Brown Act (the State-Local Agency Open Meeting Law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are requested to fill out a "Request To Speak" card located on the table by the door and hand it to staff. The provision of a name, address or other identifying information is optional. NEXT TRAFFIC, SAFETY & PARKING COMMISSION MEETING: November 8, 2018 Page 2 City of Burlingame Printed on 8/14/2019 SOUTHBOUND ONLY ON PALOMA AVENUE DURING MCKINLEY DROP-OFF AND PICK-UP Traffic Safety and Parking Commission October 11, 2018 Goals Provide community and TSPC with presentation with the details of the proposal Obtain community feedback Engage in open discussion Based on the feedback and discussion, make a motion to support or not support the proposal to restrict vehicles onto northbound Paloma Avenue from Oak Grove Avenue during the drop-off and pick-ups periods for McKinley Elementary Background The Principal at McKinley Elementary has requested assistance in reducing vehicle conflicts which occur during drop -off and pick-up periods.Their request was to restrict eastbound left-turns and westbound right-turns from Oak Grove Avenue onto Paloma Avenue.These restrictions would occur only Monday through Friday,and only during the McKinley’s drop-off and pick-up periods. All other times of day,there would be no restriction. Similar time of day turn restrictions are in place at Roosevelt Elementary and Lincoln Elementary. Questions & Feedback 1 STAFF REPORT AGENDA ITEM NO: 6.c – Bellevue Avenue Access Restriction MEETING DATE: October 11, 2018 To: Traffic Safety and Parking Commission Date: October 11, 2018 From: Andrew Wong, Senior Engineer Subject: Item 6.c – Access Restriction from Westbound Bellevue Avenue to El Camino Real RECOMMENDATION: Staff recommends that the Traffic Safety and Parking Commission review the information, have a public discussion, and provide feedback regarding staff’s exploration of the feasibility to restrict access from westbound Bellevue Avenue to El Camino Real. BACKGROUND: El Camino Real is a major arterial within Burlingame, carrying approximately 30,000 vehicles per day. Along El Camino Real, there are 23 intersections within the Burlingame City Limits, with 15 of them signalized. Bellevue Avenue is not signalized, with stop-controls only on the Bellevue Avenue approaches. El Camino Real is owned and operated by Caltrans; with Bellevue Avenue east of El Camino Real in Burlingame, and west of El Camino Real in the Town of Hillsborough. Along El Camino Real there are varying sizes of eucalyptus trees; due to their trunk diameters, they may reduce driver’s visibility when exiting from any of the intersections onto El Camino Real. Bellevue Avenue is not only a location where these trees have an impact on driver visibility, but it is a non-signalized intersection. In the past, a “no left-turn” from westbound Bellevue Avenue onto El Camino Real was installed to reduce potential safety concerns. Even with this improvement, there continues to be challenges for westbound driver’s exiting onto El Camino Real due to inadequate visibility. DISCUSSION: Staff is considering exploring the feasibility of restricting westbound Bellevue Avenue access onto El Camino Real to further reduce challenges for westbound drivers. The restriction to be considered would be implemented with signage. A “No Outlet” sign would be installed on the northwest corner of Bellevue Avenue/Almer Road, with a “Do Not Enter” sign installed on the northeast corner of Bellevue Avenue/El Camino Real. This action would only restrict westbound vehicle access to El Camino Real. Both the eastbound access to El Camino Real from Bellevue Avenue and access from El Camino Real to Bellevue Avenue would not be affected. Westbound vehicles accessing El Camino Real would need to find alternative access onto El Camino Real. The signalized intersection of Floribunda Avenue/El Camino Real is the closest and most likely alternative. Item 6.c – Proposal to Restrict Access from Bellevue Avenue to El Camino Real October 11, 2018 2 As El Camino Real is owned by Caltrans, the process to make this change will involve coordination with them. Prior to initiating this coordination, staff is seeking feedback. Based on this feedback, staff will make a determination on whether to continue exploring the feasibility of restricting access onto El Camino Real from westbound Bellevue Avenue. BACKGROUND • California Drive Roundabout – The project has started Stage 3, which is expected to be completed late December. The project is still on schedule to be completed in January 2019, weather permitting. Residents can find additional information on the project website: http://www.burlingame.org/roundabout. • Lime Bike – September data attached. • California Drive Complete Streets – Project is substantially complete with only punch list items remaining. • Lyon-Hoag Neighborhood Update – At the City Council meeting on October 1, Council was updated on the efforts by the City to initially address neighborhood concerns. Additionally at this meeting, Council approved the agreement with TJKM Transportation Consultants to complete the traffic study for the area. • Bicycle/Pedestrian Master Plan Update – Staff finalizing scope of services with Alta Planning + Design. Targeting the City Council meeting on November 15 for contract approval. • OLA Pedestrian Traffic Calming Update – Staff has contacted both BPD and OLA. BPD has reported back that they have not had any negative feedback regarding the improvements, while OLA has not replied back. • Easton Addition Halloween Event – Single call. Does not appear that residents will be submitting a block party permit. BPD to patrol area as they have done in past years.
