Approval of Minutes Approve the minutes of the April 171h, 2014 regular meeting 3. Public Comments Members of the public may speak about any item not on the agenda. The Ralph M. Brown Act (the State and local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a `request to speak' card located on the table by the door and hand it to staff, although provision of a name, address or other identifying infomation is optional. The agendas and minutes are also available on the City's website: www.burlingame.org, 0 AGENDA. 6/19/14pmted 6/12/14 UNAPPROVED -� MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, April 17, 2014 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Lau at 7:11 pm at the Burlingame Recreation Center, 850 Burlingame Ave., Burlingame. 1. ROLL CALL Commissioners Present: Lau, Eaton, Martin, Hesselgren, Baird, Colson and Baum Commissioners Absent: None Staff Present: Director Glomstad, City Manager Goldman, Supervisor Barry and Recreation Coordinator Buchanan Others Present: Mike Brunicardi, Burlingame Youth Baseball Association 2. MINUTES The Minutes of the March 20, 2014 regular meeting were approved. 3. PUBLIC COMMENTS None i 4. OLD BUSINESS a. Field Density Matrix — The Commission reviewed the revisions to Field Density Matrix. Supervisor Barry reported the field density matrix takes into account all the fields in Burlingame and how many kids for each sport the field can support at one time for practices and games. - MOTION by Colson (seconded by Baum): Commission approves the addition of the Field Density Matrix to be added to the Field Use Policy. MOTION PASSED 7-0. 5. NEW BUSINESS a. Community Needs Assessment for Capital Improvement Proiects — City Manager, Lisa Goldman and Recreation Coordinator Buchanan presented information on 11 unfunded projects identified by City Council. REPORTS/HANDOUTS a. Parks & Recreation Reports 1. Monthly Report — a. Community Center Master Plan Update — A presentation was done by Group 4 Architects and staff to the Planning Commission. Two ideas that were mentioned by the Commissioners included a seasonal ice rink and seating around a meandering path to watch games the ball field. The CAC is meeting in May. Additional community j outreach will be at Streets Alive/Farmers Market on May 4 h to talk to the public. b. Foundation Update — Colson reported that the logo has been finished and the Cl website is up and running. Respectfully submitted, 7oleen Helley �) Recording Secretary C_J 2 CSTlY O STAFF REPORT To: Parks and Recreation Commission Date: June 19, 2014 From: Nicole Acquisti, Recreation Supervisor Subject Dog Off -Leash Update RECOMMENDATION Staff recommends Commission review the current update of the Dog Off -Leash Pilot program. BACKGROUND In April 2014, after approval from City Council, the Parks and Recreation Department launched the Dog Off -Leash Pilot Program at Washington Field and Cuernavaca Field outfields. The program allows off -leash opportunities from 7:30am-2pm Monday through Friday during September to May. DISCUSSION Since the program began in April, the fields were open for two months (prior to being closed for the summer months). A month into the program, staff reached out to the public inviting feedback about the impact of additional hours. Letters were mailed to residents surrounding Cuernavaca Park, and all patrons on the Dog contact list were emailed. Additionally, staff reached out to the current users of both fields. The vast majority of the feedback was overwhelmingly positive. Patrons enjoyed being able to have additional hours to run their dogs and the field users felt there was very little impact on their regular afternoon usage. Much of the feedback was for additional hours and locations. There were few comments about people addressing dog users on the field outside the designated time frame, as well as some feces let on the field. Overall, the Pilot Program impact has been minimal and the feedback has been positive. FISCAL IMPACT The signs and waste dispensers (and bags) have been purchased and installed, and have come under budget at about $2000. EXHIBITS ( n/a
