NEXT TRAFFIC, SAFETY & PARKING COMMISSION MEETING: July 13, 2017 Page 2 City of Burlingame Printed on 8/14/2019 TDA ARTICLE 3 PEDESTRIAN AND BICYCLE PROGRAM GRANT Traffic Safety and Parking CommissionJ une 8, 2017 Presentation Overview TDA Grant Background Grant Requirements Potential Projects TSPC and Public Questions and Feedback Background For the next TDA grant cycle there is a total of $2,260,000 available for all projects. Capital projects ($400K max) Planning projects ($100K max) Applicant can submit up to three applications Earliest funds would be available is the end of the year. More likely would be sometime in 2018. Application deadline is July 14, 2017 TDA Grant Requirements Capital projects may include PS&E and construction phases only. Project level environmental, planning and right-of-way phases are ineligible for funding. Design must be completed and meet Caltrans standards to be eligible for funding. California Environmental Quality Act (CEQA) permits must be completed prior to receiving funding (as applicable). The project must be included in a locally approved bicycle, pedestrian, transit, multimodal, complete streets or relevant plan. Jurisdictions receiving TDA Article 3 funding for bicycle and pedestrian projects must have a Bicycle Advisory Committee (BAC). Jurisdiction must provide at least a 50% match for planning projects. For capital projects, there is no minimum match. However, the local match will be scored on a sliding scale.(C/CAG Requirement) TDA Article 3 funds for FY 2017/2018 must be expended by no later than June 30, 2020 after allocations are made by MTC. Potential Projects California Drive Complete Streets –Phase II: Feasibility Study for California Drive south of Broadway to the Burlingame Train Station. Restripe Class II facility along Howard Avenue and other locations. Bicycle Plan –with focus on residential streets, Bayshore , and Rollins (northern City Limits to Broadway) Questions & Feedback Report on Parking in the Burlingame Avenue Downtown Area during High Demand Times May 31, 2017 Executive Summary The TSPC Burlingame Avenue Downtown Parking Sub-committee just completed a study to collect parking lot data in the downtown area during high demand times. We are presenting this data to Council for consideration as new buildings are discussed for the downtown area. Attachment A is a staff report dated February 12, 2015, which enumerates the actions taken at the time to free up more parking. All measures except those listed as Long-term Strategies have been implemented. Attachment B is data collected on various dates by TSPC Commissioners and volunteers to count available parking space at high demand times. The data is arranged with Core Lots grouped, Edge Lots grouped, and Street Parking grouped. The commissioners would like to draw your attention to the Core Lots and the lack of parking at all times. The Edge Lots have a similar issue during the day but become less populated after 6 PM. It is the conclusion of this sub-committee that further short term actions taken by Staff to free up parking in the Downtown Core will yield only small improvements. Please contact Commissioners Martos or Wettan for further information. 1 STAFF REPORT AGENDA ITEM NO: 6.b – Burlingame Ave. Downtown Park’g Strategies MEETING DATE: February12, 2015 To: Traffic Safety and Parking Commission Date: February 12, 2015 From: Augustine Chou, Engineering Program Manager – (650) 558-7230 Subject: Item 6.b – Burlingame Avenue Downtown Parking Strategies RECOMMENDATION: That the Commission concurs with the efforts presented in this staff report regarding various parking strategies for the Burlingame Avenue downtown area. BACKGROUND: Parking in the Burlingame Avenue downtown area has historically been challenging. Demand for retail and employee parking is further exacerbated by the parkers’ desires for close, convenient parking to the core area. Over the past 15 years, the City has made several efforts to minimize negative impacts to parking because of these demands and needs. An initial parking strategy to improve parking efficiency was implemented in 2000-2001 with the concept of differential parking rates between the Avenue core area and the sidestreets, with the core area being higher priced. The initial rate on the Avenue went from $0.25 per hour to $0.50 per hour. Following this, a second phase to this strategy was implemented further raising the rate another $0.25 per hour, for a total of rate of $0.75 per hour for parking. Along with this second phase, City parking lots outside of the Avenue core area (defined by the limits of Howard Avenue/ECR/Chapin Avenue/California Drive), were designated for long-term parking with significantly reduces rates from those within the core. This effort was done to offer employees of the downtown an incentive to park for less, at a slightly farther distance from the Avenue itself. Within the past five years, the parking rate on the Avenue was raised from $0.75 per hour to $1.00 per hour. Then, with the completion of the Burlingame Avenue Streetscape Project, the parking rate on the Avenue was converted to a two-tier rate system of $1.00 per hour for the first hour, and $2.00 per hour for the second hour – with a parking time limit of 2 hours only. Only minimal changes were made to the parking rates in the long-term parking lots along the peripheral downtown area. The primary purpose of these rate adjustments has always been to encourage long-term parking in City lots with lower prices, while discouraging parking abuse within the core area with premium parking prices. Staff has been working to find new ways to improve the parking situation in the City’s downtown areas. With its completion last November, the Burlingame Avenue Streetscape Project has been a perceived success. Public interest to visit, shop, and dine in the downtown area is on an Item 6.b – Burlingame Avenue Downtown Parking Strategies February 12, 2015 2 apparent increase. To keep ahead of the inevitable traffic and parking demands for the downtown, the City has made efforts to continually adjust and improve the parking conditions. Most recently, Engineering and Police staffs have worked over the past nine months with two members of the Commission in an ad-hoc sub-committee to discuss and evaluate possible parking strategies for further improving the downtown parking situation. Several actions were decided on, and some were implemented. Ultimately though, it was determined that the sub- committee be dis-established for a better course of action, in which ideas and possible plans of action be taken before the full Commission for public discussion. This move was made to streamline the process to consider and assess possible actions for parking improvements to implement. DISCUSSION: The parking strategies for the Burlingame Avenue downtown area are presented as follows: Currently Implemented Strategies  Parking Lot Improvements • Lot H • Rate change from $3/day to $1/day • Notification to Walgreens and Safeway complex management • Windshield flyer distribution to on-street parked cars • Burlingame enews & DBID notifications • Business Parking Permits • Increase from 450 to 500 permits  Way-finding Improvements • “PARKER” smartphone app for static parking information • New directional parking signs along downtown perimeter streets • New downtown district maps along Avenue kiosks (in coordination with DBID) Planned Short-term Strategies  Parking Lot Improvements • Credit card capability for all City parking lot pay stations • Conversion and upgrade of pay station machine at Lot O (from solar power to hardwire electrical) • Post updated City parking map at all pay stations  Way-finding Improvements • Updated downtown parking map for City website and brochure distribution • Modifications to existing downtown “Parking” signs • Repainting of downtown parking lot name signs  Smart Meters • Expansion of smart meters (w/o sensors) to all side-street meter parking (600 meters) Item 6.b – Burlingame Avenue Downtown Parking Strategies February 12, 2015 3 Planned Long-term Strategies  Parking Lot Improvements • Electronic parking lot “space availability” system  Way-finding Improvements • “PARKER” smartphone app with dynamic parking information • Smart Meters • Short-term parking lot conversion to smart meters As with the “currently implemented” strategies, the various short-term and long-term “planned” strategies will be conducted by staff after a full detailed evaluation is completed regarding cost- effectiveness and feasibility of implementation. Some strategies will take longer to implement, as they will require Council action or approval. These will be presented first to the Commission as they become ready, then to Council for final approval when staff has completed the necessary vetting and evaluation beforehand. 1 STAFF REPORT AGENDA ITEM NO: 7.a – Engineering Division Reports MEETING DATE: June 8, 2017 To: Traffic Safety and Parking Commission Date: June 8, 2017 From: Andrew Wong, Senior Engineer – (650) 558-7230 Subject: Item 7.a - Engineering Division Reports/Public Works Update RECOMMENDATION Staff recommends that the Commission receive a presentation by staff providing an update on various Public Works – Engineering projects and activities. BACKGROUND • US101/Broadway Interchange Project – Stage 5 work is currently underway. Access to Crowne Plaza via Bayshore Hwy., Airport Blvd., and Broadway is now open. Crowne Plaza approach to grade with Airport/Bayshore/Broadway intersection. Contractor working on maintaining some access to the bicycle/pedestrian OC, expect return to full access in June. Airport, Bayshore, and the US 101 SB on-ramps are currently open. Staff working with Caltrans and their contractor to improve signage within the project. • 2017 Street Resurfacing Program – Construction has started. Affected streets have been noticed for 1st phase of work by the contractor. • Larkspur/Linden Traffic Circle – The installation of the new pedestrian ramps is complete. This week the contractor has been working on the installation of the traffic circle. Staff has been available to neighborhood for any questions or concerns on the project. • Peninsula Avenue Overcrossing – Both public meetings prior to the data count collection efforts have been completed. San Mateo’s consultant to collect the data and prepare them into a report. • Hoover School – Staff has been in contact with resident. Resident is currently out of town, returning mid-June. Meeting to be scheduled upon their return. No additional City ROW beyond the stone wall. Beacon is on order to further highlight the entry restriction. • • California Drive Complete Streets – Staff presented all previously shown options to the City Council on May 15. Staff obtained direction with regards to Design Option 2b. Staff to work with design team to move toward 65% plans for the project.
