5. PUBLIC COMMENTS – NON-AGENDA
Former Councilmember John Root indicated that traffic on Douglas, including the rate of
speed at which cars are traveling, has become a concern. He encouraged City staff to look in
to the matter.
Manito Velasco requested a visibility red zone at Mills and Highway Road due to safety
concerns traveling westbound on Mills with the intent to turn right and travel northbound on
Highway Road. He also requested a field meeting with a Commissioner and or City staff
person to explain to his children why the intersection at Mills and Highway Road is acceptable
as it currently is. Mr. Velasco then indicated the City’s procedures for installing crosswalks is
confounding and suggested a written policy. Lastly, he indicated he inquired about a crosswalk
at Paloma and Sanchez and has yet to receive a response from City staff.
6. DISCUSSION/ACTION ITEMS
a) Community B/PAC Update (Informational Only)

Commissioner Wettan indicated the Community B/PAC met last week with the bulk of the
meeting focused on California Drive and how to continue forward progress on the Citywide
Bicycle and Pedestrian Plan and map efforts. He pointed out a letter regarding concerns
identified by the Community B/PAC was included in the TSPC agenda packets.
Commissioner Wettan confirmed with Chair Martos that the TSPC will move forward with
a joint work session with the Community B/PAC to discuss key topics such as the Citywide
Bicycle and Pedestrian Plan.
Commissioner Wettan commended Warren Goodrich for his efforts collecting video data
at the intersection of California Drive north of Dufferin. He indicated that of the three hours
of video captured, 33 left turns were made with very little oncoming traffic and 50 bicyclists
traveled through the intersection.
Manito Velasco provided public comment and expressed concerns with the plans for
additional parking on Rosedale at the expense of adequate visibility.
b) School Related Traffic Safety Issues
Mr. Wong provided a presentation to the Commission and indicated this item is a
continuation of previous discussions surrounding the authority to local jurisdictions to
establish a 15 or 20 MPH speed zone around schools. He reminded the Commissioners
that the City began a pilot program last year to introduce 15 MPH limits on Cabrillo and
Cortez near Our Lady of Angels (OLA) and Quesada near Burlingame Intermediate School
(BIS) and Franklin Elementary.
Based on discussions with the School District and other key considerations,
Commissioner’s Israelit and Londer (School Traffic Subcommittee) recommended to
implement 15 MPH zones surrounding the remaining schools identified. Those schools
are Roosevelt Elementary at Broadway and Vancouver, Lincoln Elementary at Balboa and
Devereux, Burlingame High at Carolan and Oak Grove, McKinley Elementary at Paloma
and Oak Grove, Washington Elementary at Howard and Anita, St. Catherine of Siena at
Primrose and Bayswater, and Hoover Elementary on Easton. Commissioner Israelit stated
for the record she slightly disagreed on a school speed limit reduction surrounding Mercy
High at Adeline and Alvarado.
Mr. Wong agreed to send the Commissioners a sample of the school speed signage at
Commissioner Israelit’s request.
The Commission discussed each of the remaining schools recommended by the
Subcommittee for a school speed limit reduction; however, no action was taken. Mr. Wong
indicated he would bring this item back to the TSPC with a map laying out the extent of
each school speed zone reduction based on the Commissioner’s feedback. The
Commissioners encouraged Mr. Wong to send B/PAC the current recommendations in
order to allow them an opportunity to weigh in.

c) Active Transportation Program (ATP) Cycle 4 Grant
Mr. Wong provided a presentation to the TSPC regarding the Active Transportation
Program (ATP) Cycle 4 Grant and indicated the School Area Pedestrian Enhancement
Project has been identified for the grant submittal. He also indicated the City was selected
for a grant via C/CAG for grant writing services, which will be utilized for this particular
submission pending Board approval on June 14, 2018.
Commissioner Wettan encouraged additional safety measures be considered for the
crosswalk at Hillside Circle as part of the School Area Pedestrian Enhancement Project.
Manito Velasco provided public comment and suggested the crosswalk at the intersection
of Clarice and Quesada near BIS and the bicycle and walking path on the east side of El
Camino Real between Rosedale and Oxford be reviewed for additional safety
improvements. He also requested the consideration of bulb outs on Balboa at Hillside.
Commissioner Wettan also requested that additional safety improvements be considered
along Bernal near Ray and Devereux. In addition, he suggested staff to inquire whether
or not bike cages and potential paving across from Ray Park would be an option under
the grant funding parameters.
7. INFORMATION ITEMS
a) Engineering Division Reports
Mr. Wong provided updates on the following Public Works – Engineering projects
and activities.
California Drive Roundabout – Stage 1 construction (1 of 4 stages) is underway.
Work for stage 1 is anticipated for the next three to four months, with project
completion tentatively scheduled for January 2019.
Hoover School Sidewalk Improvements – Design underway with project update
at upcoming TSPC meeting.

b) Police Department Reports
Sergeant Ford provided an update regarding collision statistics over the last reporting
period. He stated there were 23 reported collisions and of those, 5 were due to driving
under the influence (DUI). To date, Sergeant Ford stated there have been 43 DUI arrests
compared to 23 in 2017, 35 in 2016 and 41 in 2015. He said a ROW violation was also a
primary collision factor this reporting period. No accidents at Floribunda and ECR but 3 at
Broadway and ECR.
Sergeant Ford shared that the Law Enforcement Torch Run for the Special Olympics is
tomorrow, June 15 on El Camino Real from San Mateo to Millbrae. He expects runners to
be within Burlingame around 11:30 a.m. Sergeant Ford also shared that there will be two
DUI saturation check points sponsored through the Office of Traffic Safety (OTS) the
weekends of June 22 and June 29.
Commissioner Londer requested Sergeant Ford provide data regarding the difference
between DUI’s related to drinking versus smoking. Sergeant Ford agreed to bring the
information back at the next TSPC meeting.
c) Farmers Market
Commissioner Londer stated the next Farmer’s Market will be June 24. He will send a
reminder regarding participation as the date approaches. He said the TSPC plans to
participate in Music in the Park in July as well.
d) TSPC Chair/Commissioner’s Communications
Commissioner Londer stated he received a letter from a resident regarding red curbs. He
responded to the resident and forwarded the letter to staff for appropriate follow-up.
Based on a discussion with Jennifer Pfaff, Vice-Chair Bush suggested the City replant the
palm trees in the street median on Bayswater as it was in the 60’s.
Chair Martos stated he and Commissioner Londer attended the June 4 City Council
meeting where Council discussed TSPC’s recommendations for short and long-term
parking.

7. COMMISSION & COMMITTEE REPORTS
a) Downtown Parking (Martos & Wettan)
Chair Martos reported that discussions have occurred regarding parking capacity during
the construction on Lots F & N. He indicated options for parking on private lots, such as
225 California Drive, can be considered if there is an amendment (temporary) to the
ordinance related to parking on private property. In addition, Chair Martos said there have
also been discussions around a beta program for an app such as Citifyd to assist with
parking in Burlingame.

c) School Traffic (Israelit & Londer)

d) Citywide Transportation Alternatives (Londer & Wettan)
Commissioner Wettan reported his findings from a conversation with the City of San Mateo
regarding their senior transportation voucher program. He shared that San Mateo found
that seniors did not use the ride sharing app, cabs are utilized with that particular audience
and the cost is significantly higher. Commissioner Wettan also pointed out San Mateo is
able to gather ridership data from the senior transportation voucher program, and staff
time used to manage the program is minimal.
Commissioner Londer stated he learned of a driver service for children called Zūm and
suggested staff look into the program details.

6. DISCUSSION/ACTION ITEMS
a) Community B/PAC Update (Informational Only)
Commissioner Wettan provided a brief update regarding the B/PAC meeting this evening.
In summary, he stated the B/PAC Chair and Vice-Chair were not present but the remaining
members went over suggestions regarding the City’s resurfacing efforts with the
Transportation Engineer. Vice-Chair Bush noted the B/PAC is also working on the overall
Bicycle and Pedestrian Master Plan.
b) Active Transportation Program (ATP) Cycle 4 Grant Update
Mr. Wong provided a presentation regarding the ATP Cycle 4 Grant, including an overview
of the additional improvements requested as part of the School Area Pedestrian
Enhancement Project scope at last month’s TSPC meeting.

Commissioner Wettan made a renewed plea to consider additional safety measures at the
intersection of Hillside Circle and Hillside Drive, such as framing the zebra striping and
adding school signage (children crossing). Mr. Wong indicated staff would take a look as
the walking audit was completed prior to the reopening of Hoover School. Commissioner
Israelit requested the proposed signage also be considered on Hoover as part of the grant
application or as a standalone improvement.
Mr. Wong agreed to get back to the Commission as to whether or not the School District
is eligible to apply for the ATP Grant and whether or not pedestrian paddles are suitable
at some of the identified intersections.
The Commissioners continued to engage in a discussion and crafted the following motion.
Motion: To authorize Vice-Chair Bush to review and finalize a draft letter to be
signed to endorse the grant application.

c) School Speed Limits
Mr. Wong provided a presentation with the updated street segments to implement the
reduced 15 MPH school speed zones as discussed at last month’s TSPC meeting.
Commissioner Wettan disagreed with Alvarado and Oak Grove being removed from the
list of streets identified for school speed limit reductions and requested City staff consult
with the City Attorney to confirm whether or not a fence would disqualify those streets due
to the rules under California Vehicle Code (CVC) Section 22358.4.
Commissioner Israelit requested Broadway east of Vancouver be reviewed for a 15 MPH
zone as well.
Mr. Wong confirmed the plan is to make the additional speed reductions a one-year pilot
program as the City has in the past with Quesada, Cabrillo and Cortez.
Commissioner Wettan suggested updating parents and faculty about the upcoming speed
reductions at Back-to-School-Night.
After additional discussion, the Commission crafted two separate motions.
Motion: To approve the program as suggested by City staff for all the current streets
that have been proposed.

feasibility of adding Alvarado, Broadway, and Oak Grove to the pilot
program along with the streets that are otherwise going to be added.

d) Easton Addition Halloween
Mr. Wong provided a presentation regarding staff ’s planned actions to increase safety in
Easton Addition as a response to the dense population of people that frequent that
neighborhood on Halloween.
Aside from the actions outlined the in presentation, Mr. Wong agreed to reach out to the
Easton Addition residents regarding block parties and other ways to alert drivers in the
area about pedestrians on the evening of Halloween.
No formal motion was made.
7. INFORMATION ITEMS

Mr. Wong provided updates on the following Public Works – Engineering projects and
activities.
• California Drive Roundabout – Stage 1 construction (1 of 4 stages) is underway and
currently involves waterline installation and relocation. Work for this stage is
anticipated to last three to four months, with project completion tentatively scheduled
for January 2019.
• Lime Bike – Not able to obtain June data.
• California Drive Complete Streets – Bid opened on June 26 and the City Council
approved the construction agreement with Crisp Company on July 2. The project is
anticipated to be constructed this summer.

Sergeant Ford provided an update regarding collision statistics over the last reporting

period. He stated there were 33 accidents of which 13 were classified as minor and 3 as
major injury accidents. Sergeant Ford indicated there were no accidents at the
intersection of El Camino Real and Floribunda. Additional collision statistics were
provided as a handout and reviewed by Sergeant Ford with the Commission.
c) Farmers Market
Commissioner Londer indicated participation for the August Farmer’s Market will be
ironed out at the August TSPC meeting.
d) TSPC Chair/Commissioner’s Communications
No update.

No update; however, Commissioner Londer stated the Broadway merchants have
requested changing the 1-hour parking meters to 2-hour parking meters. Mr. Wong agreed
to include Vice-Chair Bush and Commissioner Israelit in the meeting with the Broadway
Business District regarding the parking meters.
c) School Traffic (Israelit & Londer)
No update.
Commissioner Wettan indicated Commissioner Londer will take over his seat on B/PAC
and he would take on the School Traffic Subcommittee in exchange. As acting Chair, Vice-
Chair Bush approved the changes in assignments.

SIDEWALK IMPROVEMENTS UPDATE

Goals
Provide community and TSPC with an update regarding the project:

−Burlingame School District and residents in the immediate
neighborhood were notified of tonight’s meeting.
Background
On January 6, 2016, the City Council held a special meeting with School District
Board where they discussed the needs and directed staff to coordinate with the
school district to address short term improvements before the school opened
that summer. Working with the TSPC subcommittee, the following items were
identified as priorities:
Traffic Signage and Parking Restrictions
Pedestrian Crosswalks, ADA Ramps and Signage
Sidewalk Improvements along Easton Drive and Summit Drive (long term)
At the November 2016 City Council meeting, Council supported staff’s
recommendation to prioritize pedestrian improvements along Summit Drive over
Easton Drive. Feedback obtained at the meeting included the need to preserve
on-street parking for the residents
Towards the end of 2016, staff applied for and was selected for a One Bay Area
Grant (OBAG2) for Sidewalk Improvements along Summit Drive. This grant will
fund $700k towards construction costs.

Subject: Item 6.c – Proposal to Revise the Parking Rates and Duration Along
Broadway.
RECOMMENDATION:
Staff recommends that the Traffic Safety and Parking Commission have a public discussion and
provide their recommendation regarding a proposal to increase the parking duration along
Broadway from El Camino Real to California Drive from one-hour to two-hours, and increase the
parking rates from 30 minutes per quarter to 15 minutes per quarter and to be consistent with
premium on-street parking in the downtown core.
BACKGROUND:
Burlingame has two main commercial districts; Burlingame Avenue Downtown and Broadway.
Parking in both areas consist of on-street parking and public parking lots, with either meters or
pay kiosks. Durations and rates for each of these parking facilities vary from 24 minutes to 10
hours, with rates from 7.5 minutes per quarter to $1.00 for all-day parking respectively.
The Broadway Business Improvement District (Broadway BID) has requested increasing the
parking duration along Broadway between El Camino Real to California Drive from 1-hour to 2-
hours. Their request was based on input from their customers who commented that they did not
have enough time patronizing the businesses on Broadway. This parking duration would be
similar to the 2-hour parking limit along Burlingame Avenue. Traditionally short-term parking has
been located closer to the commercial area for the convenience of its customers. Short-term
parking typically has higher parking rates to generate vehicle turnover on these spaces. Long-
term parking is typically located farther from the commercial co re, with lower rates to incentivize
parking.
DISCUSSION:
The parking duration change would affect the existing 1-hour metered spaces along Broadway.
The parking changes would not affect the 24-minute spaces or the metered parking along Chula
Vista Avenue, Paloma Avenue, Laguna Avenue, and Capuchino Avenue. To discourage
employee parking with the proposed parking duration change, staff recommends increasing the
meter rate from 30 minutes per quarter to 15 minutes per quarter on these spaces; or $1.00 per
hour. This rate would be similar to the first hour along Burlingame Avenue. In addition to

discouraging employee parking, the rate increase would continue to promote parking turnover
along Broadway. By maintaining the parking turnover, any potential impact to residential parking
will be addressed.
If the TSPC supports a change to the parking duration, it would require changes to the City’s
Municipal Code (BMC). Section 13.36.030 (One-hour parking), 13.36.040 (Two-hour parking),
and BMC 13.40.010 (Parking meter zones) would need to be revised. This segment of Broadway
would be deleted from BMC 13.36.030 and added to BMC 13.36.040. In BMC 13.40.010,
Broadway would need to be deleted as a one-hour parking zone with a rate of 50 cents for one
hour, and added as a two-hour zone with a rate of $2.00 for two hours.
Staff is seeking input from the TSPC and public regarding the proposed changes. Staff
recommends that if the parking duration is increased, the hourly rate should be increased as it
will promote parking turnover and will be a disincentive for employees who may consider parking
along Broadway. Based on the above, the TPSC may introduce a motion to support the above
proposal and forward a recommendation to the City Council.

Background
Broadway Business Improvement District (Broadway BID) has requested
increasing the parking duration along Broadway between El Camino Real to
California Drive from 1-hour to 2-hours;
Based on input from patrons who commented that they did not have enough
time when parking on Broadway;
With duration change, staff recommends increasing the parking meter rate from
30 minutes per quarter to 15 minutes per quarter ($2.00 for two-hours);
Rate increase would promote turnover, act as a disincentive for employee
parking, and reduce impacts to the immediate residential neighborhood;
Either of the parking changes would trigger revisions to the City’s Municipal Code
(BMC).

Subject: Item 7.a - Engineering Division Reports/Public Works Update
RECOMMENDATION
Staff recommends that the Commission receive a presentation by staff providing an update on
various Public Works – Engineering projects and activities.
BACKGROUND
California Drive Roundabout – Stage 1 construction (1 of 4 stages) is winding down,
with Phase 2 work anticipated to begin mid-September. Phase 2 will revise the current
traffic routing as a portion of the roundabout will be opened. Anticipated completion date
is still scheduled for January 2019.
Lime Bike – July data attached.
California Drive Complete Streets – Project is underway with the completion of storm
inlet and concrete work, striping work to soon follow. Completion date is still anticipated
for the end of September.
Burlingame Point Project Update – This project has been approved by both the City
Council and the Planning Commission. Details for each stage of the approval process
can be found on the City website. Project has of conditions of approval, which states
that the developer must implement and maintain appropriate Transportation Demand
Management (TDM) measures in accordance with the San Mateo County Congestion
Plan to reduce the number of trips generated by this project.
Active Transportation Program (ATP) Cycle 4 – Application submitted by the July 31
deadline. CTC staff recommendations to be released on December 31, 2018 for the
ATP Statewide Competitive Program. Regional program recommendation scheduled for
February 15, 2019.
Easton Addition Halloween Event – Letters sent out to residents. Copy of City’s block
party permit accompanied the letter.
