Approval of Minutes Approve the minutes of the February 20, 2014 regular meeting Public Comments Members of the public may speak about any item not on the agenda. The Ralph M. Brown Act (the State and local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a `request to speak' card located on the table by the door and hand it to staff, although provision of a name, address or other identifying infomation is optional. AGENDA. 320/14posted 03/14/14 UNAPPROVED MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, February 20, 2014 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Lau at 7:04 pm at the Burlingame Recreation Center, 850 Burlingame Ave., Burlingame. 1. ROLL CALL Commissioners Present: Lau, Eaton, Martin, Hesselgren, Baird, Colson Commissioners Absent: Baum Staff Present: Director Glomstad, Supervisors Barry and Acquisti and Administrative Secretary Helley Others Present: Angela Swartz, (Daily Journal), San Mateo; Jeff Londer, Burlingame, Felicia Karbo, Burlingame; Carol Nowlin, Burlingame, Richert, Burlingame Soccer Club; Nancy Dobson, Burlingame; Lin Nay, Burlingame; Peggy McLaughlin, Hillsborough; Richard Bortolin, Burlingame; Eric Nuss, Burlingame; Kathy Kelloff, Burlingame; Julie Rankin, Burlingame. 2. MINUTES The Minutes of the January 16, 2014 regular meeting were approved. 3. PUBLIC COMMENTS None Chair Lau moved New Business Item 5.b. to the top of the agenda. 5. NEW BUSINESS b. Community Center Master Plan — Dawn Merkes from Group 4 Architecture summarized the needs assessment, site options, design concepts and conceptual options to date. The architect is looking to get feedback on conceptual options to develop a recommendation. 4. OLD BUSINESS a. — Barry updated Commission on the changes to the Field Use Policy. The changes are to process and to the field use guidelines. The change to process would be consequent to groups receiving field allocations, the groups will reconvene and re -sort the timeslots amongst the groups as a mutual discussion. The second change is to develop a Field Density Matrix to control density and help maintenance of field conditions. 5. NEW BUSINESS a. Dog Off Leash Hours at Washim reported on the process and findings of the Dog and Cuernavaca Parks — Supervisor Acquisti Lease Committee after several meetings. The staff 1 recommendation to Commission is to approve a pilot program for additional dog off -leash locations at Washington Ball Park Outfield and Cuernavaca Ball Park Outfield for the following timeframe — Monday through Friday 8am to 3pm from September to May. MOTION by Baird (seconded by Hesselgren)• Commission recommends the approval of the Dog Off Leash Hours schedule at Washington and Cuernavaca fields for a one year trial by City Council. Respectfully submitted, Joleen Helley Recording Secretary lra Cll'V STAFF REPORT To: Parks and Recreation Commission Date: March 20, 2014 From: Tim Barry, Parks and Recreation Supervisor Subject: Field Density Matrix RECOMMENDATION Staffs recommends Commission review and approve the attached Field Density Matrix that is to be included as Appendix B of the Field Use Policy. BACKGROUND At the February Commission meeting staff informed Commission they would inviting all of the youth user groups to a meeting to develop a Field Density Matrix that would be included in the revised Field Use Policy. On Wednesday, March 5 staff met with youth user groups to discuss and develop a Field Density Matrix. The groups who attend the meeting were Ralph Richard(BSC), Bob Bierman(AYSO) and Ian Milne(BGS). Absent from the meeting were BYBA, OLA, St Catherine's, Mercy and Coyotes. Prior to the meeting, BYBA and Coyotes contacted staff through e-mail to give input on the Field Density Matrix regarding their sport. The Field Density Matrix that was developed by the Youth User Groups was e-mailed out for review. Included with this staff report is the Field Density Matrix. FISCAL IMPACT None EXHIBITS A. On Thursday, February 27, 2104 the Burlingame Youth Advisory Committee (YAC) presented an Anti -Bullying assembly for the 8th grade class at Burlingame Intermediate School. The twelve members of YAC developed this presentation with the desire to be able to relate to the 8th graders as people who were close to their age; and therefore could provide a true snap shot of how real and dangerous this issue is among their peers. The YAC members led large group and breakout discussions on faceless cyber- bullying, physical attacks and psychological disorders caused by bullying. They gave first-hand accounts of the effects of bullying; both as an aggressor as well as a victim. The assembly was well received and the Youth Advisory Committee was asked to return later in the year to provide training for the 6th and 7th grade students. Working with the middle school age students in Burlingame has been a goal of the Youth Advisory Committee for the 2014-2015 school year. They are excited and inspired by this assembly and look forward to continuing their Anti -Bullying campaign.
