodate concerns of both Tresser’s Tow Service located at 1307 North Carolan Avenue and Burlingame Motors located at 1295 Rollins Road. Members of the public representing each business spoke at the meeting about how the proposed parking restriction would impact their business operations. Tresser’s Tow Service indicated that the 24/7 nature of the business required the need to have on-street parking in front of their facility at all times. Burlingame Motors spoke of the after-hours needs of either leaving their customer’s vehicle parked on-street outside of their shop for pick-up, or the early morning vehicle drop-off by customers; both of which may occur during the proposed restriction. Additionally, the TSPC requested extending the vehicle height restriction along North Carolan Avenue. Per the BMC, this action can be undertaken by staff without Council approval. Should the TSPC move forward with the proposed parking restriction, staff would monitor parking in the area to determine if the restriction should be extended in the future to include the entire length of North Carolan Avenue. Additionally, staff will inform the businesses of not only the parking restriction, but the height restriction through notices to be sent out prior to the enforcement of either restriction. Based on the above, staff is seeking a TSPC motion to support the proposal to restrict on-street parking along North Carolan Avenue from approximately 150-feet north of Whitehorn Way to Edwards Road from 10:00 p.m. to 6:00 a.m., similar to the times already established in BMC 13.36.020, as well as extend the vehicle height restriction along the same section of North Carolan Avenue. 1 STAFF REPORT AGENDA ITEM NO: 7.a MEETING DATE: December 13, 2018 To: Traffic Safety and Parking Commission Date: December 13, 2018 From: Andrew Wong, Senior Engineer Subject: Engineering Division Reports/Public Works Update RECOMMENDATION Staff recommends that the Commission receive a presentation by staff providing an update on various Public Works – Engineering projects and activities.
